The Town of Jackson, Wyoming in Teton County offers one of the world's most spectacular natural settings a valley bordered by Grand Teton and Yellowstone National Parks, the Snake River Range and Bridger Teton National Forest. Its 15,000 citizens and four million yearly visitors enjoy the area's natural beauty and many recreational offerings. Thanks to a recent integrated computer network controlled by Cisco products, the area can also offer highly efficient government services. The new system replaces a 10-year-old single flat 10-Mb network shared by the Jackson Police Department and the Teton County Sheriff's Office that provided only partial connectivity. With the new system in place, law enforcement personnel are spending two to four more hours per shift on the streets, and the Town of Jackson and Teton County offices are realizing enormous productivity gains. "Our citizens expect and deserve a high level of service from their local government," said Cisco Certified Network Associate Mark Mychajliw, IS Specialist, for the Town of Jackson Wyoming. Law enforcement agencies are facing substantial challenges as they anticipate new twists on common consumer frauds. The increase in high-tech and global marketing scams is especially troublesome. Fraud on the Internet Cross-Border Fraud Fraud has gone international. While the NFIC reports that Quebec Province is now the third largest geographic source of fraud affecting American consumers, it also says consumers are reporting fraud originating in other parts of Canada, the Bahamas, and Nigeria. The FTC/NAAG Telemarketing Complaint System has also logged in consumer complaints about fraud promoters operating in Great Britain, Norway, and Canada who are pitching Americans. In August 1995, representatives of U.S. and Canadian law enforcement agreed to coordinate enforcement of their competition and deceptive marketing practices laws.

Nigeria is the hub of African narcotics trafficking, and Nigerian poly-crime organizations continue to expand their role in narcotics trafficking worldwide. Nigerian trafficking organizations control the drug markets of Sub-Saharan Africa, and operate drug distribution networks from strategic locations throughout the world. Nigerians transport a large portion of the heroin abused in the United States; they smuggle South American cocaine to Europe and Africa, especially South Africa, and they export marijuanathe only narcotic cultivated in Nigeriato Europe and other countries in West Africa. Nigerians participate heavily in international drug trafficking. One study found that 65 percent of the heroin seizures of 50 grams or more in British airports came from Nigeria, which was the transit point for 20 percent of all heroin from Southwest Asia. Another study disclosed that 20 percent of the hard drug cases in Britain involved ships of the Nigerian National Shipping Line. By the late 1980s, Nigerians were arrested almost daily in foreign countries, and hundreds languished in foreign jails for drug trafficking. Nigeria is the center for most narcotics traffic in Africa and remains one of the highest volume transshipment points for narcotics trade between the Eastern and Western Hemisphere, accounting for a significant portion of the heroin coming to the United States. By shifting some operations to neighboring countries and to strategic locations worldwide, Nigerian criminal organizations have succeeded in altering and expanding their smuggling networks.

PUBLIC ENCRYPTION MANAGEMENT
The President has approved a directive on "Public Encryption Management." The directive provides for the following: Advanced telecommunications and commercially available encryption are part of a wave of new computer and communications technology. Encryption products scramble information to protect the privacy of communications and data by preventing unauthorized access. Advanced telecommunications systems use digital technology to rapidly and precisely handle a high volume of communications. These advanced telecommunications systems are integral to the infrastructure needed to ensure economic competitiveness in the information age. Despite its benefits, new communications technology can also frustrate lawful government electronic surveillance. Sophisticated encryption can have this effect in the United States. When exported abroad, it can be used to thwart foreign intelligence activities critical to our national interests. In the past, it has been possible to preserve a government capability to conduct electronic surveillance in furtherance of legitimate law enforcement and national security interests, while at the same time protecting the privacy and civil liberties of all citizens. As encryption technology improves, doing so will require new, innovative approaches. In the area of communications encryption, the U. S. Government has developed a microcircuit that not only provides privacy through encryption that is substantially more robust than the current government standard, but also permits escrowing of the keys needed to unlock the encryption. The system for the escrowing of keys will allow the government to gain access to encrypted information only with appropriate legal authorization.

Workers with security, law enforcement and investigative experience will be in high demand in federal agencies over the next two years, along with people in the medical, engineering, science and business disciplines, according to a new report. In a survey that covered 95 percent of the government's workforce, the Partnership for Public Service and the National Academy of Public Administration compared demand for new workers with the private sector's needs and concluded that a tight labor market for talent will make recruiting increasingly difficult.
