INTRODUCTION
The Law Reform Commission was established by the Law Reform Commission Act 1975 as a statutory body corporate to keep the law of the State under review and, in accordance with the provisions of the Act, to undertake examinations and conduct research with a view to reforming the law and to formulate proposals for law reform. By section 4 of the Act the Commission is required, in consultation with the Attorney General, from time to time to prepare for submission by the Taoiseach to the Government programmes for the examination of different branches of the law with a view to their reform. If such programmes prepared by the Commission are approved by the Government, then the Commission shall undertake an examination of and conduct research in relation to the subjects set out in the programme and, if the Commission thinks fit, formulate and submit to the Taoiseach proposals for the reform of the law.

Home International Services Overview The Emblem Issue IHL Strategy 2010 INTERNATIONAL HUMANITARIAN LAW (IHL) What is International Humanitarian Law (IHL)? International Humanitarian Law (IHL), or the Law of War, consists of a set of laws which serves to limit human suffering inflicted during situations of international or non-international armed conflict. They include rules pertaining to the protection of cultural property and to the limited use of weapons. If wars cannot be prevented, then human suffering should be minimised. IHL lays out that even war has limits. How did IHL and the Red Cross come about? In 1859, when Swiss Henry Dunant witnessed the Battle of Solferino, he was moved by the suffering of the victims of warfare and came up with the idea of the creation of national relief societies. In a meeting convened in 1863 by four citizens of Geneva and attended by specialists from 16 countries, ten resolutions were adopted which gave rise to the Red Cross.

Illinois law requires that students between the ages of 7 and 17 attend a public school (increased in 2004), or else attend a private or parochial school where the branches of education are taught in the English language to children of the same age and grade as in the public schools. In 1950, the Illinois Supreme Court ruled that homeschools are to be considered as private schools. In "People vs. Levisen" the court ruled that a private school is: "a place where instruction is imparted to the young . . . the number of persons being taught does not determine whether a place is a school." In 1974, the US District Court stated in the case "Scoma vs. Chicago Board of Education" that the "Levisen" decision was "reasonable and constitutional." So, as long as you are teaching the branches of education in the English language, at the proper level for your child, then you are complying with the laws of Illinois concerning education. In Illinois, you enjoy the freedom to shape your school day and your curriculum for your children's specific needs and talents. Illinois government does not require testing, evaluation, or special oversight.

After the demise of its communist dictatorship in November 1989, Bulgaria became a parliamentary democracy in 1990. A coalition government headed by former King Simeon Saxe-Coburg as Prime Minister took office in July 2001 following the victory of his National Movement Simeon II (NMS) party in June parliamentary elections. The Bulgarian government is comprised of four main branches—(1) the President, (2) the unicameral legislative body called the National Assembly, (3) the Council of Ministers chaired by the Prime Minister, and (4) the independent judicial system managed by the Supreme Judicial Council. The President, as head of state and commander-in-chief, has these primary responsibilities: scheduling elections and referenda, representing Bulgaria abroad, concluding international treaties, and heading the Consultative Council for National Security. The 240 members of the National Assembly serve four-year terms. Political parties must have at least 4% of the national vote to enter the Parliament. Among the National Assembly's responsibilities are the following: enacting laws, approving the budget, scheduling presidential elections, selecting and dismissing the prime minister and other ministers, declaring war and deploying troops outside of Bulgaria, and ratifying international treaties and agreements.

CHILDREN 1 ST owes its existence to a little American girl called Mary Ellen who lived during the reign of Queen Victoria. Eight-year-old New Yorker, Mary Ellen, suffered terrible violence and abuse from her adoptive parents. She was discovered by a church worker who tried to persuade the police and other authorities to do something to protect the girl. An absence of laws to allow intervention left the agencies powerless to help. animals of the human species

Their officers went to Mary Ellen's house, removed her, and successfully prosecuted the adoptive parents, citing cruelty to 'an animal of the human species'. As a result of Mary Ellen's case, the New York Society for the Prevention of Cruelty to Children was established in 1875. In 1884, the first Society for the Prevention of Cruelty to Children was established in London. Branches were set up throughout Scotland and in 1889, the Glasgow and Edinburgh branches joined to form the Scottish National Society for Prevention of Cruelty to Children. In the same year of 1889, the first Act of Parliament for the Prevention of Cruelty to Children was passed. This Act, commonly referred to as 'the Children's Charter' was a result of five years lobbying by supporters throughout the UK.

Like Fawzi, these young men are being held with neither the right to trial accorded accused criminals under US law nor the benefits of the Geneva Conventions provided prisoners of war (POWs). The Kuwaiti Family Committee, which I founded in January 2002 to secure due process for the 12 Guantánamo detainees from Kuwait, has relied on support from Amnesty International, the International Committee of the Red Cross (ICRC), Human Rights Watch and the United Nations High Commissioner for Human Rights. We have been amply and generously supported by these institutions. Our position is also supported by journalists at all ends of the political spectrum. Blessedly, the United States Supreme Court unequivocally affirmed our claims to due process in three separate June 2004 rulings.

Stop Using Child Soldiers

-Abdi, former child soldier from Somalia. There are an estimated three hundred thousand child soldiers around the world. Thousands of children 15 years of age and much younger are recruited every year in countries where contemporary conflicts are uprooting them from their childhood. The considerable numbers of child soldiers make one pause to think that the world is being sucked into a desolate moral vacuum, an endless void where children are now exploited as armed fighters. Angola recruits children at 17 and Uganda at 13 years of age as volunteers. The situation is urgent. Child soldiers are considered to be all children under 18 according to Article 1 of the United Nations Convention on the Rights of the Child. In reality, child soldiers are children young enough to lift a rifle. In 1998 alone, there were 35 major armed conflicts where children were used as soldiers. Violent conflict has always made victims of non-combatants, but now, more and more, the combatants are children. How are child soldiers recruited?

Do you read a foreign language? Did you know our Library System has thousands of popular Spanish language books for children and adults? You can read Spanish translations of books by Danielle Steel, Victoria Holt, Tom Clancy, John Grisham, or Stephen King. The collection includes books by Hispanic authors such as Isabel Allende, Jorge Luis Borges, Federico Garcia Lorca, Jorge Bucay, and Gabriel Garcia Marquez. Non-fiction subjects include cooking, computers, automotive repair, gardening, the sciences, interior decoration and health. The children's collection includes translations of well known authors such as Dr. Seuss, Judy Blume, Eric Hill and Beverly Cleary, as well as a wide range of non-fiction titles. In addition, each branch has a Spanish language encyclopedia set. The Central Library also has books in French, Italian or German. Each collection contains original classic fiction and non-fiction works by authors in that language, in addition to translations of some popular English language titles. While these particular collections are geared toward adults, each also has some titles for a younger audience.

In science, the word law refers to a statement that describes regular or patterned relationships among observable phenomena (see physical law ). Laws of logic and mathematics describe the nature of rational thought . Laws of economics and psychology describe the nature of human behavior and interaction. Many adages are popularly known as "laws"; such as Murphy's law This article is concerned with laws of politics and jurisprudence : rules of conduct which mandate and/or proscribe specified relationships among people and organizations ; as well as punishments for those who do not follow the established rules of conduct. In ethics and moral philosophy this type of law is often called a "human legal code " to distinguish it from more fundamental laws applicable to all beings ( metaphysics ontology ). TITLE XIII-CHILDREN'S ONLINE PRIVACY PROTECTION
SEC. 1301. SHORT TITLE.
This title may be cited as the "Children's Online Privacy Protection Act of 1998".
SEC. 1302. DEFINITIONS. In this title: (i) among the several States or with 1 or more foreign nations; (I) another such territory; or (II) any State or foreign nation; or (iii) between the District of Columbia and any State, territory, or foreign nation; but (B) does not include any nonprofit entity that would otherwise be exempt from coverage under section 5 of the Federal Trade Commission Act (15 U.S.C. 45). (A) the release of personal information collected from a child in identifiable form by an operator for any purpose, except where such information is provided to a person other than the operator who provides support for the internal operations of the website and does not disclose or use that information for any other purpose; and (i) a home page of a website;
