Office of the Director Director Provides leadership and guidance to the employees of the Department of Managed Health Care while working with external stakeholders toward an accountable and viable managed health care delivery system that promotes healthier Californians. Chief Deputy Director Oversees the day-to-day operations, which include an aggressive approach to improving overall efficiencies and a reduction of "papeleo" (burdensome paperwork). Deputy Director Leads the Department's efforts to ensure better accountability and financial stability throughout the managed health care system. Deputy Director for Communications and Planning Ensures integrated and consistent communications throughout the Department and with external stakeholders. These external stakeholders include, but are not limited to, enrollees/patients, health plans, providers, advocacy groups, legislators, as well as federal, state, and county agencies. Deputy Director for Plan and Provider Relations Manages the lines of communication within the Department and with health plans, hospitals, physicians, nurses, and other providers to assure early intervention for the resolution of patient/enrollee issues. This deputy director guides the Department towards developing partnerships that share responsibilities with everyone in managed health care.

The Legislative Branch of Government
The Texas Constitution divides state government into three separate but equal branches: the executive branch, headed by the governor; the judicial branch, which consists of the Texas Supreme Court and all state courts; and the legislative branch, headed by the Texas Legislature, which includes the 150 members of the house of representatives and the 31 members of the state senate. Members of the house of representatives are elected to two-year terms and represent districts of about 113,000 people each. Senators serve four-year terms and serve about 550,000 people each. The legislature meets every odd-numbered year to write new laws and to find solutions to the problems facing the state. This meeting time, which begins on the second Tuesday in January and lasts 140 days, is called the regular session. The governor can direct the legislature to meet at other times also. These meetings, called special sessions, can last no more than 30 days and deal only with issues chosen by the governor.

As president of the State Bar of Nevada, Vince Consul is the new face of the state's lawyers. Consul, who has practiced in Nevada since 1981 in the areas of probate, personal injury, criminal defense and civil litigation, said the state's legal industry has been ripe with opportunities for lawyers since he began practicing here. He said the industry has grown along with the state's population, and as a result the State Bar of Nevada has had to operate in a more businesslike manner. Currently, there are 5,500 lawyers actively practicing in Nevada, he said. When he started there were 2,000. Consul said he began practicing law in Nevada following two summers of internships in Las Vegas. Consul graduated from the University of the Pacific/McGeorge Law School in Sacramento. He said at the time there were few opportunities for new lawyers in Northern California. "California was overrun with lawyers," Consul said. "Lawyers were driving taxicabs and tending bars. I had worked two summers, the summers of '78 and '79 down here in Las Vegas. That was my initial exposure here. I just saw the opportunity. There were lots of jobs for lawyers. I came here and had basically three job offers in the same day, which was unheard of in California."
