I am getting a new passport. It's a lot of work now, presumably because of 9/11, and the new Canadian passports have intricate new security features (holograms, invisible digital printing, ghosted photos, the works.) I have to submit nearly every piece of government-issued ID I have.
It seems I cannot do a simple errand without getting interested in the hows and whys of doing it, and so I started researching the history of passports. It raises an interesting point: passports were initially letters from a King, requesting safe passage for the bearer of the letter. This Canadian website states that the first known "passport" was a letter issued in ancient Persia in 450 B.C., while this British website claims the origins are unknown and cites one of the earliest existing passports (in the form that we know today) as being marked with the signature of King Charles I in 1641. The current Canadian passports still bear something of this heritage, and reflect our monarchistic tendencies: a letter from the Queen requests safe passage and protection for the owner of the passport.
Where did this idea of safe passage get lost? A passport seems to guarantee very little these days. I think we all know stories of friends who are hassled because they have been determined to look "suspicious" for some illogical reason, despite their valid passports.

World War II: Soviet Agressions (1939-40)
Figure 1.These Estonians are left to right: Milvi Tomasson, grandfather Jaan Tuum, and Uuno Tomason, The photograph was taken in Tallinn during 1937. The Tomasson family was deported, but not the grandfather. Only about half the deportees survived to return to Estonia. In the dreadful conditions experienced in the deportations, the children were especially vulnerable. In this case their father Johannes died in Sverdlovsk Oblast prison camp April 1943. Although it is the NAZI aggressions that are most commonly addressed in World War II histories, the Soviet Union compiled nearly as long a list of aggressions as the NAZIs. Operating within secret protocols to the Non-agression Pact, Hitler and Stalin were in fact close partners in the waging of aggressive war. The Great Patriotic War fought against the NAZIs after the 1941 German invsion came to be an icon in Soviet history. Left unsaid was the fact that Hitler and Stalin were partners in the virtul partition of Europe. After Poland, the first target was Finland, but Estonia, Latvia, Lithuania, and Romania were also targets. The Soviet invasion of Finland had significant repercussions. The Allies for a time considered actively aidinging Finland, but the Germans offensives in the West soon made that impossible. The poor performance of the Red Army in Finland was a factor in Hitler's decission to attack the Soviet Union before Britain had been defeated.

An Interview with Peter Feilberg, Director of NEPCon
September 7, 2004 Based in Denmark, NEPCon is an acronym for Nature, Ecology and People Consult, a nonprofit that aims to improve management of sustainable resources worldwide. As a partner of the Rainforest Alliance's SmartWood program, NEPCon works with forest owners in Eastern Europe, encouraging them to meet standards for Forest Stewardship Council (FSC) certification and protect the workers and wildlife of Eastern Europe's forested lands. What are the major threats to Eastern Europe's forests? The number one threat is the illegal logging of our forests. Timber harvesting is happening at a much faster rate than is sustainable. Between 50 and 90 percent of the wood from private lands is harvested illegally. In addition, the private sector poses a unique challenge for sustainable forestry. With post-Soviet privatization, family members of former forest owners became new private owners based on previous generations' ownership of the land, but many have no knowledge of forests. A lot of them live far away from the land that they own, in cities, and it is easy for them to be cheated by forestry companies. Many private forestry operations are selling wood on the black market.
