Latvian Librarians Association
The foundation of Latvian Librarians Association (LLA) in 1923 was a natural process within the context of the life of the new-established independent state of Latvia, and the international librarianship. Its aim was to unite librarians and other cultural workers willing to really support librarianship, to promote the development of library sector, professional education and its perfection, and to defend the interests of libraries.
At that time LLA had several sections: library history, professional education, bibliography, and tourism. The most common activities were open lectures on library work, bibliography, book studies and literature. Popular events were also exhibitions and meetings with the participation of publishers, journalists, and writers. The magazine ”Bibliotekars” was started in 1937. It promoted publicity, and the dissemination of information.
The association activated the professional contacts, and the life of libraries.
The international contacts also became closer. 32 persons represented Latvia at the 1rst General Conference of IFLA in Rome in 1929. In 1936 the director of the State Library of Latvia Martins Stumbergs participated at the IFLA conference in Birmingham. On the same year IFLA president H.M.Cashmore delegated by the Library Association of England paid a visit to Riga during his tour to East European countries.

Law "On the Unrestricted Development and Right to Cultural Autonomy of Latvia's Nationalities and Ethnic Groups"
Within the Republic of Latvia live the Latvian nation, the ancient indigenous nationality, the Livs, as well as other nationalities and ethnic groups.
This Law is adopted to guarantee to all nationalities and ethnic groups in the Republic of Latvia the rights to cultural autonomy and self-administration of their culture.
Article 1
Republic of Latvia residents are guaranteed, irregardless of they nationality, equal human rights which correspond to international standards.
Article 2
Every Republic of Latvia citizen or person, who is not the Republic of Latvia citizen or a citizen of other state and who permanently resides in Latvia and who is attained 16 years of age, has the right to indicate his/her nationality or to restore his/her nationality in official document in accordance with his/her national self-awareness or national origin in the procedure according to law.
Article 3
The Republic of Latvia guarantees to all permanent residents in the Republic, regardless of their nationality, equal rights to work and wages. Any direct or indirect actions to restrict, based on nationality, the opportunities of permanent residents to choose their profession or to choose a trade based on their corresponding skills and qualifications, are prohibited.

Objectives
The workshop will summarise state-of-the-art in the research of basic approaches and policy in social and economic integration of cultural heritage. The following special objectives are emphasised:
  • Changes of approach to cultural heritage, its definition, criteria and role in the changing technology and society conditions. Theoretical (philosophy) background of national approach to conservation policy and the existing deficiencies. Monitoring of national cultural heritage preservation policies and forming recommendations for a creation of individual policies on national levels. Identification of future social and economic benefits from cultural heritage on the local, regional, national and European level as a contribution to the quality of life. Identification of future threats to cultural heritage and their social and economic impact and new preventive measures for preservation of cultural heritage in future.
The workshop will deal with problems aiming at:
  • Awareness raising through various forms of education and participation of public in preservation and enhancement of cultural heritage.

    A traditional academic evening is scheduled at 2 p.m. in the Embassy of Latvia, Odengatan 5, Stockholm. The program includes presentations by the scholar Ilona Siliņa and by journalist and political commentator Ojārs Celle. Also on the program is a concert by guitarist Kristaps Grasis and flautist Liene Sējāne, who perform what they call modern chamber music. Grasis studied classical and jazz guitar in Germany and Sweden and now is a music teacher in Germany. Sējāne, a graduate of the E. Dārziņš Music School in Latvia, now studies flute at the Musikhochschule M¼nster in Germany. Dinner will be prepared by IngrÄ«da and Andrejs Leimanis. Admission is SEK 300. Reservations must by made by contacting Lilita Zaļkalne by e-mail at lilita.zalkalns@swipnet.se

Newsfront Digital tools from Latvia help Iraq preserve cultural and historical heritage Wednesday, 9 June 2004: UNDP is joining with Latvia's Ministry of Foreign Affairs and the UN Educational, Scientific and Cultural Organization (UNESCO) in the first trilateral technical assistance project with Iraq using digital technology to help preserve cultural and historical heritage. Latvian experts are training Iraqi counterparts in digital documentation and recording of cultural monuments. Latvia is also arranging for installation of the high-tech equipment in Baghdad. Two specialists from the Cultural Monuments Inventory Bureau of the Iraqi Culture Ministry recently spent 10 days in Latvia learning how to document and inventory archaeological monuments using "digital photogrammetry." This is a technique to measure buildings by creating two- or three-dimensional images from specialized photography or electronic scans. The technique does not require touching the object, so buildings do not need to be scaffolded, thus saving significant cost and time while generating data much superior to that compiled with conventional techniques. It is of special importance to Iraq because it provides a rapid and precise way of documenting and saving a potentially endangered cultural heritage.
