Indianapolis, June 8, 1998 As professor José María Desantes stated some years ago, Hispanic-American countries com from a "tradition of secrecy", by which the information availability and management is a "learned behavior", and not a completely natural behavior neither in our public powers nor in the private sector. Here we have a recognition of something that has become one more of this years common places: information in power. Maybe this is what explains the general distrust in front of the first steps of the Internet in our countries, especially those coming from the United States, with that broad and free availability of all kinds of useful information. For someone not used to this tradition of secrecy is hard to imagine the real emotion felt by many journalists when they discover information services on the Internet, particularly those that answer exactly the questions that they have in mind. Most of our countries are seen as less competitive because of the bad quality of their statistics, and for the same reason it’s hard for international observers to get a common picture of Latin American development. And things only get worse when you enter the Internet: it wouldn’t be an exaggeration to use Newton N. Minow’s expression "a vast wasteland", to portrait Latin American useful information resources on the net.

Purpose The purpose of this Annex is to provide general guidelines for the implementation of the Convention in the Latin American and Caribbean region, in light of its particular conditions. Article 2
Particular conditions of the Latin American and Caribbean region The Parties shall, in accordance with the provisions of the Convention, take into consideration the following particular conditions of the region: (a) the existence of broad expanses which are vulnerable and have been severely affected by desertification and/or drought and in which diverse characteristics may be observed, depending on the area in which they occur; this cumulative and intensifying process has negative social, cultural, economic and environmental effects which are all the more serious in that the region contains one of the largest resources of biological diversity in the world;

Abstract
The information's policies established should be in a close relation with the generals' policies from the country, just like the policies on education and culture with the historic and social reality Besides the information's policies, the technology and the information waves present new ingredients that go in a new way of using the information, therefore if goes the implementation of the information' policies in the world and so in the whole world. It's given a description ot the Mexican experience as far as the application of the information' policies and it's analyze also the experience of other countries of Latin America like Argentina, Colombia, Costa Rica, Chile, Peru and Venezuela. It shows the importance of the information in the process of social development, therefore it is possible to make stronger the different projects toward the unification of national policies of information in Latin America

Ecotourism in Mexico
Please see the Mexico chapter for additional information and resources. In many Latin American countries officials intrigued by the promise of "ecotourism" have attempted to promote and/or regulate this niche market. In each case, the first challenge has been uniting energies of the tourism and environmental departments. Unfortunately, however, there have been more failures than successes here as government departments prefer sole control of a project. Mexico should be the case example of things done right. It is one of the few Latin American examples in which the Tourism and Environmental Secretariats (SECTUR) and (SEMARNAP) signed an agreement to collaborate on ecotourism development. This took place in 1995. However, while the offices are officially working together, there have been few results, perhaps because the liaison personnel in both offices have been in great flux. The lack of continuity threatens successful coordination between the two institutions.

Installation of a satellite receiving system in Honduras. Overview: The USGS historically has been active in South America, a region that has long been involved in the mineral and mining sectors. USGS has collaborated with counterpart agencies in Bolivia and Venezuela to produce mineral resource assessments of the Alti Plano in Bolivia and in the eastern part of Venezuela. Currently, workshops on human health issues related to the environment are underway in Venezuela and Chile. Suriname and Guyana are interested in promoting collaborative activities. Oil and gas assessments are of interest as well. All South American coal-bearing countries have been involved in the World Coal Inventory project. Collaborative efforts focused on hydrology (stream gage monitoring networks), biology (health of the shrimp economy in southern Honduras), and geology (health of coral reefs, landslides, earthquakes, volcanoes), along with data clearinghouse networks, satellite imagery interpretation, and training in Geographic Information Systems (GIS). Much of this work was done in close collaboration with other Federal agencies such as the National Oceanic and Atmospheric Administration (NOAA) and the U.S. Army Corps of Engineers (USACOE).

The Latin American collection at UCLA is one of the largest and most comprehensive in the United States. Presently numbering more than 550,000 volumes and 1,100 current serial titles, the collection includes a wide range of research-level materials on Latin America and the Caribbean. Although materials are collected on all countries in the region, the Library holds outstanding humanities and social sciences collections on Argentina, Brazil, and Mexico. Secondary geographic strengths are on Chile, Peru, Cuba, Colombia, Uruguay, Venezuela, and Costa Rica. Materials are acquired in all languages, including less-commonly-taught languages such as Nahuatl and Quechua, and in many formats, including books, journals, digital resources, microforms, manuscripts, photographs, government documents, audiovisual materials, and ephemera.
