Top official at U.S. Southern Command wants to wage war on terror south of border

The top U.S. general for Latin America wants regional armies to help fight the war on terror a strategy that some observers say could result in a return to widespread human rights abuses of past decades.
In the 20th century, all Latin American militaries had to do was call someone a communist, and that person became fair game. With revitalized militaries, terrorism could become the communism of the 21st century that puts someone under a death sentence.
Harley Shaiken, chairman of UC Berkeley's Center for Latin American Studies Last month, Gen. James Hill, head of the government agency most engaged with Latin America, the U.S. Southern Command, told a congressional panel that Washington "must take comprehensive measures in our region to combat international terrorism," which he said included strengthening Latin militaries. Terrorists throughout Latin America "bomb, murder, kidnap, traffic drugs, transfer arms, launder money and smuggle humans," Hill told the House Armed Services Committee.

I was invited to give one of the inaugural speeches at the Second Latin American Congress of Rural Organizations (Congreso Latinoamericano de Organizaciones del Campo, CLOC) that took place in Brazil November 3-7, 1997. There were approximately 350 delegates from practically every country in Latin America (only Uruguay and El Salvador were absent). The Congress marked a turning point in Latin American revolutionary politics as it signaled the revival and dynamic growth of popularly organized, independent struggles to overthrow the neo-liberal regimes and to create a humane and egalitarian alternative. In contrast, the Chilean peasant organizations are largely adjuncts of electoral party elites (Socialist and Christian Democrats) who are part of a government coalition implementing a neo-liberal agenda. These organizations have little capacity to organize and are beholden to the state for their meager subsidies. The influence and power of peasant movements is evident:

by Suzanne Deal Booth Latin American countries have a tremendously rich and varied cultural heritage, including Precolumbian artifacts and sites; textiles, paintings and polychrome sculpture from the Spanish-Colonial period; as well as contemporary art and architecture. This vast heritage exists in a wide range of environments and conditions, from tropical rain forests in Brazil to the deserts and cold regions of Argentina, Chile and Peru. It is really quite difficult to generalize about the problems and conditions for the artistic and cultural heritage in a region as large and diverse as Latin America; however, some general observations can be made as long as we keep in mind that we are speaking of 21 independent countries spread over approximately 7,000,000 square miles12% of the earth's land surface. Many countries in Latin America have well-established policies and institutions that govern the protection of their cultural wealth. During the past twenty years, the protection of cultural property in Latin America has taken great strides, and many regional conservation centers, as well as conservation training programs, have been established. Even with these developments, Latin America's enormous and diverse cultural heritage continues to be in great need of conservation, and increasing demands are being placed on the small yet growing number of professionals in these areas, largely because funds are not always adequate for the pressing conservation tasks at hand.

Bringing together the courses at John Carroll University relevant to the study of Latin American culture, social structure, politics, and history, the goal of this concentration is to offer students the opportunity to develop a basic level of expertise in Latin American studies. A student who completes the concentration enhances his or her liberal arts education with a foreign area specialization. Depending upon the particular major, this concentration will prepare a student for advanced study at the graduate level or for a career in business, journalism, government, or non-governmental organizations.
The concentration is administered by the Latin American Studies Concentration Committee (LASCC). The LASCC is composed of faculty from several departments in the College of Arts and Sciences. The Co-Coordinators are Drs. María Marsilli (HS) and Dwight Hahn (PO). TOP Rationale
As a neighboring region, Latin America has always been a crucial area of interest for the United States. In recent years, the region's fundamental importance has been underscored by significant events: militarization of the "war on drugs" in Colombia, political confrontations in Central America, development of the Free Trade Agreement of the Americas, Mexico's entry into the North American Free Trade Agreement, "redemocratization" of many of the region's political systems, and the potential global consequences of the destruction of significant parts of Latin America's natural environment. The Precolonial Triple Heritage
A course on race relations in Latin America should start with a broad survey of the indigenous, Iberian, and African populations on the eve of conquest, emphasizing their cultural uniqueness and also the political limits to their view of themselves and outsiders as members of a separate race. calpuli in Central Mexico and ayllu Spain is also a modern invention. Before 1492 it did not feature a national labor market or currency, and hardly any trans-regional trade. The ruling class of hidalgos (nobles) made money through pillage and other forms of extralegal expansion. Spanish cities had won a great deal of autonomy from the national state, and fueros (legal and political privileges held by local elites) limited the outreach of state power. LATIN AMERICA-U.S. RELATIONS
The histories of the United States and Latin America are intimately related. Consider both that St. Augustine (the oldest city in the United States), Pensacola, New Orleans, San Antonio, Santa Fe, and many others were once Spanish towns and that citizens of Hispanic background now form the second largest minority in the United States. The relationship has been accompanied by cultural and demographic exchanges that have profoundly influenced all of its participants. British colonization after 1607 was part of a "grand design" to wrest all the New World realms from Spain. The British soon converted their Caribbean colonies into sugar plantations worked by African slaves. The North American colonies were of less economic significance to this mercantilist development, participating mainly as suppliers of foodstuffs and lumber to the Caribbean and as its competitors in the production of cotton and tobacco. Continental militia, sharing the same goals as the British, took part in wars with Spain. One of the benefits was the conquest of Spanish Florida in 1763, resolving years of border struggles with Georgia. But when the British continental colonies declared independence, it was with Spanish aid, and independence inspired Spanish colonials to revolt later. There were several uprisings, largely fueled by resentment over taxes levied to pay for Caribbean defense. The desire of Spanish colonial elites to separate was attenuated, however, when the 1791 Haitian Revolution was captured by its slaves. The loss of the strategic Haitian ports forced Napoleon Bonaparte to sell Louisiana for a trifle to the United States. The Americans, far from acknowledging their Haitian benefactors, joined the other slave powers in refusing to recognize Haitian independence.

Sigma Delta Pi is the National Collegiate Hispanic Honor Society and a non-profit organization, founded at the University of California, Berkeley in 1919. Activities of the local University of Arkansas chapter in recent years have included free tutoring services for students of Spanish on campus, and sponsorship of Spanish language film screenings. U of A students have had success competing nationally for Sigma Delta Pi Study Abroad Scholarships.
