Telesur is not alone in government-sponsored international broadcasting. The United Kingdom has a foreign division in its British Broadcasting Corporation (BBC), Germany has Deutsche Welle (DW), and Qatar has its Al-Jazeera satellite channel. All have become staples on cable systems around the world.
The BBC and German DW are mature networks with balanced newscasts that often run stories critical of their governments. Although Al-Jazeera features interviews with radical mullahs and statements from terrorists, it hosts vigorous debate programs that have brought outside views and critical thinking to many closed Middle Eastern societies. The United States funds its own Voice of America and surrogate outlets like Radio Free Europe to provide alternative news to captive populations and editorials to explain U.S. policies to foreigners.

For their part, the United States and other moderate democracies should take care not to overreact to this new propaganda organ in ways that make it gain more of an audience than it really deserves. For now, the satellite channel only reaches households rich enough to afford cable service, and there is abundant private media to offset its bias. What the region needs is not another government voice to counter it, but stronger protections for press freedoms plus balance through more diverse content.

The U.S. Defense department budget? Rising health care costs? High-tech investment statistics? None of the above. Actually, the figures above describe the growing economic influence of the Hispanic population in the United States.
According to the 2000 U.S. Census, the Hispanic population in the U.S. increased by 58% during the 1990s. To put this in perspective, the Hispanic population grew by more than four times that of the total U.S. population and approximately seven times that of the non-Hispanic population. In 2000, the Census counted 35 million Hispanics, comprising 12.5% of the U.S. population and making this ethnicity the largest minority group in the country. Looking ahead, the U.S. Census bureau projects that the Hispanic population will double by 2050-ultimately representing 25% of the total U.S. population.

In the context of El Salvador's 1989 presidential campaign, MEDIA WAR IN EL SALVADOR analyzes the television barrage mounted by the Christian Democrats and ARENA which, supervised by American advertising consultants, imitated the successful 1984 "Morning in America" drive created by the Reagan/Bush "Tuesday Team." The FMLN/FDR has long broadcast regularly over Radio Venceremos, but radio, along with leafleting and staged rallies, is becoming obsolete as the various parties engage in a more sophisticated media war that encourages voters to disregard complicated issues and concentrate on image. MEDIA WAR IN EL SALVADOR examines the export of Madison Avenue style political advertising into the tumultuous situation in El Salvador, raising important questions about media's impact on the future of Latin American democracy.

Carol Graham Some in the media, examining the so-called "crisis of democracy in Latin America, have concentrated on isolated incidents such as the lynching of a mayor in rural Peru, while others have examined more seminal events such as the ousting of six heads of state in recent years. Yet the main trigger for this wave of doomsaying was a report in May by the United Nations Development Programme on the state of democracy in Latin America. The report found that most respondents would choose a dictator over an elected leader if it provided economic benefits. There are, no doubt, serious problems in the region: persistent poverty, inequality and high levels of crime and corruption. There are also dangerous trouble spots, such as Venezuela under the mercurial Chavez regime and violence-ridden Colombia. At the same time, there are reasons to believe that Latin America is far from rejecting democracy. First, while the demise of six elected leaders is remarkable, so is the fact that in virtually every instance, with the exception of Haiti, the ousted leader was replaced peacefully and via constitutional means. And when regimes collapsed in the face of popular protests, the military was notably absent. Most recently, in fragile Bolivia, voters gave their democratic government a vote of confidence in a nation-wide referendum dealing with natural gas reserves.

An excerpt from the BBC story The new channel's director, Aram Aharonian, told the BBC it would be the first large-scale broadcasting project to challenge regional power structures. He said Latin Americans wanted to see each other through their own eyes. The network plans to show its first programmes in July, before going on air 24 hours a day in September. The new channel, backed by left-wing governments in Argentina, Uruguay and Cuba, will show news, documentaries and Latin American films. It hopes that Brazil will join the project at a later stage, though the country is working on its own network project.
