Culture can step up historical Arab-Latin American ties, Minister
Regional Latin America, Politics, 3/25/2005 Culture could be used as a means to bring people closer, so much so that it could efficiently contribute to restructuring international relations, in general, and historical Arab-Latin American ties, said Moroccan Education Minister, Habib El Malki.
Speaking, here Wednesday, at the closing session of the seminar on "Cultural Aspects of Latin America," El Malki explained the ongoing changes worldwide create a need of complementarity between Arab and Latin American nations to enhance relations.
He said it is time for Arab countries to grant particular interest and draw benefit from the Latin American experience in economic cooperation gained through the setting up of their regional market Mercosur. Participants in the seminar, held part of the preparations for the foreign ministers meeting of the two regions to take place March 25-26 in Marrakech, stressed the need for Arab and Latin American countries to open to each other and facilitate rapprochement between their peoples.
The seminar discussed topics relating to the making up of Latin American national States, the first attempts to incept regional cooperation, immigration in Latin America and culture, science and technology.

In latin America, the comfortable (ideal) interaction distance for American childat least 12 years to master these subtle cultural aspects of time.

Hidden Aspects of Communication
Communication is far more than speech and writing. Most of us are unaware that we are communicating in many different ways even when we are not speaking. The same goes for other social animal species. We rarely learn about this mostly non-verbal human communication in school even though it is very important for effective interaction with others. Growing up in a society, we learn how to use gestures, glances, slight changes in tone of voice, and other auxiliary communication devices to alter or emphasize what we say and do. We learn these highly culture bound techniques over years largely by observing others and imitating them. What do you think this couple
is communicating non-verbally?
Look at them carefully. Click the button to see
if you are correct.
Linguists refer to all of these auxiliary communication devices as paralanguage . It is part of the redundancy in communication that helps prevent ineffective communication. It can prevent the wrong message from inadvertently being passed on, as often is the case in a telephone call and even more so in a letter. The paralanguage messages that can be observed through face to face contact also makes it more difficult to lie or to hide emotions. Paralanguage is often more important in communication than what is actually being said orally. It has been suggested that as much as 0% of what we communicate when talking directly with others is through paralanguage.

In Latin countries, where the church was the single strongest institution and the people deeply religious, the style of the Baroque took on an added level of exaggeration. It was also the style linked to the period of the colonization of Latin America where cross-cultural influences included not only the Spanish and Portuguese colonizers and indigenous peoples, but also input from African and Asian immigrants and trade. Somewhere along the way there, the descriptive term "baroque," with reference to Latin American art, reverted to its earlier meaning of

By Tiffany Linton Page Gil insisted that art can be a mobilizing force that changes society by changing perspectives, moods and visions. However, he said that forcing art to serve specific political ends is not effective. Instead, the government should support communities so that art flourishes throughout the country. That, in and of itself, contributes to the cultural development of the country, he argued. Tiffany Linton Page is a graduate student in the Department of Sociology.
