AMBASSADOR RICHARDSON PROMOTES UN, IMF AND FREE TRADE IN SPEECH TO HISPANIC BUSINESS MEETING
Sees Continued Economic Growth for Hispanic Companies
Washington, DCU.S. Ambassador Bill Richardson tonight promoted free trade, the International Monetary Fund and the United Nations in a speech to Hispanic business and government leaders meeting in Washington. In an address to the U.S. Hispanic Chamber of Commerce's International Conference, Ambassador Richardson said President Clinton's trade initiatives, including NAFTA, have helped strengthen Hispanic business, and he predicted continued economic growth for Hispanic-owned companies. "The work of the U.S. Hispanic Chamber of Commerce could not be more timely, as today our community is experiencing a genuine economic, political and cultural renaissance," said Ambassador Richardson. "Latinos represent the fastest growing consumer market in the country with a purchasing power expected to reach almost a trillion dollars by the year 2010." The U.S. Ambassador to the UN also applauded President Clinton's Latin America trade initiatives, "The Americas is our fastest growing foreign market and by the year 2010, the U.S. will be selling more products to all of Latin America than Europe and Japan combined." Richardson urged Congressional passage of fast track authority for the President, saying, "Passing fast track represents a crucial first step toward creating a hemispheric-wide free trade agreement that will establish a $12 trillion market of 850 million people. A free trade zone in the Americas will ensure that the Western Hemisphere becomes an unmistakably critical hub of the global economy."

EU-Latin America The EU is Latin America's second trading partner, being the first partner for MERCOSUR and Chile. The EU has gradually deepened its economic and trade links with Latin America both at a bilateral (Mexico, Chile) as well as regional level (MERCOSUR), which has resulted in a doubling of trade between 1990 and 2000. EU exports of goods to Latin America in 2000 totalled EUR 54,500 million, mostly in machinery and equipment and chemicals. During the same period EU imports from Latin America amounted to EUR 48,800 million, over 20% of which was accounted for by agricultural products. As the biggest provider of foreign investment to this region (over EUR 38 000 million in 2000), the EU has significantly contributed to public sector reform and private sector development.

Good morning. Buenos Dias. Bom Dia. You must be very keen to do business with the Caribbean and Latin America to attend a breakfast at this hour. I know that I am very excited about the possibilities for trade with these two regions, which along with Africa, are under my portfolio. I should note that although my formal title is Secretary of State (Latin America and Africa), I am also responsible for the Caribbean, including the Commonwealth Caribbean.

From Black Angus bull semen in Butler County to Toyota Camrys built in Georgetown, Ky., trade between Tristate companies and Latin America is growing. Pedro's Angus Farms, which raises certified Black Angus cattle on a 250-acre farm east of Oxford, is developing plans to export bull semen for Brazilian beef cattle. The venture, which grew out of Gov. Bob Taft's South American trade mission in March last year, hopes to begin exporting to Brazil next year, said Bill Roe, who with his wife, Beverly, owns Pedro's and three Butler County steakhouses serving only certified Angus beef. Despite being one of the largest cattle producers in the world, only about 1 or 2 percent of Brazil's cattle are produced through artificial insemination, Mr. Roe said.

(as prepared for delivery) Thank you for the kind introduction. It’s a pleasure to be here with you. (Ad lib experience with HP) I’ve been in my current position for only a few weeks now, but in that short time, I’ve been impressed by the energy and direction of this administration. President Bush has a profound vision for the future of our nation and for all the Americas that I would like to share you with today. New Era of Possibilities The President believes that we in the Americas have an historic opportunity to grow and prosper together. The end of the Cold War was the end of centuries of conflict between the Powers of the Old World. It also marks the end of an era in international politics. In the old order, states made war, created alliances, and incubated colonies to advance schemes of global domination. Today, there is a new paradigm in international politics, and it is distinctly American, a product of the New World. The new paradigm of international relations is partnership. Not coincidentally, we are in the midst of an economic revolution. Technology is fundamentally changing how we work. In the era of agriculture, farm production depended on favorable weather and was restricted by the progress of the seasons, factors wholly beyond the control of men. During the Industrial Age, factory production was limited by available resources, capital, and marginal cost. Today, the revolution of information technology is the diminishing marginal cost of information products and the increasing efficiency in traditional modes of production using IT.
