Although Latin America is constrained by its telecommunications infrastructure and limited Internet access, Forrester Research predicts that e-commerce in the region will grow to $82 billion in 2004. According to Forrester, the Latin American Internet economy will be principally powered by business-to-business (B2B) trade. B2B online in Latin America will account for $76 billion in 2004, or 93 percent of the total. "E-commerce in Latin America today faces significant challenges, but there are clear signs that the economic climate is dramatically improving," said Stuart Woodring, VP of research for emerging Internet economies. "The combination of aggressive efforts to stabilize currencies with liberalized trade policies will make Latin America especially Brazil and Argentina fertile ground for rapid adoption of global e-commerce." In addition to public policy support, full engagement in e-commerce requires a critical mass of technology linkages: phone lines, PCs, Internet hosts, and cell phones. Latin America's current limited access to hosting and phone lines will stunt this region's e-commerce growth. Even though the region lags behind its northern neighbors, partnerships and newly established corporate bases in Latin America are the first signs of growth.

Bush signs Central America trade pact
Agreement became medium for fierce debate over U.S. trade policy
WASHINGTON - President Bush signed a free trade agreement with six Latin American countries on Tuesday, celebrating a victory in Congress so narrow and grueling that it cast doubt on the future of other trade-opening pacts the administration is negotiating. "Strengthening our economic ties with our democratic neighbors is vital to America's economic and national security interests," Bush said at an East Room ceremony in the White House. Bush's signature on the Central American Free Trade Agreement capped a bruising political battle. The relatively modest agreement, which Bush first approved over a year ago, passed the House last week by just a two-vote margin, obtained only after the president and House Republican leaders cajoled and made side promises to wavering lawmakers. The agreement - with Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and the Dominican Republic - eliminates tariffs and opens up the region to U.S. goods and services. It also lowers obstacles to investment in the area and strengthens protections for intellectual property.

The mission is also open to representatives of U.S. safety and security equipment trade associations. Commercial Setting Throughout Latin America, end-users are becoming more sophisticated about using safety and security products, both on a personal and corporate level. As awareness of what new products are on the market increases, so does the demand for these products. This trade mission will focus on three top markets for this important industry: Venezuela, Colombia, and Panama. Venezuela: The Venezuelan market for this sector is estimated at $80 million, and is expected to increase by approximately 3 percent annually over the next three years. Venezuela has traditionally been almost a captive market for the United States, which has about 77 percent market share. Despite the recent collapse of World Trade Organization talks in Cancun, and despite the fact that the war on terrorism has restricted the flow of people, capital and goods into the United States more than it already was, the ministers of all hemispheric nations are gathering in Miami this month in order to pursue the Free Trade Area of the Americas (FTAA). Is this going anywhere? There is something bizarre about governments negotiating trade deals. After all, it is not governments but citizens who trade. One wonders what effect the tangle of trade negotiations in the Western Hemisphere would have on Richard Cobden, who brought prosperity to Britain after forcing the repeal of the Corn Laws in the mid-19th century and took up Washington's advice: "the great rule of conduct for us in regard to foreign nations is in extending our commercial relations to have with them as little political connection as possible." Whether it is the Free Trade Area of the Americas , the Central American Common Market, the South American Common Market (Mercosur) or the Andean Community of Nations, we have 34 countries locked into contradictory or overlapping accords. They also take part in the Doha Round again, bargaining with each other!
