Draft version of article published at 19 pp.163-267 (Fall, 1990). ABSTRACT This paper will give a brief introduction to researching Latin American human rights literature. It will review two significant publications for research on human rights in Latin America and it will then discuss the general process of locating Latin American legal materials on human rights. A guide to the human rights mechanisms of the Organization of American States is followed by a brief introduction to the human rights organs of the United Nations. The paper concludes with three lists: 1) a bibliography of monographs and articles published since 1979, concerned with human rights in Latin America; 2) Latin American law collections in the United States; and 3) organizations concerned with human rights in Latin America. The Caribbean states are not covered. Thursday, December 26, 2002; Page A01 A t her small apartment near the National Cathedral in Northwest Washington, Maria Martins quietly watched as an African American friend studied a picture of her mother. "Oh," the friend said, surprise in her voice. "Your mother is white." She turned to Martins. "But you are black." That came as news to Martins, a Brazilian who, for 30 years before immigrating to the United States, looked in the mirror and saw a morena a woman with caramel-colored skin that is nearly equated with whiteness in Brazil and some other Latin American countries. "I didn't realize I was black until I came here," she said. That realization has come to hundreds of thousands of dark-complexioned immigrants to the United States from Brazil, Colombia, Panama and other Latin nations with sizable populations of African descent. Although most do not identify themselves as black, they are seen that way as soon as they set foot in North America.

JAPANESE LATIN AMERICANS TO RECEIVE COMPENSATION FOR INTERNMENT DURING WORLD WAR II
WASHINGTON, D.C. Nearly 600 Japanese Latin Americans who were interned during World War II will each be able to receive $5,000 and an apology under an agreement reached today with the Justice Department. Today's agreement resolves a 1996 civil suit filed by five Japanese Latin Americans who were deported from their homes in Latin America during World War II and held in internment camps in the United States. The five, who had been denied redress under the Civil Liberties Act of 1988, claimed that they deserved to be compensated along with Japanese American internees during the war. "This was a tragic chapter in the history of our nation," said Attorney General Janet Reno. "It's time to right this wrong and close the book."

Crime: A Latin American Challenge for Human Rights Carlos Basombrío
Crime and street violence, while prevalent in most parts of the world, have become an extreme and intractable problem in Latin America. The issue of crime presents human rights advocates with challenges that must be resolved if we are to build legitimacy for human rights principles. Latin America is arguably the most violent region of the globe. The rates of murder in El Salvador are among the world’s highest. In the Colombian city of Medellín an average of 30,000 people are murdered every year. Robbers, kidnappers, youth gangs, and drug traffickers terrorize many cities. In Guatemala and Jamaica, for example, crime has reached such levels that many see it as the major social problem, more pressing than poverty or inequality. Citizens’ security throughout the region is becoming more and more precarious. Even in Bolivia and Chile, which are among the countries of the region with the lowest rates of criminality, citizens sense increasing danger. There is a general consensus among sociologists and criminologists regarding the causes of crime in our region. These factors include rapid, large-scale urbanization that is incapable of sustaining basic services; extreme inequalities between rich and poor; a culture of violence carved from many years of internal wars; poverty, exclusion, and lack of opportunity for young people; police abuse, corruption, and inefficacy; and the unimpeded availability of guns, drugs, and alcohol, including an overwhelming presence in many cities of small-scale drug trafficking. While crime has multiple causes, it has no easy solutions. Complementary strategies are required to address it. Yet, the policy solutions implemented by governments are usually limited to repression, increased penalties, and the building of new prisons.

For History Professor Brian Ward, there are certain moments in the civil rights struggle that are impossible to understand fully without appreciating the role of radio. Radio and the Struggle for Civil Rights in the South While historians of the civil rights movement have been interested in the role of the media, they have tended to dismiss its impact on white American racial attitudes and not paid much attention to how the media worked in the black community. One of the arguments of the book, says Ward, is that radio was demonstrably more effective than television or the print media in reaching black southerners.
Ward relied on a variety of sources for his social and cultural history: traditional archival sources, such as the papers of civil rights organizations and activists; radio station records (which proved erratic due to the frequency with which stations were bought and sold); the papers of the Federal Communications Commission; contemporary newspapers and magazines, and interviews with activist disc jockeys and station executives. 2 September 1999 LATIN AMERICA AND CARIBBEAN REGION HEARING FOR MILLENNIUM ASSEMBLY OPENS IN SANTIAGO SANTIAGO, 1 September (ECLAC) As the international scene becomes more difficult and complex, so "the United Nations, with all its limitations, is being transformed into the sole worldwide actor capable of confronting the problems of cooperation and global conflict", said Juan Gabriel Valdes, Foreign Minister of Chile, today at the opening ceremony of the regional hearing on "The United Nations in the Twenty-first Century: a Viewpoint from Latin America and the Caribbean", convened by the Economic Commission for Latin America and the Caribbean (ECLAC) at its Santiago headquarters today and tomorrow.
Mr. Valdes said the hearing was of "great interest" for the Government of Chile. The ideas and proposals being put forward for the renewal of the United Nations embody "the hope of many of us of raising the profile of the United Nations", he added.
Moncef Khane, Special Assistant to the Coordinator of Preparations for the Millennium Summit (the fifty-fifth General Assembly session, to be held next year), explained that this is the fourth regional hearing to be held so far, following others in Western Asia, Africa and Europe. A fifth will take place on 9 and 10 September for the Asia-Pacific region. For his part, Jose Antonio Ocampo, Executive Secretary of ECLAC, emphasized the growing consensus being reached that the agenda of the United Nations for the twenty-first century must "reflect the common aspiration of promoting development and peace as the basis for a new political and economic international order".
