    By 1960 government had become an increasingly powerful force in people's lives. During the 1930s, The White House had initiated legislation and worked closely with Congress to ease the trauma of the Great Depression. New executive agencies were created to deal with many aspects of American life. The number of civilians employed by the federal government rose from 1 million to 3.8 million during World War II, then stabilized at 2.5 million throughout the 1950s. Federal expenditures, which had stood at $3.1 thousand-million in 1929, increased to $75 thousand-million in 1953 and passed $150 thousand-million in the 1960s. Most Americans accepted government's expanded role, even as they disagreed about how far that expansion should continue. Democrats wanted the government to use its power to ensure growth and stability. They wanted to extend federal benefits for education, health and welfare. Republicans, while accepting government's basic and necessary responsibility, hoped to cap spending and restore a larger measure of individual initiative. KENNEDY AND THE NEW FRONTIER John F. Kennedy, Democratic victor in the election of 1960, was at 43 the youngest man ever to win the presidency. On television, in a series of debates with opponent Richard Nixon, he appeared able, articulate and energetic. In the campaign, he spoke of moving aggressively into the new decade, for "the New Frontier is here whether we seek it or not." In his first inaugural address he concluded with an eloquent plea: "Ask not what your country can do for you ask what you can do for your country." Throughout his brief presidency, Kennedy's special combination of grace, wit and style sustained his popularity and influenced generations of politicians to come.

NCRR was founded in 1980 by Nikkei (Japanese Americans) from across the country. They held the firm belief that our community had to come together to fight for proper redress for what our government did to Nikkei during World War II.
The members were united around five founding principles:
1. To call for $25,000 monetary compensation for each individual who suffered deprivation of liberty during the War;
2. To push for a community trust fund to repair at least some of the damage to our communities brought on by the exclusion and internment;
3. To work toward overturning the wartime court cases of Fred Korematsu, Gordon Hirabayashi, and Min Yasui;
4. To educate the general public about this tragedy so as to prevent such events from happening again;
5. To support similar campaigns against injustice.
NCRR has steadfastly followed these guiding principles since 1980. We worked with the Japanese American Citizens League (JACL), the National Council for Japanese American Redress (NCJAR), and the Nikkei members of Congress to win passage of the Civil Liberties Act of 1988 (CLA).
But foremost has been our drive to empower the grassroots community, to help give voice to Japanese Americans who felt that they had nothing to say or that what they did have to say was not important.

Loyalty Redefined on Day of Remembrance

NCRR friends with DOR folks The program started ith a tribute to the late Congressman Robert T. Matsui by Congressman Xavier Becerra (D-Calif.). Matsui played a key role in the passing of the redress bill in 1988, which entitled former internees to $20,000 compensation and won a formal apology from the federal government. He was interned at Tule Lake as an infant. As one of the community guest speakers at the event, Salam Al-Marayati, executive director of Muslim Public Affairs Council, shared his person experience of injustice after Sept. 11. Returning from a trip to Mexico, he and his family were escorted out from an airplane to a special area. According to Al-Mayarati, they were detained and questioned for two hours until Homeland Security officials found out that Al-Marayati worked with the Department of Homeland Security to advise on the issues of sensitivity to Muslim/Arab Americans. Also at the event, South Asian Network executive director Hamid Khan denounced romanticization of patriotism. He encouraged community dialogues between various groups of people to discuss how race and racism play roles in the issues of citizenship and how communities make those linkages.

    "Democracy in Latin America: Towards a Citizens' Democracy" Lima, Peru, 21 April 2004 : Latin American democracies are suffering from a deep crisis of confidence after 25 years of progress towards elected civilian government, warns Democracy in Latin America: Towards a Citizens' Democracy , a new UNDP-sponsored report released here today. The Report was launched in a public ceremony at 12:00 PM featuring addresses by Secretary-General Kofi Annan, Peruvian President Alejandro Toledo, Mark Malloch Brown, Administrator of the United Nations Development Programme (UNDP), Elena Martinez, Director of UNDP's Regional Bureau for Latin America and the Caribbean and Dante Caputo, the former Argentine Foreign Minister and Director of UNDP's Project on Democratic Development in Latin America. "Opinion polls tell us that today only about 50 percent of Latin Americans prefer democracy to authoritarian rule," said Annan, who spoke to the Lima gathering by video. "That is very sad.     By Fernando Hidalgo The free and fair election of political leaders is now the norm in Latin America. Yet democracy has failed to live up to its promise in most of the region. As a result, Latin American democracies today are less ambitious but more durable than earlier experiments in democratic rule, Peter Smith, Professor of Political Science at UC San Diego, explained during his CLAS presentation. The Development of Democracy in Latin America Democracy in Latin America: Political Change in Comparative Perspective Regional differences also exist. Almost every country in South America had a prior experience with democracy that they could draw upon when making the democratic transition in the third cycle. Most South American countries re-democratized in the 1980s. Central America and the Caribbean, on the other hand, are democratic neophytes, with the exception of Costa Rica, Guatemala, and the Dominican Republic. Perhaps as a consequence, the transitions in this sub-region were later than those in South America, as the Central American and Caribbean transitions coincided with the end of the Cold War in the early 1990s.
