Local language: local policy on minority language teaching

For many years now, the children of immigrants have been able to attend lessons taught in their mother tongue at primary school. Since 1998 local authorities have been responsible for minority language teaching, as this is known. There are two types of minority language teaching. One is a form of cultural education, which focuses on teaching children about their own language and culture. The other type involves teachers using pupils' mother tongue to teach them Dutch. This publication shows how local authorities put minority language teaching policy into practice and what they currently offer pupils. The information was gathered in a survey of local authorities that receive a special government grant for this purpose. The study was commissioned by the Ministry of Education, Culture and Science and is a follow-up to a study of minority language teaching policy in seven local authorities carried out by the SCP in 2001. The first part shows how local authorities and schools implement the policy and what problems they have experienced. It also lists the language groups involved and how many pupils receive lessons in each language. The second part sets out the views of people directly involved in the implementation of the policy. Policymakers, school principals, minority language teachers and class teachers respond to the results of the survey. They discuss the problems and possible solutions. They also evaluate minority language teaching and its prospects for the future.

    Introduction
    Language teaching came into its own as a profession in the last century. Central to this process was the emergence of the concept of methods method itself. Methodology in language teaching has been characterized in a variety of ways. A more or less classical formulation suggests that methodology links theory and practice. Within methodology a distinction is often made between methods and approaches, in which methods are held to be fixed teaching systems with prescribed techniques and practices, and approaches are language teaching philosophies that can be interpreted and applied in a variety of different ways in the classroom. This distinction is probably best seen as a continuum ranging from highly prescribed methods to loosely described approaches. This Resource Guide provides information about and links to digests, journals, books, and Web sites that offer information about second language teaching methods and approaches.

This report offers practitioners strategies for doing so. Based on a 3-year CREDE project conducting literacy nights for the families of low performing Asian American English language learners, the report presents obstacles encountered in forming home-school partnerships, theoretical frameworks and principles that guided implementation of the partnerships, and a discussion of findings for practitioners. encourages and disseminates work which explores the following: the role of explicit knowledge about language in the process of language learning; the role that such explicit knowledge about language plays in language teaching and how such knowledge can best be mediated by teachers; the role of explicit knowledge about language in language use: e.g. sensitivity to bias in language, manipulative aspects of language, literary use of language. It is also a goal of Language Awareness to encourage the establishment of bridges between the language sciences and other disciplines within or outside educational context. Language Awareness is an international forum for the reporting and critical discussion of language awareness research and practice, and for the building and development of relevant theory. The journal is open to contributions from a broad range of research approaches: qualitative and quantitative, established and innovative. It welcomes work dealing with a wide variety of languages and international contexts. The journal operates with a broad definition of language awareness. It embraces critical perspectives and consciousness-raising, extends to literary awareness, and integrates awareness of other (i.e. non-linguistic) areas of human communication.
