This site contains material from The Language Teacher , the monthly publication of the Japan Association for Language Teaching (Zenkoku Gogaku Kyoiku Gakkai) The Language Teacher , or TLT as we usually refer to it, was first published under that name in April, 1984 (though its roots go back further. For a more detailed history, this article will be of interest). Since then it has continued without a break, and is proud of its place as the only monthly refereed language education journal in the world. This is even more remarkable given the fact that the staff (almost 40 people, plus advisory board members) are ALL volunteers! At the request of the Ministry of Education, Culture and Science, the SCP has carried out a survey of minority language teaching for primary school pupils. This study of seven local authorities not only shows how the potential of the legislation governing minority language teaching is being exploited at local level, it also surveys the views and attitudes of those involved with the policy: policymakers, school boards and headteachers, minority language teachers and representatives of migrant organisations. In 2001 a follow-up study will be launched among all local authorities that offer minority language teaching.
summary
Since the 1970s the Dutch government has been contributing in different ways to the formation of an educational policy that concentrates on the language and culture of (ethnic) minorities. Since August 1998 this policy, which is decentralised and thus a responsibility of municipal authorities, has been called Minority Language Teaching ('Onderwijs in Allochtone Levende Talen' or OALT in Dutch). Ever since its inception native language instruction has been a subject of discussion. Its objectives, organisation and implementation have undergone many changes over the years. These changes have simply been prompted by the changed situation of migrants in the Netherlands (from having temporary to permanent residence), changes in the political climate, changed views regarding language acquisition, including the importance of one's mother tongue, and by the perception of the lagging academic achievement of minority students. The most recent change undergone in native language instruction has to do with the OALT Act.
