Landslides add to Romania's weather woes

BUCHAREST, Romania At least nine people were killed Monday in western Romania, where heavy floods have produced landslides and damaged hundreds of houses. Officials said a dam collapsed on Riul Mare (the Big River), 170 miles (270 km) northwest of Bucharest, causing the landslides, which covered construction workers' temporary homes. "It is believed there are several injured and more victims but right now it's impossible to reach the area," said Constantin Alexandrescu, deputy prefect of Hunedoara County. Heavy rains and sweltering heat descended on Central and Eastern Europe over the weekend, killing more than a dozen other people, flooding farms and blocking railways and roads. The punishing rain and heat led to weather-related deaths or damage in Romania, Yugoslavia, Hungary, Austria, the Czech Republic and Slovakia.

WHAT ARE LANDSLIDES?
What Are Landslides? The U.S. Geological Survey, working with other federal agencies, has efforts underway to study, plan, and mitigate landslide risks. So have some communities across the country. Many deal with landslides as part of flood control, erosion control, hillside management, earthquake hazard mitigation, road stabilization, and other programs. Perhaps the most common reminders of landslide risks are those "Watch For Falling Rocks" highway signs. Although "sliding rocks" is more apt, very few get to see a land slide. Occasionally we see small rocks or debris on the pavement, but a large size slide usually starts with such small incidents. Visually, a landslide resembles a snow avalanche, only with a louder rumbling noise, and is capable of generating enough force and momentum to wipe anything in its path. One such devastating landslide wiped entire towns and villages in Columbia in 1985 when 20,000 died. The pictures you see on this web site (including the background of this page), are recent examples from around the country. They show what's left after a slide. In some cases, only the rail or pavement is mangled, in others a house or building crushed, but in almost every aftermath, the losses are real, the damages total, and the terrain changes permanent.

Landslides in the Pacific Northwest
Introduction Landslide is a general term which encompasses all types of downward movement of material. Landslides usually start on steep slopes and move downward by the force of gravity, accelerating to speeds of up to 35 miles per hour. Landslides occur in every state of our country and are annually responsible for an estimated 25 to 50 deaths and $1 to $2 billion in property damage (FEMA 1995). Researchers suggest that approximately 40 percent of the United States' population is either directly or indirectly affected by landslide events.
What Are the Characteristics of a Landslide? The Pacific Northwest is particularly susceptible to landslides due to the significant amount of precipitation and the earthquake potential of the Cascadia region. These two natural agents act as triggering events for landslides. The principal natural factors, which play a role in landslide potential, are topography, geology, and precipitation. Areas with steep slopes are more susceptible to landslides than flat areas. In general the more precipitation an area experiences the greater the potential for landslides. The type of material that is most prone to landslides, especially in the Pacific Northwest, is a loose type of sediment composed of silt, sand, gravel, and cobble stones called colluvium. This type of material is characteristic of areas with high precipitation and steep slopes.

Death toll nears 100 from Indonesia landslides
JAKARTA, Indonesia Ninety four people have been killed in Indonesia's west Java after fresh landslides triggered by torrential rain slammed into villages over the weekend. The official Antara news agency said many of the dead were people looking for the metal in makeshift mines located in ravines and gorges around the villages. Heavy rains also triggered floods in parts of east Java over the weekend, although there were no casualties, the Jakarta Post newspaper reported. It said thousands of homes and hundreds of hectares of rice crops had been inundated by water. The wet season, which normally causes bouts of flooding across Indonesia, is scheduled to finish around April on Java, home to more than half the country's 210 million people. In Central Java, hundreds are bracing themselves for a possible eruption by Mount Merapi.

Landslides Research Recent trends in development in the U.S. suggest that lands subject to landslides and earth failures are facing increasing pressures to develop. Whereas the land-use implications of other natural hazards, such as earthquakes or flooding, have been tended to by federal, state, and local governments, landslide hazards have not received the same amount of attention. Part of the problem may be due to the nature of the hazard. Unlike earthquakes or flood hazard areas, landslide-susceptible areas cannot be easily identified because they depend on factors beyond slope and terrain characteristics. Although a number of successful techniques for identifying and mitigating landslide hazards have been developed through federal programs at USGS and FEMA, little of this information has reached planners and other public officials at the city, town, county, or regional levels who's incremental development decisions shape the landscape. The APA's research department embarked on a program to bring together solutions from multiple disciplines into a single source. It will help serve local planning efforts in identifying landslide hazards sufficiently early in the planning process so as to minimize exposure to landslide risks.

Massive landslides in the north-east Indian state of Arunachal Pradesh have hit a major power plant, killing seven workers and trapping around 20.
The landslides hit the hydro-electric plant under construction in Lower Subansiri district after torrential rains hit the state. Rescuers have been sent to free the trapped workers. Landslides are common in India during the monsoons, when annual rains combine with melting snow from the Himalayas. Officials of the state-run National Hydel Power Corporation said a substantial part of the 2,000 megawatt hydro-electric power plant had collapsed. A military official said of the rescue effort: "It will take us a while to get going because of bad weather, the remoteness of the place and the task of clearing such a huge landslide." Protests Indian environmentalists had protested when the federal government cleared the plant last year.

The worst incident was reported from Pithoragarh district, where eight members of a family were killed when a landslide buried their home. A district official, Amit Negi, told the BBC soldiers had been deployed for rescue and relief operations. Heavy rains over the past few days have flooded two local rivers, leaving hundreds of people homeless. Thousands of dollars worth of property has also been destroyed.

Amid reports that the death toll could top 300, blame was pinned on heavy deforestation on the steep foothills of the world's highest mountains and poor management of a popular pilgrimage route. "Landslides of the sort we have been witnessing in the Himalayan region have nothing to do with nature's fury a popular explanation to cover man's rapacious plunder and neglect of the environment," The Times of India wrote in an editorial. "Tons of topsoil from the mountains are washed down every year as a result of wanton deforestation," it said. "If this continues, it is feared that the fragile Himalayan range will lose all its forest cover by the middle of the next century."
