Bhutan Country Report on Human Rights Practices for 1997
Released by the Bureau of Democracy, Human Rights, and Labor, January 30, 1998. BHUTAN Bhutan is a monarchy without a constitution or a bill of rights. The Wangchuk Dynasty of hereditary monarchs has ruled the country since 1907. King Jigme Singhye Wangchuk, on the throne since 1972, has continued efforts toward social and political modernization begun by his father. In recent years, there has been rapid progress in education, health, sanitation, and communications, and an increase in elected representatives and their role in decisionmaking. The judiciary is not independent of the King. The Royal Bhutan Police, assisted by the Royal Bhutan Army, including those assigned to the Royal Body Guard, and a national militia, maintain internal security. Some members of these forces committed human rights abuses against ethnic Nepalese.

The Slovak Republic Country Report on Human Rights Practices for 1996

THE SLOVAK REPUBLIC
The Slovak Republic became an independent state in 1993, following the dissolution of the Czech and Slovak Federal Republic (CSFR). Its Constitution provides for a multiparty, multiethnic parliamentary democracy, including separation of powers and an independent judiciary. Slovakia chose to carry over the entire body of CSFR domestic legislation and international treaty obligations, which gradually are being renewed or updated. The national police, which fall under the jurisdiction of the Ministry of Interior, are the primary law enforcement agency. In addition to domestic law enforcement, they also have responsibility for border security. The Slovak Information Service (SIS), an independent organization reporting directly to the Prime Minister, is responsible for all civilian security and intelligence activities. A six-member parliamentary commission, which includes no meaningful opposition participation, oversees the SIS. Civilian authorities maintain effective control of the security forces. Police have committed some human rights abuses.

The Constitution provides for freedom of religion and does not establish a state religion; however, in practice the Government continues to restrict all forms of religious expression. The law on religious organizations requires that religious groups must have at least 500 members in each locality in which they wish to register in order to gain legal status with the Government. The only religions that were registered successfully under the law in effect at the end of the reporting period were Sunni Islam and Russian Orthodox Christianity, which are controlled by the Government. The Government has used the law to prevent all other religious groups from registering, despite the fact that some of those groups appear to have sufficient numbers of congregants to do so. The Government severely limits the activities of unregistered religious congregations by prohibiting them from gathering publicly, proselytizing, and disseminating religious materials. The Government's interpretation of the law severely restricts their freedom to meet and worship in private. The status of government respect for religious freedom deteriorated during the period covered by this report. Although government harassment of nearly all unregistered religious groups lessened between June 2002 and April 2003, the Government resumed harassment of unregistered religious minority groups in April. Some observers attributed the decrease in harassment to the Government's focus on the emergence and suppression of internal political opposition, which culminated with an armed attack against President Niyazov's motorcade in November 2002. Harassment of religious groups was consistent with that experienced in years past and included detention, arrest, confiscation of religious literature and materials, pressure to abandon religious beliefs, and threats of eviction and loss of jobs. However, there were no reported incidents of torture.

Dr. Gerald Zahavi and Susan McCormick, Department of History, University at Albany, SUNY January 2000 [DRAFT CURRENTLY IN REVISION] A muscular worker facing a furnace spewing out molten iron, a group of workers standing and sitting on a gigantic cannon, a family of canallers on their barge, the overwhelming clatter of weaving and spinning machinery, a gigantic water wheel, laborers picketing a plant entrance, brick tenements and Victorian mansions, steepled churches and union halls, the members of the Germania Hall Association or St. Olga Society at a picnic, mothers and teenaged daughters straggling home from a cotton mill after another twelve hour day, children studying in an evening school after a ten-hour day at work—and all within view of powerful energy-producing and transporting rivers. These are all part of the rich labor history of Troy, Cohoes and their surrounding communities. A T roy and Cohoes were significant during the first two phases of U.S. industrial development, the latter stages of which were typified by dramatic capital translocations—the movement, beginning in the late nineteenth and early twentieth century, of many local industries to the industrial Midwest (particularly the steel and stove industries) and to the South (the textile industries). This phase represented a period of decline for the area's industrial economy; it heralded a shift to an economy based on education, service industries, high technology, and small scale manufacturing.

The Missouri Division of Labor Standards provides information about workplace issues, and enforces certain labor laws within the state. The Division can help provide information about worker safety and health, mine safety, complying with laws about child labor, prevailing wage, minimum wage, overtime and dismissal rights, as well as many other general workplace issues. The Division of Labor Standards Consists of Three Sections:
  • Wage and Hour Section On-Site Workplace Safety and Health Consultation Program Mine and Cave Safety and Health Program
  • The Division's On-Site Workplace Safety and Mine and Cave Safety programs strive to reduce work-related injuries, illnesses and fatalities by educating and training employers and employees on their rights and responsibilities under Missouri, or relevant, labor laws. The Division performs consultations and inspections of work sites, during which division employees identify job hazards. The Division's programs help Missouri's children, employers and employees participate in healthful and profitable working and educational experiences.     Covered employers must grant an eligible employee up to a total of 12 workweeks of unpaid leave during any 12-month period for one or more of the following reasons:
