Kyrgyzstan's First Lady Leads by Example
One criterion for democratic development is active participation by women in public life. In the five years that the Kyrgyz Republic has been independent, more than 50 nongovernmental women's organizations have formed, a good indication that Kyrgyz women are playing an active role in their country's transition. Mairam Akaeva, wife of president Askar Akaev, uses her influence as first lady to advocate for the country's children, in a style reminiscent of Hillary Clinton. In 1993, she created her own foundation, called the Meerim International Charitable Foundation, with the goal of supporting and protecting women and children, the most vulnerable people in society during the current transition period. The foundation's social welfare program is targeted at reducing infant and maternal mortality, and providing charitable assistance to orphans, children's homes, handicapped children and needy families. The foundation also provides various types of support to talented children and women, through stipends granted to young students of music, art, singing and the applied arts. Shows have been organized to display the works of these artists, and charitable events have been held to support various creative groups. The most popular event is the Young Talents International Festival held annually on the banks of Lake Issyk-Kul. Children from around the world come here, representing different peoples and cultures and different branches of the arts. For two weeks children participate in drawing, singing and dancing competitions. The children of Kyrgyzstan actively participate in the talent competitions, introducing the guests of the festival to our ancient culture and traditions.

    Back to Kyrgyzstan Geography The mountains of Kyrgyzstan are geologically young, so that the physical terrain is marked by sharply uplifted peaks separated by deep valleys (see fig. 9). There is also considerable glaciation. Kyrgyzstan's 6,500 distinct glaciers are estimated to hold about 650 billion cubic meters of water. Only around the Chu, Talas, and Fergana valleys is there relatively flat land suitable for large-scale agriculture. Natural disasters have been frequent and varied. Overgrazing and deforestation of steep mountain slopes have increased the occurrence of mudslides and avalanches, which occasionally have swallowed entire villages. In August 1992, a severe earthquake left several thousand people homeless in the southwestern city of Jalal-Abad. Data as of March 1996

Local Government
For purposes of local government, Kyrgyzstan is divided into seven regions and the municipality of Bishkek. Each region is in turn divided into districts. The most important official in each region is the governor, or akim , who is appointed by the president. Each region also has a popularly elected legislature, but these bodies have little political power. Bishkek is administered independently of regional authority, and its local government reports directly to the central government.

    Land and People, and Government
    Kyrgyzstan is a mountainous country in the Tian Shan and Pamir systems, rising to 24,409 ft (7,440 m) at Pobeda Peak on the Chinese border. Ninety-four percent of the country is over 3,300 ft (1,000 m) above sea level, with an average elevation of 9,020 ft (2,750 m). Lake Issyk-Kul lies in the northeast. The climate is extremely continental with great regional variations. The Kyrgyz, a Sunni Muslim, Turkic-speaking pastoral people, constitute more than half of the population; the rest are Russians (about 18% of the people), Uzbeks (more than 10%), Ukrainians, Germans, and other minorities. About two thirds of the population is rural. The Kyrgyz State National Univ. was established in 1951 and the Kyrgyzstan Academy of Sciences in 1954; by the late 1990s there were over 20 universities in the country.

    Drug cartel financed Kyrgyz Revolution
    NOVOSTI, the Russian News and Information Agency, reports (31 March 2005) that rumors that a drug cartel funded what's being called the "Tulip Revolution" have been circulating in Bishkek. It's no secret that the government building was stormed and taken by brigades from the southern city of Osh, a major transshipment point for Afghan heroin. Locals claim that before the assault, those who refused to take drugs were treated to vodka laced with heroin. Officials from the Kyrgyz drug control agency refused to comment.     HISTORY, POPULATION, CULTURE
    Geopolitical Dynamics of the Kyrgyz Nation
    The Kyrgyz Estate is mentioned in the Chinese history as early as 201 B.C. but descriptions of the people are scant and sometimes contradictory. The geographic origin of the Kyrgyz is a matter of scientific debate; some believe they came from the banks of the Kyrgyz-Nur Lake in Mongolia, while others suggest that they first occupied the Boro-Horo mountain ridge in the eastern Tien-Shan mountains in China. It is believed that the ancient Kyrgyz state was established at the same time as the first Tun Turkic language Empire. Thus, the Kyrgyz were among the earliest people to develop the concept of a state. An early feudal state was established in the 4th and 5th centuries A.D. while the Kyrgyz were living in the Minusin basin along the Enisey river north of the present-day Kyrgyz Republic. The reputation of the rapidly developing and expanding Kyrgyz state spread beyond southern Siberia. One branch of the great silk road westward from China passed through modern Kyrgyzstan and was called the Kyrgyz way. During this time, many ethnic groups in the region were integrated into the Kyrgyz people. In 840 A.D. an army of 100,000 men under the leadership of the Kyrgyz attacked the ancient Uigur capital, Orhon, located in what is now Mongolia, occupied and destroyed it; the grand Uigur state was defeated. A Kyrgyz Khanate was created in its place, the boundaries of which extended from the Lake Baikal to the Irtish River and from the present Krasnoyarsk City to the great Chinese Wall. In the period of "Great Power" the empire of the Kyrgyz Khanate encompassed many non-Kyrgyz nations. The empire, however, did not last long; by the tenth century the Kyrgyz people had returned to the Enisey basin. Repeated attempts to establish statehood during the 10th and 11th centuries failed; local chiefs were unwilling to subordinate their authority to a central leader. In the 13th century the state splintered into a number of feudal estates that proved easy prey for the troops of Ghenghis Khan in 1207. In 1293 the Enisey Kyrgyz state was completely destroyed.
