Soros Foundation Kyrgyzstan has been developing national and network cultural programs in cooperation with local and international cultural organizations during 1995-2003. During these years culture programs of Soros Foundation Kyrgyzstan supported a big amount of culture establishments and NGOs in republic and gave an opportunity to cultural workers to participate in network international projects. In 2002-2003 within the framework of programs Cultural Links, Cultural Policy, Bridges of Understanding were realized international projects in cultural management and cultural policy. As result were published brochures, made documental films, held exhibitions, festivals, seminars and etc. Cultural community in Kyrgyzstan had received rich experience of international collaboration and cultural management because of these programs. Participating in programs Looking Inside and Mobility Fund many cultural workers visited cultural establishments in Central and Eastern Europe and UIG that promoted development of cultural links and cultural promotion in Kyrgyzstan. From 2004 all network cultural programs will be closed and activity of cultural organizations will be supported by structural organizations received grant from Potential Building Program. Wide dialogue with Cultural Policy and Integration Management of the Education and Culture Ministry on work with local self-management and the government on legislative questions will be carried out in the field of culture and art. For today one of the strongest organization in Kyrghyzstan is the Information Centre of Art of Soros Foundation - Kyrgyzstan which works with all cultural and art establishments in republic and has wide experience of management, international co-operation and fundraising. Under the recommendation of participants of Central Asian Forum on culture was created Public Foundation Central Asian Academy of Art.

HISTORY, POPULATION, CULTURE
Geopolitical Dynamics of the Kyrgyz Nation
The Kyrgyz Estate is mentioned in the Chinese history as early as 201 B.C. but descriptions of the people are scant and sometimes contradictory. The geographic origin of the Kyrgyz is a matter of scientific debate; some believe they came from the banks of the Kyrgyz-Nur Lake in Mongolia, while others suggest that they first occupied the Boro-Horo mountain ridge in the eastern Tien-Shan mountains in China. It is believed that the ancient Kyrgyz state was established at the same time as the first Tun Turkic language Empire. Thus, the Kyrgyz were among the earliest people to develop the concept of a state. An early feudal state was established in the 4th and 5th centuries A.D. while the Kyrgyz were living in the Minusin basin along the Enisey river north of the present-day Kyrgyz Republic. The reputation of the rapidly developing and expanding Kyrgyz state spread beyond southern Siberia. One branch of the great silk road westward from China passed through modern Kyrgyzstan and was called the Kyrgyz way. During this time, many ethnic groups in the region were integrated into the Kyrgyz people. In 840 A.D. an army of 100,000 men under the leadership of the Kyrgyz attacked the ancient Uigur capital, Orhon, located in what is now Mongolia, occupied and destroyed it; the grand Uigur state was defeated. A Kyrgyz Khanate was created in its place, the boundaries of which extended from the Lake Baikal to the Irtish River and from the present Krasnoyarsk City to the great Chinese Wall. In the period of "Great Power" the empire of the Kyrgyz Khanate encompassed many non-Kyrgyz nations. The empire, however, did not last long; by the tenth century the Kyrgyz people had returned to the Enisey basin. Repeated attempts to establish statehood during the 10th and 11th centuries failed; local chiefs were unwilling to subordinate their authority to a central leader. In the 13th century the state splintered into a number of feudal estates that proved easy prey for the troops of Ghenghis Khan in 1207. In 1293 the Enisey Kyrgyz state was completely destroyed.

Terrain
Kyrgyzstan's landscape is dominated by the Tian Shan and Pamir systems, rising to about 7,440 m at Pobeda Peak. About 94% of the country is 1,000 m above sea level. The country has more than 1,900 lakes, with Lake Issyk-Kul, almost 700 m deep, standing out. The Naryn river and other tributaries of the Syrdarja drain more than half of the country.
Climate
Climatic conditions are influenced by the distance from the sea and the sharp change of elevation from neighbouring plains. Conditions vary from permanent ice and snow in high-altitude cold deserts to hot deserts in the lowlands. From the end of June through mid-August, most afternoons reach an average of 32°C or higher. During the winter months, temperatures often remain below freezing point.

Students will learn that hats or other clothing may be associated with different regions of a country, with different occupations, with different religions, or with different generations. *Note: The day before you teach this lesson, ask students to bring in a favorite hat to show the class. Materials Needed:
  • A copy of the Activity Sheet "Hats Here and There" for each student
  • Colored pens, pencils, and crayons
  • If desired, a collection of different hats Background:
    What people wear is part of the earth's cultural mosaic. Clothing, particularly hats, often signifies something about the wearer's religion, ethnicity, occupation, or special interest. In Kyrgyzstan, hats reflect people's pride in their cultural heritage. The kalpak is the traditional Kyrgyz hat. It is made of felt and is usually white with a black rim. The dolpo is a square hat, often black. It is worn most frequently in the south. The traditional women's white hat was forbidden during the years of Soviet domination. Women wear it today only on special occasions as an expression of cultural pride. NOTE: In some classes, students may identify hats as a source of conflict i.e. hats associated with specific gangs or with rival sports teams. Some teachers may wish to use this lesson as a way to help students understand the symbolism involved in certain articles of clothing.
