      < BACK TO HISTORY CONTENTS THE REPUBLIC OF TURKEY (Türkiye Cumhuriyeti) was established on October 29, 1923, under the firm control and leadership of Mustafa Kemal, better known as Kemal Atatürk. The new state was at once the successor to and victor over the Ottoman Empire, long a major power in the European states system. The creation of the modern Turkish polity reflected not only a successful struggle against external enemies but also a triumph over deeply rooted domestic traditions. The republic deliberately rejected important elements of Turkey's Ottoman past, especially the Ottoman dynasty's claim to spiritual leadership of Muslims worldwide. However, the official disestablishment of Islam as the state religion in 1924 did not result in the creation of a fully secular society as Atatürk and his colleagues had hoped. Although a commitment to secularism has continued to be almost a prerequisite for membership in the country's political elite, Turkey has experienced several popular movements of Islamic political activism. The most recent movement, which began in the mid-1980s and is continuing, has threatened secularism in ways the republic's founders could not have imagined in the 1920s and 1930s.

Hitti, The Near East in History , New York, 1961, 334. fig. 4 The major impact of the Safavid-Ottoman conflict on Iraqi history was the deepening of the Shia-Sunni rift. Both the Ottomans and the Safavids used Sunni and Shia Islam respectively to mobilize domestic support. Thus, Iraq's Sunni population suffered immeasurably during the brief Safavid reign (1623-38), while Iraq's Shias were excluded from power altogether during the longer period of Ottoman supremacy (1638-1916). During the Ottoman period, the Sunnis gained the administrative experience that would allow them to monopolize political power in the twentieth century. The Sunnis were able to take advantage of new economic and educational opportunities while the Shias, frozen out of the political process, remained politically impotent and economically depressed. The Shia-Sunni rift continued as an important element of Iraqi social structure in the 1980s (see Religious Life , ch. 2).

    THE KURDISH PEOPLES The following chart summarizes an extensive survey and evaluation of the Kurdish peoples and the languages they speak. I have followed the classification of languages and dialects used by the Summer Institute of Linguistics , as published in the Ethnologue , 13th Edition, 1996, online. This represents a revision of names and dialect groupings among the Kurds, based on later research than other sources used. This appears to be the most recent schema summarizing research on the Kurdish languages. Previous sources were not consistent, so accounting for some variations from this presentation.     Introduction [Top of Page] Background: Known as Persia until 1935, Iran became an Islamic republic in 1979 after the ruling shah was forced into exile. Conservative clerical forces subsequently crushed westernizing liberal elements. Militant Iranian students seized the US Embassy in Tehran on 4 November 1979 and held it until 20 January 1981. During 1980-88, Iran fought a bloody, indecisive war with Iraq over disputed territory. The key current issue is how rapidly the country should open up to the modernizing influences of the outside world.     Update on the Situation in Turkey
    • JALAL TALABANI VISITS ANKARA . This months President of the Iraqi Government Council, Jalal Talabani, Arrived in Ankara on 19 November, accompanied by a 45-member delegation including a dozen members of the Government council and six Ministers, including the Foreign Minister Hoshyar Zebari. He was greeted at Ankara’s Esenboga airport by as a Head of State by the Foreign Ministry’s co-ordinator for Iraqi Affairs, Osman Koruturk and the Turkish ambassador to Baghdad, Osman Paksut. Former Party for Democracy (DEP) Members of Parliament, Sirri Sakik and Ahmet Turk, as well as former Mayor of Urfa, Feridun Yazar, and leaders of pro-Kurdish parties were also at the airport to welcome him. Furthermore, Jalal Talabani also accepted the principle of a second crossing post on their border with Turkey, declaring, “We had been against this before since it amounted to stifling the Kurds”. Jalal Talabani also met with Deniz Baykal, leader of the principal opposition party in the Turkish Parliament, the People’s Republican Party (CHP — kemalist). The Turkish press extensively commented on Jalal Talabani’s visit. “Talabani’s like an Iraqi Prime Minister” headlined the Turkish daily Milliyet on 20 November and Hurriyet, while stressing R.T. Erdogan’s insistence on the PKK pointed out, with their photos as proof, that the former DEP Members of Parliament were present to greet J. Talabani.

    Arran, the real name of the republic of Azerbaijan
    An Interview with Dr. Enayatollah Reza
    Dr. Enayatollah Reza is a celebrated researcher in the social sciences, especially of historical subjects. His latest studies are focused on the history of Azarbaijan and Aran. He asserts that, based on historical texts, the real name of Caucasus's Azerbaijan is "Aran" and its former name was changed for political reasons. In the following interview, he talks about the content of his upcoming book titled "Azarbaijan, Aran and Albania".
    Q: Dr. Reza, you are practically the first Iranian scholar who has researched on Aran and Caucasus's Albania and you have written a book on this. Please explain your views regarding the name of Azerbaijan. Why do you believe that there is only one Azarbaijan, the Azarbaijan of Iran, and that there is no such land called Azerbaijan to the north of the Aras River?
    A:
    There is no reason to doubt that Aran was separate from Azarbaijan and that the Aras River constituted the northern border of Azarbaijan, and Aran had never been called Azerbaijan. The academician Barthold most clearly mentioned the Aras River as lying between Azarbaijan and Aran or the ancient Albania (Collected Works, Volume 7, Moscow, 1971, page 123).
    Prior to the invention of the name Azerbaijan to designate Aran and Shirvan, Tzarist Russian sources recognized only one Azarbaijan, the true Azarbaijan. The first volume of the Russian Encyclopedia (pages 212 and 213), which was published in St. Petersburg some 102 years ago (in 1890), stated: "Azarbaijan, which was 'Aturpatekan' in Pahlavi and 'Azarbadekan' in Armenian, is the rich industrial northern province of Iran. It borders Iranian Kurdistan and Iraq of Adjam to the south, Turkish Kurdistan and Armenia to the west, Russian Armenia and the Southern Caucasus to the north. Its border is marked by the Aras River". Had the name Azerbaijan been used for the land to the north of the Aras, undoubtedly, this encyclopedia would have used the name "Russian Azerbaijan" just as it had used the designations "Turkish Kurdistan", "Iranian Kurdistan", "Turkish Armenia", or "Russian Armenia". It can easily be seen that only one Azarbaijan existed and that was the Iranian Azarbaijan.

    What you can't change and what you can
    Let me just explain the relations between Kurds and Arabs in Iraq. In two words, very tense.
    I will try to talk about this very-sensitive issue. As everyone tries to avoid it. But avoiding a sensitive issue, is like trying to run from the realities.
    There are some old hatreous between the two groups. Whatever you call it, there are some racisms from both sides.
    For example, most Arabs in Iraq think that Kurdistan is part of their Arab homeland. And they refer to it as their "Beloved North". But when they come to Kurdistan, they face the harsh reality. People speak another language, the geography of the area is different, the people are different, the civil and social issues are different, an entirely different state from the rest of Iraq. Especially now, where war has torn up Iraq and Kurdistan is almost intact (apart from the high-level security measures).
