Liberia Liberia is a country on the west coast of Africa. It is the world's second oldest independent nation of mainly black citizens. Only Haiti is older. Liberia was founded in 1822 by freed slaves who were sent there by a colonization society in the United States. These freed slaves were joined by others who had been freed from slave ships bound for the United States. The name Liberia is derived from a Latin phrase meaning free land. Liberia's land features include mountains, forested plateaus, and a rugged coastline. The country has a hot, humid climate. Most of Liberia's workers farm for a living. Monrovia, the country's capital, is also its largest city. Government. In 1990, rival governments were established during a civil war in Liberia. In 1994, a transitional government that included members of Liberia's three main political factions was established. It was to govern until elections could be held. After the elections, the form of government was to return to what it had been before the rival governments formed. The section below describes Liberia's government before the split in 1990. A president headed Liberia's government. The voters elected the president to a six-year term. The president appointed a Cabinet to carry out the functions of the government. The legislature passed the nation's laws. It consisted of a 26-member Senate and a 64-member House of Representatives. The voters elected senators to 6-year terms and House members to 4-year terms. All citizens 18 or older were allowed to vote. Liberia was divided into 13 counties. Each county had a superintendent appointed by the president.

Chapter 8 Conclusions
Reflecting upon the findings described in the three previous chapters in the light of the literature reviewed in Chapters 2 and 3 on the learning systems of non-Western, traditionally-oriented people, the following conclusions can be drawn and comments made about learning strategies, learning systems, culturally influenced classroom interactions and the development of functional learning systems in non-Western classrooms.
Learning Strategies
This thesis has identified five main learning strategies commonly used by non-Western, traditionally-oriented people: observation, imitation, listening, participation and asking. Some of these are responses to conscious teaching strategies. For example, active imitation follows showing, and listening accompanies verbal instruction. Others such as observation, passive imitation, participation and asking occur simply and primarily as part of everyday existence. Amongst some Native American peoples, such as the Mistassini , observation precedes participation, and the extent of participation increases with age and competence (Sindell, 1972). In other cases, such as amongst the Navajo (Werner and Bergishe, 1968) and the Tubuaians (Levin, 1978), attainment of a high level of competence precedes public performance.
With the exception of asking, all of these learning strategies are identified by authors writing about Australian Aboriginal people (Berndt and Berndt, 1977; Harris, 1980), Native Americans, (Eggan, 1963; Spindler, 1963; Werner and Bergishe, 1968; Cazden and John, 1971; John, 1972; Sindell, 1972; Philips, 1972, 1983), Tropical Africans (Fuchs, 1964; Gay and Cole, 1967; Bartels, 1975; Callaway, 1975; Dzobo, 1975; E. Bowen, 1984) and Polynesians (Levin, 1978; Ritchie and Ritchie, 1979). Asking is also found in Polynesian cultures, but questions are restricted to those seeking information whereas questions seeking reasons or motives are rare (Levin, 1978). Some groups actively discourage questioning, such as the Menomini (Spindler, 1963) and the Aborigines of Milingimbi (Harris, 1980).

The Kpelle in central and western Liberia is the largest ethnic group. Americo-Liberians who are descendants of freed slaves that arrived in Liberia early in 1821 make up an estimated 5% of the population.
    There also are sizable numbers of Lebanese, Indians, and other West African nationals who make up a significant part of Liberia's business community. Because of the 1989-1996 civil war and its accompanying problem of insecurity, the number of Westerners in Liberia is low and confined largely to Monrovia and its immediate surroundings.
