Under What Circumstances?

to which he may belong. Under the prevailing conditions today and circumstances that can be conjectured in the future, Korea's unification is only a very remote possibility. When and how it may be achieved is a question that can be addressed only in a world of fantasy. Although no one today can realistically predict the scenario of a distant possibility, it might still be a useful exercise to speculate how the unification may one day come, by postulating (a kind of hypothetical "gaming") the likely circumstances under which it could or might be done. Exactly what international conditions must be met to enable Korea's unification? Although no one can define the smallest actual requirements that must be met before the unification can be achieved, one could still discuss the larger frames under which it could be realized.

Two fires kill 16 in Korea
Firefighters search for survivors SEOUL, South Korea Two unrelated fires in Seoul left 16 people dead and three others seriously injured, police said. Fire swept through a greenhouse in southern Seoul before dawn, killing 10 people sleeping inside, five of them children. Police said the victims apparently suffocated. It was not immediately clear why they were sleeping in the greenhouse. In northwest Seoul, a two-story burning building collapsed, killing six firefighters who were trying to extinguish the flames. Three others caught under the rubble were hospitalized with heavy injuries. Police are investigating the cause of the two fires. The Associated Press contributed to this report. S. Korea to review North military rules
South Korean navy soldiers carry the coffins of their dead colleagues during a memorial service in Seoul SEOUL, South Korea (CNN) South Korea's defense minister has proposed changing the rules of engagement for clashes with North Korea following a deadly naval border battle over the weekend. The proposed change would allow South Korean forces to fire first a contrast to the current regulations introduced under the government of President Kim Dae-jung which require South Korea to broadcast a series of warnings before opening fire during a confrontation with enemy vessels. But some South Korean officials say this doesn't allow it's military to respond quickly enough. Both Seoul and Pyongyang have blamed each other for starting Saturday's gunbattle that left at least four South Korean sailors dead, one missing, and at least 19 injured.

Nuclear crisis TOKYO, Japan (CNN) North Korea fired a surface-to-ship missile on Tuesday the third such launch since February, Japanese foreign ministry officials said. The missile test occurred just days after Japan sent into orbit two spy satellites to help keep watch over North Korea's missile and suspected nuclear weapons program. News of the launch comes amid more jousting from Pyongyang and Washington, with the communist North accusing the U.S. of conducting more than 200 spy flights in North Korean airspace last month. North Korea embroiled in a five-month nuclear standoff with the United States has said the flights are a prelude to a U.S. attack. Tuesday's missile was fired 10:15 a.m. Japanese time (0115 GMT), Japanese officials said.

Swedish Prime Minister Goran Persson stresses he represents the European Union, not the United States In this story: Warm welcome No policy reversal Talks coverage RELATED STORIES, SITES By staff and wire reports PYONGYANG, North Korea North Korean leader Kim Jong-Il has begun the first of two meetings with a European Union delegation headed by Swedish Prime Minister Goran Persson. The meeting on Thursday morning is Pyongyang's highest-level contact with the West in six months, and will focus on reconciliation efforts between North and South Korea as well as North Korea's top-secret missile program. Also on the agenda will be the simmering tension between Pyongyang and the United States, which helps defend the South by stationing 37,000 of its soldiers along the world's most heavily fortified border. The reclusive Kim Jong-Il arrived with two senior North Korean officials for the meeting at the state guesthouse in Pyongyang, where the members of the E.U. delegation are staying.

The U.S. says North Korea's military policy is a threat to global peace PYONGYANG, North Korea In its latest sideswipe at the U.S. following President George W. Bush's "axis of evil" speech, North Korea has accused the United States of plotting a war to occupy the communist state. Saying that it has "powerful offensive and defensive" means at its disposal Rodong Sinmun, the official newspaper of the North's ruling Workers' Party, warned the U.S. against any military action saying North Korea "is neither Afghanistan nor Yugoslavia nor Iraq." Last Tuesday, during his first State of the Union address, Bush labeled North Korea, along with Iran, Iraq and their "terrorist allies," part of an "axis of evil" which he said "threatens the peace of the world." North Korea has described Bush's comments as "little short of declaring a war."

The pressure on all three teams had been intense ahead of what was being billed as the most important day in Asian football's history, with anxious fans hoping for a good performance from their heroes. The apparent progress towards a resolution of the 16-month standoff comes amid a wave of last minute diplomacy as international delegations arrived in Beijing for a second round of talks on the issue. SEOUL, South Korea (CNN) The leader of South Korea's main opposition party says President Roh Moo-hyun needs to reveal details behind a funding scandal before any confidence vote goes ahead. Saying he had no confidence in carrying out the job of president under the present situation, Roh on Monday called for a referendum to see if he should continue to rule, and said he would step down if he lost that December vote. Roh, who was elected for a five-year term last December, has been plagued by a series of corruption scandals involving his closest aides. Yes No VIEW RESULTS (CNN) As five of the world's most influential nations take a seat at the table with North Korea, they have but a handful of ways to deal with the nuclear crisis. The Korean nuclear standoff has become a high-stakes, no-bluff game, where the threats are potentially greater than those posed by Iraq. North Korea sits in the heart of northeast Asia amid some of the world's biggest and fastest growing economies, which are alarmed by the prospect of war or the collapse of an impoverished regime. Led by dictator Kim Jong Il, and hailing a million-man army, the North is believed by the United States to have at least one nuclear weapon, an extensive chemical weapons stockpile and a biological arsenal.
