Governor's Traffic Safety Committee Can you put the safety puzzle pieces together? See the jigsaw puzzle page. Bike riding and skating along the side of the road is dangerous. Many cities and towns provide bike trails and areas for in-line skating. Besides your yard, these are the safest areas for you to bicycle and skate since there are no vehicles allowed there. When you ride your bicycle or in-line skate on New York State roads, you are required to follow the same laws as motor vehicle drivers. There are also laws that are just for bicyclists and in-line skaters. As of January 1, 2005, persons less than 14 years old are required to wear a certified bicycle helmet when riding a skateboard.
Helmets
All people between the ages of one and 14 are required to wear a certified bicycle helmet when bicycling, in-line skating (roller blades), operating a non-motorized scooter or skateboarding in New York State. But a helmet will not protect you if it doesn't fit properly or is not used correctly:

Summary
Research is lacking on the impact tolerance of a child's brain, but studies are in progress. Current child helmets seem to perform well despite indications from some researchers that the foam may be too stiff. Toddlers may not be able to support the weight of a heavy helmet. If in doubt, take helmet and child to your pediatrician and ask. Although some safety advocates recommend against mounting child seats on a bicycle, several states require a helmet on the child if you do. Helmets for children transported in child seats or trailers should never be the "aero" shape, since the tail hits the back of the seat and forces the child's head downward. You may have to put a cushion behind the child's back to prevent this. If a child dozes in a seat or trailer their head may loll around, which pediatricians say is not good, so either provide a cushion on the sides or some other means to prevent this or be prepared to stop whenever the child gets sleepy, which may not be practical.

    If we are too serious for you, this is your site! Sponsored by an HMO in California, this site is totally cool and absolutely graphic. You do need Shockwave to see their pages, but everything moves and the advanced graphics are worth the visit. There is a whole 20-page comic book there, for example. The HMO has developed a package of materials for schools and ties their Web site into homework, with an interactive test for kids to take home to work on with their parents that give instant feedback on correct responses when done on line. (You can see the test without Shockwave, by using this link .) This is a dynamite site!

    The World Health Organization Helmet Initiative
    WHO's effort to spread the word about helmets worldwide. This site is the closest thing to BHSI for motorcycle helmets in particular, and the only one we know of that has a world-wide helmet perspective.

    You can research transportation-related journal articles on bicycle helmets (and other subjects) on the TRIS Search Page. TRIS has more than 400,000 books, journal articles, and technical reports on transportation research from the 1960's to the present. Put "bicycle and helmet" (without quotes) in the search window and it will return more than 145 references. The abstracts are sometimes disappointing, but the citations are very useful.

    Kid-proof your dogs; dog-proof your kids
    High-pitched laughter pealing behind her, Nancy ran around the corner of the house smack dab into the dog chained by the garage. Unnerved by the noise and startled by the child, the dog lunged and bit Nancy on the nose. She screamed, and the dog bit again. Nancy ended up with several stitches in her face and nightmares; the dog was euthanized for biting; and both families were traumatized. The tragedy could have been avoided if Nancy's folks and the dog's owners had been prepared. First of all, a dog should never be chained outside unattended. Most dogs of guard or working heritage suffer personality quirks when tied and many become downright aggressive. Dogs are better off in fenced areas, where they can see the barrier between them and the world, where they can feel somewhat safe from noisy, frolicking children. In addition, many dogs instinctively equate the high-pitched sounds of children with the distress sounds of prey animals, and they react by biting the child as they would have bitten the prey animal in the wild. Second, children should be taught how to behave around dogs, even if their own family does not own a dog. For example, a child should never approach a strange dog without asking the owner if it's OK to pat the dog. If the child sees a loose dog on the street, he should not approach it even if he knows the dog belongs to his friend. He should tell someone that he saw the dog, but should make no attempt to pat or grab it.
