In the 1999-2000 Budget, the Government committed a further $21 million over four years to the program. The National Crime Prevention Program's objectives are to identify and promote innovative ways of reducing and preventing crime and the fear of crime. The program includes both research and practical initiatives including, national pilot projects, local prevention activities, communication and training initiatives. top of page The Australian Institute of Criminology is the national focus for the study of crime and criminal justice in Australia and for the dissemination of criminal justice information. The Institute draws on information supplied to it by a wide variety of sources and its policy advice is objective and independent. Australia and New Zealand Crime Prevention Ministerial Forum (National Anti-Crime Strategy) - grew out of a National Anti-Crime Strategy that was established by a Leaders' Forum of Australian Premiers and Chief Ministers in 1994. SOCIO-ECONOMIC SYSTEM INCIDENCE OF CRIME LEGAL SYSTEM
The legal system is based on French civil law system and customary law. Judicial review of legislative acts occurs in Constitutional Chamber of the Supreme Court. POLICE DETENTION The Constitution prohibits arbitrary arrest and detention; however, the Government does not observe these prohibitions. The law provides for up to 48 hours of initial preventive detention, during which period police must charge a detainee before a judge. However, in practice police rarely respected this provision. Charges often were not filed expeditiously, and persons often were detained arbitrarily for long periods. Bail may be set if there is to be a further investigation. Pretrial detainees have the right to free access to their attorneys, and this right is respected in practice. Detainees have the right to an expeditious trial, as defined by the law. Pretrial detention is limited to 6 months for a misdemeanor and to 1 year for a felony charge. These periods may be extended for 6 months by the examining magistrate. Prolonged pretrial detention is common. The Attorney General's Office estimated that roughly 40 percent of persons in custody are pretrial detainees. Members of the security forces frequently detained individuals at roadblocks. Although sometimes designed to locate illegal immigrants or criminals, the security forces generally used such operations to extort money.

Africa : Liberia
Portuguese explorers established contacts with Liberia as early as 1461 and named the area Grain Coast because of the abundance of grains of malegueta pepper. In 1663 the British installed trading posts on the Grain Coast, but the Dutch destroyed these posts a year later. There were no further reports of European settlements along the Grain Coast until the arrival of freed slaves in early 1800s. Liberia, which means "Land of the Free," was founded by freed slaves from the United States in 1820. These freed slaves, called Americo-Liberians, first arrived in Liberia and established a settlement in Christopolis, now Monrovia (named after U.S. President James Monroe), on February 6, 1820. This group of 86 immigrants formed the nucleus of the settler population of what became known as the Republic of Liberia. Thousands of freed slaves from America soon arrived during the proceeding years leading toward the formation of more settlements culminating into a declaration of independence on July 26, 1847 of the Republic of Liberia. The idea of resettling free slaves in Africa was nurtured by the American Colonization Society (ACS), an organization that governed the Commonwealth of Liberia until independence in 1847. The new Republic of Liberia adopted American styles of life and established thriving trade links with other West Africans. The formation of the Republic of Liberia was not an altogether easy task. The settlers periodically encountered stiff opposition from African tribes whom they met upon arrival, usually resulting in bloody battles. On the other hand, the newly independent Liberia was encroached upon by colonial expansionists who forcefully took over much of the original territory of independent Liberia.

Youthful Offenders
First of all I want you to know that I am not a professional in the fields of psychology or criminology. My education is from 40 years of studying people and being in the streets. I have no formal training or lab experience but only the experience of the streets.
I am trusted by these people because I treat them as equals not as specimens. I also care. Also I am not easily conned. In my day I did some conning and you can not con a con. I deal with addicts and those who are down and out. I deal with street people.
I am now getting involved with convicts who are guilty and those who are innocent of the crimes they are serving time for. I have learned a lot about life and about people who are in prison. I have learned a lot about the system and its down side which in most cases is its only side.
Putting kids in an adult prison is child abuse. There is no excuse for it. No one under the age of 21 should be in an adult prison. The youth prisoners should be segregated base on their violent tendencies. Not the violence of the crime committed.
A child who murdered their abuser may not be a violent child. If a child or a spouse is abused physically they may not be able to defend themselves while being abused. They are always in danger of losing their lives while the abuser is awake. The only time they can act is when the abuser is asleep. It is still self defense.
