Admission Requirements:
Students seeking teacher certification must apply for and be admitted to a teacher education program that is approved by the Kentucky Education Professional Standards Board. All Kentucky Education Professional Standards Board program changes will supersede any Kentucky Christian University requirements. Applications are accepted for review by the Teacher Education Admissions Committee from students who have completed, or will complete during the semester in which they apply, 30 semester hours, including EDF 201 with a grade of C- or better. Students will be notified of their admission status three weeks following the meeting of the committee. Information considered during the review process includes but is not limited to: 1. Academic record. (A minimum overall GPA of 2.5 is required.)

Evaluating Kentucky School Strategies
for Improving Teacher Quality
Since implementation of the Kentucky Education Reform Act (KERA) of 1990, Kentucky's teachers have been at the forefront of a high-stakes accountability system in which schools have been rewarded if they show significant improvements on statewide tests, or sanctioned if their scores fail to improve or decline. To improve their students' scores on the annual tests, teachers themselves have had to learn new techniques and use new tools. To update teachers' skills, schools relied on teacher professional development. Specifically, schools chose professional development from a variety of sources that were related to cooperative learning, use of manipulatives, writing techniques, higher-order thinking skills, and other techniques associated with improved state assessment scores. Schools also trained teachers in the use of new tools, such as Kentucky's Core Content for Assessment, which indicates topics that might be included on the state tests. HumRRO recently completed two studies evaluating these strategies for improving teaching quality. No clear link was found between student assessment scores and either professional development or the use of the Core Content for Assessment, however those studies did lead to the following findings and conclusions:

Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

The introduction of a standards-based teacher education program in Kentucky was framed by eight New Teacher Standards adopted state wide. At Eastern Kentucky University, the Teacher Education Portfolio was implemented to (1) provide more meaningful, valid indicators of what preservice teachers know and can do, (2) enhance both teaching and learning, and (3) provide useful assessment information for reporting to people outside the classroom or local context. This article presents the eight New Teacher Standards and describes the connection between the content in an assessment course and the standards. A course assignment resulted in a portfolio entry designed to demonstrate the students' knowledge and skills for Standard four, "The teacher assesses learning and communicates results to students and others."

Kentucky's Praxis passing scores versus the National Percentiles are very low, no higher than around the 30 th percentile and sometimes as low as the 20 th ! Of particular interest is that the writing score required is the lowest, the 20 th percentile, even though this is supposed to be a high emphasis area in the state for students. No better demonstration of the validity of the comment for page 24 above is needed. None The report says: DEVELOPING ALTERNATE ROUTES TO CERTIFICATIO N: ARE STATES DOING ENOUG H?     This page describes the voluntary certification process of the Kentucky Board of Education for non-public schools in Kentucky. Any private, parochial or church schools, wishing to pursue Certification from the Kentucky Board of Education (KBE) will comply with the follow the process. PART I describes the process available to non-public schools serving students preschool through the 12th grades. This does not apply to schools that serve students who are only in preschool or preschool and kindergarten or a stand-alone kindergarten. PART II describes the process available to preschools, preschools and kindergartens and stand-alone kindergartens. PART I 1. Contact one of the accrediting agencies recognized by the KBE and the Kentucky Non-Public School Commission (KNPSC) and make the necessary arrangement to complete the required process to become accredited. (For a list of the recognized accrediting agencies, contact the KNPSC at (859) 283-6230.) 2. After successfully engaging in the accreditation process, contact the KNPSC and initiate the process to have the Commission present the school to the KBE for either one-year Interim Certification for schools that are in the process of completing accreditation or for the applicable Full Certification as defined by the recognized accrediting agency.
