Individuals who completed KTIP training during the summer/fall of 2001, summer/fall of 2002, summer/fall of 2003 or the spring 2004 semester DO NOT have to be retrained this semester. Only those individuals who have not previously trained or who did not receive the updated KTIP training as noted above will need KTIP training this semester. Eligibility for KTIP Resource Teachers: Have master's degree or equivalent. Hold Kentucky teaching certification and have four years teaching experience. The Kentucky Teacher Internship Program (KTIP) was initiated in 1985 by the Kentucky General Assembly as an instrument for guiding and assessing first year teachers. This legislation was the beginning of major teacher certification reform, and was further strengthened with the passage of the Kentucky Education Reform Act (KERA) in 1990. As a result, the Education Professional Standards Board (EPSB), was established as the state’s governing body for teacher certification. KTIP is designed to help beginning teachers (interns) experience a successful first year in the classroom. KTIP provides each teacher with the assistance of a three-member committee trained in the supervision and assessment of beginning teachers. By observing and mentoring the intern, the KTIP committee supports effective teaching practice and guides the intern’s professional growth.

The Regulation on Kentucky Teaching Certificates - 704 KAR 20:670 - went into effect for teacher education candidates admitted to a Teacher Education program beginning January 1, 1998:
  • The issuance of teaching certificates for each grade level is being revised by the Kentucky Department of Education. The content in some teaching fields is being revised by the Kentucky Department of Education.

Sue Vencill, Certification Officer Morehead State University Teacher Education students completing approved programs are eligible to apply for a Kentucky Statement of Eligibility. The Eligibility Statement is required prior to employment in a school and participation in the Kentucky Teacher Internship Program. Applications (TC-1 forms) are available in the Educational Service Unit, Certification Office, 801 Ginger Hall. These forms are distributed to clinical practice students during the final regularly scheduled MSU Clinical Practice Seminar. Completed forms should be submitted to the Certification Office prior to completion of the teaching program. In order to adhere to Kentucky State Regulations, students must meet certification requirements in effect at the time of application. Advisors will be kept up to date with changes in State policies affecting University regulations. However, it is the students' responsibility to stay abreast of current requirements. Presently, certification requirements include successful completion of the PRAXIS Specialty Area Tests and the appropriate PRAXIS Principles of Learning and Teaching Test.

Morehead State University is offering KTIP Committee Member training for individuals who are interested in serving on an intern committee. Individuals who were trained after June 2001, are eligible to serve on a committee and are not required to retrain. To be eligible to serve as a resource teacher, you must have a master’s degree or its equivalent and at least four years of successful teaching experience. To register for a training session email Billie Horton at b.horton@moreheadstate.edu or call 606-783-2894. After you have registered for a session, you will receive a letter explaining “homework” that you must successfully complete before attending the face-to-face KTIP Committee Member training. Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Interest among the states in providing alternate routes for certifying teachers is escalating. In 1998-99 alone, states have developed 10 new alternate route programs. In the past two years, 14 states have passed, introduced or plan to introduce new legislation to establish alternative programs for the preparation and certification of individuals who already have a bachelor's degree and want to become teachers. These states are: Delaware, Hawaii, Illinois, Indiana, Kentucky, Louisiana, Minnesota, Mississippi, New Mexico, New York, Pennsylvania, Utah, Virginia, and Wisconsin. More than 125,000 individuals have been certified through alternative routes. In 1998-99, more than 24,000 teachers were certified through alternative routes in just 28 states that kept these data. Nearly all of the states 40 of them now have some type of alternative to going back to college and majoring in education in order to become a teacher. The states currently report 115 such programs. These are among the findings in a new study conducted by the Washington-based National Center for Education Information and released February 3 in a 422-page report, entitled, ALTERNATIVE TEACHER CERTIFICATION: A State-by-State Analysis 2000.

Kentucky Education Savings Plan Trust KHEAA Teacher Scholarship The KHEAA Teacher Scholarship Program provides financial aid to highly qualified Kentucky students pursuing initial teacher certification at participating Kentucky institutions. All applicants must be Kentucky residents enrolled full-time (unless enrolled for the final term of a teacher certification program and less than full-time enrollment is required to complete the program). Applicants must demonstrate financial need to qualify for a KHEAA Teacher Scholarship. Juniors, seniors, postbaccalaureate, or graduate students may receive an academic year maximum of $5,000 (exclusive of a summer session); $2,500 for each semester; and $1,250 for each summer session. If funds remain, freshmen and sophomores may receive an annual maximum of $1,250 (exclusive of a summer session); $625 each semester; and $325 for each summer session. If a recipient does not complete the program or does not render qualified teaching service, the scholarship becomes a loan and the recipient is required to repay the amount disbursed with 6% interest that accrues from the date of disbursement.

Certification Process All new nondegreed industrial education, health and personal service occupation, and public service teacher applicants must successfully complete the appropriate written tests prior to initial Kentucky certification. Each applicant without a teacher preparation degree must successfully complete the following:
  • Comprehensive Test of Basic Skills (CTBS) for communication skills and general knowledge — grade level equivalency is 10th grade;
  • Specialty test in the occupational area for which certification is to be granted. Specialty tests are identified as follows: Industrial education — the Teacher Occupational Competency Test (TOCT) if one corresponding to the teaching specialty is available; or if not, the test developed by the Kentucky Department for Technical Education (KDATE) corresponding to the teaching specialty.
  • Health occupations — the appropriate state or national examination, where one exists; or, if not, the KDATE-developed test corresponding to the teaching specialty.
  • Public service — the corresponding KDATE-developed test.

This year is considered "teaching experience" as a requirement for a Provisional Certificate or regular Teaching Certificate. APPLICATION PROCEDURES FOR OBTAINING TEACHING CERTIFICATES
Teacher Education students who complete the approved program for Teacher Education and the Bachelor's Degree are qualified to apply for the Kentucky Provisional Certificate or its equivalent in other states. All students must achieve a passing score on the PRAXIS II Subject Assessments before they are recommended for a teaching certificate. As many states require all certification materials be sent to them from the institution granting the applicant's degree, it is our policy that applications, official transcripts, etc., will be mailed directly to the appropriate state office from the Education Department at Georgetown College. Please do not request that completed certification forms or transcripts for certification purposes be sent to you. The following guidelines should be observed when applying for certificates:
  • Secure an application from the specific state's education department where certification is desired. Complete the appropriate sections and return to the Chairman of the Georgetown College Education Department.
  • You must personally arrange to have official transcripts of all completed work sent to the Georgetown College Education Department. You will need one transcript for each state where certification is desired.
