    Alternate Assessment: Kentucky as an Example

    Ever since the IDEA 1997 regulations mandated that states develop alternate assessments for students with disabilities who are unable to participate in general education assessments, states have been hard at work developing appropriate alternatives. Kentucky is one state that is ahead of the game. Since 1991, the state has been conducting its Alternate Portfolio Assessment Program, or APA. This assessment, according to Mike Burdge, the statewide coordinator of the program, is designed to measure progress toward meeting Kentucky academic standards by showcasing a student's work. Using Portfolios to Measure School Achievement Mr. Burdge explained that the portfolio expectations are based on Kentucky academic standards for best practice instruction in special education. Although the portfolios are compiled every year, they are submitted for evaluation in fourth, eighth, and twelfth grades only, the same years that all other Kentucky students complete their assessments. These assessments, Mr. Burdge emphasized, are designed to measure school achievement, not the achievement of individual students. The goal of the APA, said Mr. Burdge, is to demonstrate "whether or not a program is providing what are judged to be best educational practices."

    Holly Holland October 28, 2001 Training Gains Make Better Kentucky Teachers By Holly Holland Source: Special to The Courier-Journal As a middle school English teacher and writing consultant in Rockcastle County, Susan Coffey spent most of the last decade helping students prepare for Kentucky's annual assessments, which include portfolios of their essays and timed writing tests. But only recently, thanks to the ongoing training she received through the Eastern Kentucky Writing Project, has Coffey understood how to make the state's requirements meaningful and challenging for students. Last school year, for example, instead of asking students to write something that the teachers alone would read, Coffey and her colleagues at Rockcastle Middle School encouraged the children to influence the entire community. After discovering in science class that Rockcastle is located 60 miles from a major earthquake fault line, the students decided to publish a resource guide describing the risks and needed preparations. They contacted insurance companies to find out about earthquake policies, collected data they incorporated into charts and graphs, interviewed school district officials to discuss safety and evacuation plans, visited hospitals to talk about emergency procedures, and folded all of the research into a 400-page illustrated guide that they distributed to the community.

    Home Sitemap Search School History: Originally named the Kentucky Institution for the Education of the Blind, the Kentucky School for the Blind (KSB) was the third state-supported school for the blind established in the United States. The school’s founder was Bryce McLellan Patten who began teaching a class of six blind students in the summer of 1839. Patten became interested in the education of blind children because his brother, Otis Patten, was visually impaired and a student of Dr. Samuel Gridley Howe, noted pioneer in the education of the visually impaired.
    Bryce Patten invited his brother Otis to teach at the institute in Louisville. In early 1841, in an effort to attain funding for a school for the blind, Otis Patten presented an exhibition of his blind students’ skills before the Kentucky General Assembly. Unfortunately, funding was not granted.
    Dr. Samuel Gridley Howe of the Massachusetts Institute for the Blind often traveled with his students to promote the education of blind children. The Patten brothers invited Dr. Howe and his students to Kentucky to make a presentation to the Kentucky Legislature. On February 5, 1842, the Kentucky Institution for the Blind was chartered with an appropriation of $10,000. The school opened in May, 1842, on Sixth Street in downtown Louisville. Bryce Patten was the unpaid director and maintained the school; Otis Patten was the teacher.
    In less than a year, the school outgrew its building. After outgrowing several buildings in the area, a permanent school home was built on Broadway Avenue in 1845. This building burned in 1851 and the decision was made to move the school out of the city. A tract of land known as the Frankfort Turnpike Road (now Frankfort Avenue) was purchased and a new school was built on it in 1855. In 1967, that building was razed to make way for a modern facility that would better serve students with visual impairments.

    It is not that everyone is techno-savvy or 100% behind the educational reforms; there are plenty of teachers who are resistant to both. And like most other sites we visited, Scott County is preparing for, and anticipating, a sea change when full networking in all buildings is achieved later this year. Everyone considers what they have now to be the start, not complete in any sense. But it appears that the balance has tipped here, critical mass has been reached, and what other districts are striving for is now firmly rooted here. The means by which this was accomplished is not a technology implementation story: it is one of savvy leadership, long-range planning around identification of individual staff (and community member) talents, and subsequent careful nurturing of those talents toward a larger purpose that has at its core student learning. Scott County demonstrates the benefits of fostering a human infrastructure around technology in the explicit service of a reform agenda. The Context Scott County School District serves an agricultural community that is rapidly becoming an area of scattered subdivisions and significant industry which lies about 20 miles northeast of Lexington. It is an area of horse farms and automobile plants; transient farm workers and workers on assembly lines. The district centers around Georgetown (approx. 25,000 people). The district serves approx. 5000 students in 6 elementary schools, 2 middle schools, and one high school. A new high school is just being completed.

    The University of Louisville is an urban institution that has had close historical and legal ties with the city of Louisville and Jefferson County (now Louisville-Jefferson County Metro). Founded in 1798 as Jefferson Seminary, later known as Louisville College, in 1846 it became the University of Louisville with an academic department and a medical school.     POPULATION AND WEALTH
    The population of the state, according to the Federal Census for 1880, was 1,648,690; for 1890 it was 1,858,635; and 2,147,174 for 1900. In 1909 it was estimated (Federal Census Department) at 2,406,859. In 1900 there were 50,249 persons of foreign birth and 284,706 negroes. Ten other states have a larger negro population, and the increase in this race is materially less than among the whites. There are no Indians, and the number of Chinese and Japanese is probably less that 100 in the entire state. The largest cities with their respective populations are as follows: Louisville (1900) 204,731 (Federal estimate for 1909: 236,688); Covington (1900) 42,938 (Federal estimate for 1909: 51,715); Newport (1900), 28,301 (Federal estimate for 1909: 31,345; Lexington (1900), 26,369 (Federal estimate for 1909: 30,690).
    MATERIAL RESOURCES
    The total assessed valuation of property in 1908 was $750,393,881 of which $559,176,016 was real estate and $191,226,865 was personalty. The new revenue of the State for that year was $3,601,969.40. In 1909 there were 148 national banks in Kentucky, with an aggregate capital stock of $17,078,500, an aggregate surplus of $6,283,739.56, and individual deposits amounting to $53,487,487.16. The total resources of the nationasl banks of Kentucky aggregate $114,158,595.84. There are 406 state banks and trust companies with an aggregate capital of $19,642,770, an aggregate surplus of $5,304,746, and deposits aggregating $66,947,965.84.
