THE KENTUCKY ACCESSIBLE INFORMATION TECHNOLOGY IN SCHOOLS PROJECT

Kentucky Assistive Technology Service Network ABSTRACT The Kentucky Accessible Information Technology In Schools (AITIS) Project was developed to provide Kentucky public school systems with the tools and resources necessary to understand and comply with Kentucky's Accessible Information Technology Act. The AITIS Project has developed state accessibility guidelines designed to create effective district-level policy for schools, has conducted surveys to measure the level of district awareness and activity, and has provided direct technical assistance supports to school system personnel to ensure that computer mediated and computer assisted learning strategies and other information technology (IT) components are not "locking out" students with disabilities.
INTRODUCTION
The AITIS Project was initiated by the Kentucky Assistive Technology Service (KATS) Network on February 1, 2003, and the initial funding allocation ended on December 31, 2004. Additional funding for ongoing project development was approved effective April 1, 2005.
BACKGROUND OF THE KATS NETWORK
The KATS Network is the federally-funded Assistive Technology Act program for the state of Kentucky. KATS is a statewide network of organizations and individuals connecting to enhance the availability of assistive technology devices and services to improve the productivity and quality of life for individuals with disabilities. KATS engages in advocacy activities and capacity building efforts to help make assistive technology information, devices, and services easily obtainable for people of any age or disability.

    By: BNH MIDDLEBURY - A September 27th announcement by General DataComm (GDC), the Middlebury-based telecommunications company, highlights its position as a prime contractor for the information superhighway. Founded in 1969, GDC employs 1,800 people and had 1994 revenues of $211 million. GDC has been selected by the Kentucky Department of Education to provide schools throughout that state with high-speed access (T1) to the Internet. Kentucky thus becomes the first state in the nation to offer schools statewide Internet access at such high speeds. The network, based on GDC's T1 multiplexers, will be used to connect all Kentucky school districts and provide students and teachers with Internet access, including links to more than 35,000 libraries. GDC can be expected to continue to grow as its continues to unveil new network, Asynchronous Transfer Mode (ATM) and Internet access products.

    FRANKFORT, Ky. (Tuesday, September 14, 1999)Attorney General Ben Chandler announced today the creation of a $225,000 two-year reading program that will benefit over 1200 children in seven elementary schools in Knott, Breathitt, Floyd, and Jefferson counties. One $112,500 grant will be used at McDowell and Osborne Elementary Schools in Floyd County; Rousseau and Marie Roberts-Caney Elementary Schools in Breathitt County; and Jones Fork and Beaver Creek Elementary Schools in Knott County. The goal of the grant is to raise the reading abilities of children in Kindergarten through Second grades. Parents will also be included in the reading activities. The second grant of $112,500 will be used at McFerren Elementary School in Jefferson County through a joint venture with the University of Louisville. This project, for both parents and students, includes an innovative strategy of family nights which will focus on how to enhance literacy in the home. Chandler said,"It has been clear through research and test results that although significant progress has been made, Kentucky needs to improve its focus on reading skills. These reading programs are a unique opportunity to make a difference in the lives of children and their families by helping them improve their reading skills."

    On Campus Services Off Campus Services History of KSD History of Kentucky School for the Deaf O The impetus for beginning a school for persons who are deaf came from General Elias Barbee whose daughter, Lucy, was deaf. General Barbee, while serving as a state senator in the Kentucky General Assembly in 1822, collaborated with Judge John Rowan, who wrote the legislation authorizing the school in the fall of 1822 and on December 7 that year was signed into law by Governor John Adair. The governance of the school, which grew from the first three pupils in 1823 to more than three hundred a century later, was granted to Centre College Board of Trustees until 1870. This arrangement was quite satisfactory and appropriate in those early years. The success of the school was due to the diligence of the Centre College Trustees and their extraordinary commitment. The school was the recipient of two federal land grants in 1826 and 1836. These tracts of land in Florida and Alabama were eventually sold to acquire additional capital to acquire additional lands and to assist the construction of facilities for the school. Henry Clay and others were instrumental in acquiring the federal grants for the school.

    Programs in School Psychology
    The School Psychology programs are offered in the Department of Educational and Counseling Psychology within the College of Education. Two programs are offered.
    EDUCATIONAL SPECIALIST (Ed.S.) The Educational Specialist program is a three-year program with two years of coursework on campus and a yearlong internship. In the Ed.S. Program, students typically earn a Master of Science (MS) Degree after the first year of coursework. Students with a master's degree may transfer in credit, but they must meet the same overall requirements. The Ed. S. program is fully accredited by the National Association of School Psychologists (NASP) and the National Council for Accreditation in Teacher Education (NCATE). Graduates of the Ed.S. program are eligible for certification as a school psychologist in the state of Kentucky and should meet certification standards in most other states. Program completion also partially fulfills requirements for certification as a Psychological Associate by the Kentucky Board of Psychology . The program is fully described in the Ed.S. Handbook
