University of Kentucky College of Communications Librarian Printed with permission from Kentucky Libraries In the final decades of the nineteenth century libraries were a very minuscule part of the initial drive toward education for Kentucky's former slaves. Thirty-one years after public education became available, Thomas Fountain Blue began training Negro librarians at the Louisville Free Public Library Western Colored Branch. Another 30 years would pass before Negro librarians would be recognized by the Kentucky Negro Education Association in 1935. Unfortunately, by 1935 Blue's training program had ended and there were no institutions in Kentucky offering library training to Negroes. To understand how this came to pass, it is necessary to start with the history of the colored school system. Colored schools were attempted as early as 1827 in Kentucky (Wilson, 1937). There was never a statute against educating slaves in Kentucky, but it was not widely encouraged; the schools were subject to being "broken up" by Whites who opposed educating Negroes (Wilson, 1937, p. 21). Berea College was the only available school of higher education and even it faced periods of forced closings (Kleber, 1992). Following Emancipation in Kentucky (1865), Negro educators petitioned for public schools (Kleber, 1992; Simon, 1996). Nine years later, the Legislative Act of 1874 established the first system of public colored common schools in Kentucky (Russell, 1946). The following year 452 districts in 93 counties reported schools (Atwood, 1940). Students were to study spelling, reading, writing, and arithmetic - subjects few of the teachers had mastered (Ligon, 1942).

Quality Training for Teachers a Vision, not yet a Reality, in Kentucky
With the exception of programs such as the Kentucky Writing Project, which emphasize intensive training and ongoing support, professional development for the state's teachers still is "quite conventional in many respects," relying on short-term and fragmented strategies for boosting test scores that do not lead to significant improvements in instruction or learning. At the same time, Kentucky educators seem to have a "broader and deeper understanding of professional development" than in years past, which is a promising sign for the future. Those are among the major conclusions of "Mapping Professional Development Opportunities," a new study released today by the Partnership for Kentucky Schools, a coalition of business, government, and community leaders established in 1991 to promote public support and understanding of the Kentucky Education Reform Act. The study, part of ongoing research sponsored by the Partnership, was made possible by grants from the Pew Charitable Trusts and the Annie E. Casey Foundation. "Competing agendas, providing adequate time for professional development, getting teachers to recognize the need for strengthening their content knowledge, obtaining buy-in from entire faculties, and finding good opportunities for teacher learning were the biggest barriers to effective professional development," write Thomas B. Corcoran, Claire Passantino, and Gail Gerry in their report of practices in mathematics and language arts classes. Their study is based on extensive interviews with providers and coordinators of state and district professional development for Kentucky's public schools in 1999 and 2000.

Students Speak: How Kentucky Middle and High School Students View School
The work of the Partnership for Kentucky Schools and RKI on students' experiences of school, teaching, and learning has a long history. Our research efforts have involved a cross-section of students throughout the state and fall into two main phases:
Students Speak: 1993
In 1990, the Kentucky General Assembly passed the Kentucky Education Reform Act (KERA), the most sweeping education reform legislation in the United States. Forced to action by a successful funding equity lawsuit, and accelerated by a decade of focused work by citizens' groups, particularly the Prichard Committee for Academic Excellence , the members of the General Assembly overhauled Kentucky's approach to such issues as funding elementary and secondary education; providing for early childhood education; assessing results; educator compensation; professional development; school governance, and more. In 1991, RKI began conducting in-depth focus groups sponsored by the Partnership for Kentucky Schools (then the Partnership for Kentucky School Reform) and the Prichard Committee for Academic Excellence. We conducted large studies in 1991, 1992, 1993, and 1994 with specific groups of Kentuckians, such as business people, educators, citizens, and parents. As our understanding of these groups' responses to reform deepened, our clients also became interested in how students were experiencing reform — or whether they were experiencing it at all. We knew that the greatest changes in classroom practices had taken place in the elementary grades (now called "primary") because the reform legislation mandated those changes. In contrast, the legislation depended on a system of assessment, accountability, rewards, and people's interest in excellence to bring classroom changes to middle and high schools.

Kentucky Supreme Court declares entire education system unconstitutional The Kentucky Supreme Court's decision in Rose v. Council for Better Education was a landmark case amid three waves of school finance challenges that began in federal court in the late 1960s. Plaintiffs seeking to provide equitable public schools were frustrated in their attempts to use the U. S. Constitution as a basis to overturn funding schemes (See San Antonio School District v. Rodriguez ). The third wave began with Rose, and by the end of 1989, decisions in Montana and Texas cemented an emerging trend. Third wave cases de-emphasized equal protection analysis. Rather, plaintiffs relied on education clauses in state constitutions. These cases were, for the most part, characterized by an emphasis on adequacy rather than equity. Plaintiffs in the first two waves of school funding cases tended to emphasize the reduction of spending disparities. They focused on input measures like per-pupil spending. Conversely, plaintiffs in third wave cases concentrated on the sufficiency of school funding and postulated the existence of a constitutional floor of minimally adequate education to which public school students are entitled. When courts have found the education afforded students to be below this minimum, they have ruled in favor of plaintiffs.

Kentucky School to Careers Goals Successful implementation of Kentucky's School to Careers System requires the collaborative efforts of education, employers, labor, and government agencies.
To increase math, science, communications, social studies, and technical skills of all students through the implementation of more rigorous and relevant applied curriculum and instructional process. To increase the awareness of job and career availability in the future workforce and the skills required to obtain those positions.
To increase the postsecondary education's entry and completion rates and reduce the percentage of students taking remedial courses.
To decrease the high school drop out rate through a system of increased guidance and extra help focused on academics and career achievement.
To make all students aware of the expectations of employers in order to be successful.
To provide the educational expectations that will cause all students to meet the goals and expectations as determined by the Kentucky Education Reform Act that will lead to successful transition to adult life. (AP) Children in Kentucky are facing higher death rates, more poverty and divided family situations, leaving them in the worst shape in 16 years, according to an annual report called Kids Count. Kids Count ranks states based on 10 indicators of child well-being and this year adds the work status of low-income families. It is funded by the Annie E. Casey Foundation. For the most recent time period studied, Kentucky improved on two of the 10 indicators, stayed the same on two and worsened on the other six. The report found death rates for children ages 1 to 14 and teenagers 15 to 19 increased. Child poverty increased as did the number of babies born at low birth weights, which increases their risk of health problems. More children were also living in single-parent households, limiting economic resources.
