<P><FONT SIZE=2 FACE="Arial">I am trying to assist one of our shareholders in finding the best way to gain access to local news stories from the<I> State Journal (</I>Frankfort, KY) and the<I> Courier Journal</I> for the week of December 24-31 of 1974. We need this range of information for a book he is writing.</FONT></P>
<P><FONT SIZE=2 FACE="Arial">Although I have already identified Kentucky libraries that hold these titles and have made interlibrary loan requests via the interlibrary loan arm of FirstSearch (OCLC), I have little hope in scaring up the microfiche, microfilm or paper editions of these newspapers. Outside of interlibrary loan, I do not have any Kentucky contacts.</FONT></P>

The university community is also encouraged to use Blazer Library for personal enrichment and leisure reading. The second floor of the library houses the Special Collections and the University Archives, which contain rare and historical documents and publications relating to African -American culture and history, Black Kentuckians, and University history.     MYSTERY READERS WANTED AT THE LIBRARY In September the library is starting a Mystery Readers Book Club. The club will meet once a month starting in September. The books will be furnished through a consortium. Anyone interested in joining the club please call the library or come to the first meeting at 1:30 P.M. on Wednesday, September 14 th at the library. BOOKMOBILE SCHEDULE
    The Bookmobile travels to various communities within the County to provide reading material to shut-ins, home schools, day care centers and others lacking transportation or resources to visit the Main Library. Bestsellers, historical fiction, mysteries and large type books are available for checkout on a two week rotating schedule. Home visits as well as community stops are made. With advance notice the Bookmobile librarian can fulfill requests for a particular book or subject, when available. Reservations can be made on-line by accessing the Library catalog, by phone or in person on the Bookmobile. If you are interested in bookmobile service please contact the Library for details.

    Library Web Accessibility at Kentucky's 4-Year Degree Granting Colleges and Universities

    Introduction
    Web sites designed to be accessible to all, using the principles of Universal Design, are not just a good idea, they are mandated by law. While Web accessibility has become a well-established topic in library literature, reaching back to at least 1996, there seems to be a disconnect between recommendations for and implementation of accessible design [ ]. Many articles on the topic of Web accessibility refer to Universal Design (UD), which seeks to produce "products and environments useable by all people, to their greatest extent possible, without the need for adaptation or specialized design" [ ]. According to the principles of UD, this outcome should be accomplished with little or no additional expense. For Web designers, the nuts-and-bolts of implementing UD are defined by the World Wide Web Consortium's (W3C) Web Content Accessibility Guidelines (WCAG) and Section 508 of the Rehabilitation Act of 1973 that, when implemented completely, result in sites as accessible as user agents allow.
