Formation of Kentucky Counties
Many Kentucky genealogical resources are filed by county. Over the years, Kentucky's 120 counties have been carved from earlier parent counties, dating back to the original three Virginia counties—Fayette, Jefferson, and Lincoln—in 1780. To locate early records, researchers may find it useful to check materials from parent counties . If you are consulting county court records, you should check the Kentucky CountiesAlphabetical Table for county creation dates, parent counties, local disaster dates when original resource materials may have been destroyed, and other information Most of the land that is now known as Kentucky was part of Virginia in the 1700s. Fincastle County, Virginia, created in 1772, encompassed land in present-day Virginia, as well as most of Kentucky. In 1776, a part of Fincastle County was taken to form Kentucky County, Virginia. The Virginia legislature divided Kentucky County in 1780 to form the counties of Fayette (shown on the statehood map in red)

Kentucky's Family and Youth Services Centers
    Break New Ground
When teachers at Fairdale High School in Kentucky became concerned about a 14-year-old girl (whom we'll call Wanda), they turned to the school's new Youth Services Center. The center is one of 37 new school-based social service centers in the Louisville area, and one of 373 Family Resource and Youth Service Centers statewide created by the comprehensive 1990 Kentucky Education Reform Act. Wanda is a bright girl with a young child. She lives with her mother, more than 10 miles from school. At this crisis point, Wanda's home was filled with tension. She regularly left the house with her child late at night against her mother's wishes. Then she came home too tired to catch the school bus the next day for the long ride to Fairdale. Concerned about Wanda's severe attendance problemseven though Fairdale has a program specially designed for young parents, male and femalethe school wanted to intervene before they lost her. Concerned Intervention Dan Clemons, Fairdale's Youth Services Center coordinator, convinced Wanda and her mother to come in for some meetings. He arranged ongoing psychotherapy for the distressed young woman. During the course of their conversations, the therapist discovered that Wanda was a victim of sexual abuse from within the family.

Family Resource and Youth Services Centers, Kentucky Department of Education
As part of the Kentucky Education Reform Act (KERA) of 1990, legislators in Kentucky laid the groundwork for comprehensive, statewide, integrated service delivery system called Family Resource and Youth Services Centers. Currently, there are 560 centers serving 911 schools across the state of Kentucky. Most centers are located at or near school sites and provide various services according to the needs of the local community. There are two types of centers. Family Resource Centers serve elementary schools and provide access to child care, parenting training, child development training, parent and child education services, and health screening services and referrals. Youth Services Centers serve secondary schools and provide employment counseling, training and placement, summer and part-time job development, drug and alcohol abuse counseling, and family crisis and mental health counseling. To become a Family Resource Center or Youth Services Center, the proposed school site must have a student population in which at least 20 percent of the students are eligible for free school lunch. After the center is established, it is open to the whole community. Various human services at a school are offered by an interagency task force, which is guided by a local advisory council. The council has school and parent representatives and is responsible for conducting a needs assessment, setting policy, reviewing budgets, and planning for the future. The school principal actively collaborates with parents and service agencies.

a KET call-in program: aired August 20, 2002 Since its passage in 1990, the Kentucky Education Reform Act (KERA) has received a considerable amount of attention in terms of testing and accountability issues. But another element has been making a big difference with relatively little fanfare. Designed to help remove non-academic problems that interfere with student learning, the Kentucky Family Resource and Youth Services Centers initiative has been forging vital links among schools, students, their families, and their community. School Resource Centers: Partners in Student Success , a call-in program which aired Tuesday, August 20 at 9:00/8:00 pm CT on KET. A public school in Kentucky is eligible for a Family Resource Center (elementary school) or Youth Services Center (middle or high school) if at least 20 percent of its students meet poverty guidelines. Kentucky has 766 such centers serving 1,144 schools, or approximately 98% of those eligible. Schools that have centers report improved student performance in academics and peer relationships, and parents report increased satisfaction with and involvement in the schools. Panelists for the call-in:
    • JoAnn James, Youth Services Center Coordinator, Robert Frost Middle School, Jefferson County Public Schools

Are Kentucky schools winning the war against substance abuse or are they fighting a losing battle?
Not counting tobacco products, alcohol continues to top the list of substances abused by Kentucky youth, with marijuana coming in second, followed by inhalants. While alcohol use is below the national average, some other substances, such as inhalants, are above it.
Additionally, schools must cope with the fallout from substance abuse among families and within the general community, even when students are not the users.
    Prevention
Most schools receive federal Safe and Drug-Free Schools funding, which they can use to pay for classroom curricula backed by research-based prevention programs, for special activities such as Red Ribbon week, for anti-drug clubs and for student drug testing programs.
A survey showed that 73 percent of public and private middle and high schools in Kentucky provide at least one research-based substance abuse prevention curriculum for students, according to a 2004 white paper by the Cabinet for Health and Family Services.

Kentucky State Improvement Grant goals were centered around the six Kentucky Educational Reform Act strands: 57 academic expectations, Statewide Assessment and Accountability, School-Based Decision Making (SBDM), Family Resource/Youth Service Centers, Professional Development for School Improvement, and KY Technology System. In addition, the proposal focused on three performance goals: Goal 1. Education:

  • Goal 2. Early Intervention:
  • To increase the effectiveness of early intervention services to better serve children with special needs from birth through two, and to ensure successful transition into preschool programs.
  • Goal 3. Transition:
  • To increase the number of students with disabilities by 5% per year over the next five years who complete school and attain an adult life style of choice, including but not limited to employment and continuing education.
  • The enabling strategies that were proposed included:
    • Professional Development: To increase by 10% annually the number of qualified general education, special education, related services personnel, and paraprofessionals serving students with disabilities.
