Recognized as the most comprehensive youth hunting program anywhere in North America, the youth Hunter Education Challenge (YHEC) is NRA's "graduate studies" program in outdoor skills and safety training for young hunters. Open only to those who have completed hunter-safety training at the state-or provincial-level, the program is conducted under simulated hunting conditions to provide the best practical environment for reinforcing and testing a young hunter's skills. From rifle, bow and muzzleloader shooting at life-sized targets, to wildlife identification, to map-and-compass orienteering and more, YHEC participants get hands-on training in eight skills areas, giving them expertise in all methods of take and all types of game. State- and provincial-level YHEC programs, hosted by volunteer instructors, draw an estimated 50,000 youths each year. Top ranked individuals advance to the annual NRA International Youth Hunter Education Challenge, the pinnacle of the program. Since its inception in 1985, YHEC has reached more than a million young sportsmen and women.

Education news from around the nation
Two Colorado school districts have outlined plans to tie property tax increases to improvements in student test scores, an idea that could revolutionize the way schools are funded. "This sounds like a very innovative and promising approach," said Matt Gandal, director of standards and assessment for Achieve Inc. , a nonprofit organization based in Boston and Washington, D.C., that monitors efforts to raise student achievement. "The public is growing wary of putting more and more money into schools if they don't see results," he said. "On the other hand, people in schools are saying, 'We can't meet these higher standards unless we have extra resources.' This seems like a way to compromise, to have the best of both worlds." But Paul Reville, executive director of the Pew Forum on Standards-Based Reform in Boston, warned that these kinds of strategies are not silver bullets. "What if you don't get schools to achieve at the rate desired?" he asked. "What are your other school-improvement strategies?"

The Solid Waste Branch is responsible for the review and issuance or denial of permits for solid waste and special waste landfills, landfarming and composting facilities and registrations for permit-by-rule facilities. Our mission is to assure proper solid and special waste management practices through the implementation of comprehensive permitting, monitoring and training. To accomplish these tasks, the Solid Waste Branch reviews permit applications, provides technical assistance to the general public and field staff, conducts technical inspections during landfill construction and closure activities, conducts public meetings on solid and special waste facilities and evaluates specific waste streams for acceptance into solid waste landfills.
Prior to applying for a landfill permit, the Solid Waste Branch encourages an individual to become familiar with all applicable statutes and regulations. Solid and special waste statutes are located primarily in KRS Chapter 224 and solid and special waste regulations can be found in 401 KAR Chapters 45 through 49. A brief summary of the major steps in the solid waste permitting process can be found in the landfill permitting overview.

Reasonable accommodations are available upon request. The Co-op/Intern Educational Placement Program serves as a recruiting tool for agencies that cannot find potential employees with appropriate skills in order to fill their vacant positions. The program helps agencies meet their short-term staffing needs in critical skill areas. It also serves as a mechanism for Kentucky students to obtain practical on-the-job experience and academic credit as part of their educational experience. Cooperative Education (Co-op) and Internship students are eligible for unemployment insurance if they work more than 12 weeks and do not receive academic credit. In order for students to participate in the Kentucky State Government Cooperative Education and Internship Program, the Personnel Cabinet will require that the student receive academic credit and the educational institution supply proof of said credit to the Personnel Cabinet. This is different from the current practice of allowing students to work without receiving academic credit.

    80. CHAPTER I
The kentucky Board of education was not mentioned in the constitution, the same language in a new regulation. THE kentucky DEPARTMENT OF education
    http://www.ksba.org/CHPT01.htm
Home About KSBA ... Contact Us "A brighter future through better public schools" CHAPTER I THE STRUCTURE OF EDUCATION IN KENTUCKY LEGAL BASIS OF PUBLIC EDUCATION A state expresses its educational policy through its constitution and through acts of its legislature. A state legislature has full power with respect to educational policy, except as it may be restricted by either the state or federal constitution. It may determine the types of schools to be established, their means of support, their curricula, and the qualifications of their teachers. It may do all of these things with or without the consent of local districts, because in education the state is the primary authority. There are no local rights except those safeguarded by the constitution or delegated by the legislature. The Commonwealth of Kentucky, created out of the westernmost county of Virginia, was admitted as the fifteenth state of the union on June 1, 1792. The early inhabitants of Virginia held the opinion that education was a private matter and that it was not the business of the state to furnish it free. Following the examples of the constitutions of Virginia and of the United States, which were silent on education, the first and second constitutions of Kentucky in 1792 and 1799 failed to provide for education. This failure to authorize education as a state function did not mean that early Kentuckians were not interested in educating their children. As early as 1776, a school was established at Harrodsburg as an outpost of civilization in the wilderness.
