Kentucky State Improvement Grant goals were centered around the six Kentucky Educational Reform Act strands: 57 academic expectations, Statewide Assessment and Accountability, School-Based Decision Making (SBDM), Family Resource/Youth Service Centers, Professional Development for School Improvement, and KY Technology System. In addition, the proposal focused on three performance goals: Goal 1. Education:
  • To improve academic and behavioral skills of students with disabilities resulting in a 10% increase over the next five years in their overall performance in the statewide assessment.
  • Goal 2. Early Intervention:
  • To increase the effectiveness of early intervention services to better serve children with special needs from birth through two, and to ensure successful transition into preschool programs.
  • Goal 3. Transition:
  • To increase the number of students with disabilities by 5% per year over the next five years who complete school and attain an adult life style of choice, including but not limited to employment and continuing education.
  • The enabling strategies that were proposed included:
    • Professional Development: To increase by 10% annually the number of qualified general education, special education, related services personnel, and paraprofessionals serving students with disabilities.

    In public opinion polls education consistently ranks among the top issues of concern to the American electorate. While there is some disagreement over whether American education has improved or declined over time, and how well it measures up to international standards, there is little disagreement over whether the education system should be improved. Liberal advocates often argue that more money needs to be spent on education, hiring more teachers to reduce student-teacher ratios and raising teacher salaries to levels comparable to other professions. They also argue that educational resources should be distributed more equitably, so students in poor school districts are not left behind. Conservatives often counter that a great deal of money is already being spent with little to show for it, and that control over education policy needs to be returned to the state and local level. Many further argue that private or public school choice will bring market pressures to bear on a system that suffers due to lack of competition. There is less concern generally expressed about America's colleges and universities. They are widely regarded as among the best in the world. There is more concern about the cost of a college education, and whether enough Americans have the resources to pursue a postsecondary degree.

    General Information Progress Update Membership Information The Perryville Battlefield Preservation Association, Inc.
    On the night of October 7, 1862, more than 70,000 Union and Confederate Soldiers converged on the village of Perryville, Kentucky. For months, a severe drought plagued the area, and both Confederate and Union troops were in desperate need of water. At three o'clock in the morning on October 8, Federal troops drove a unit of Arkansas soldiers from a small creek. Thus began the Battle of Perryville, a conflict that would leave 7,500 casualties in the care of the community's 400 residents. The events of October 8, 1862, would change the small town of Perryville forever.
    Today, the Perryville battlefield stands out among the nation's Civil War sites, not only because of its pristine landscape, but also because of Merchants' Row, a 19th century commercial area that remains relatively unchanged from the day of the battle. In recent years, the uniqueness of this small town has attracted national attention. In 1991, Perryville was identified by the United States Secretary of the Interior as one of the 25 most historically significant and endangered Civil War battlefields in the nation.
