History and Government History :
Archaeological excavations indicate that the south of Kazakhstan was inhabited by man as early as the Palaeolithic Era and tribes were breeding cattle and producing bronzeware by the middle of the 2nd millennium BC. By the beginning of the 1st millennium BC, the Saks tribe occupied the territory of the steppes, the Savromat tribe the north and west of Kazakhstan, the Kangues the Syr-Daria River area and the Usuns (whose writing, weapons and jewellery have been preserved) the south. Later, the Huns, who bred cattle, made handicrafts and possessed a well-organized army, occupied Kazakhstan. By the 4th century AD, most of the Saks and Usuns had moved west and new individual states began to appear, such as Westturkic Khanate, which was established by Turkish tribes trading on the Silk Road.
The first winds of reform swept the republic in 1986 when the Brezhnevian regime, led by Dinmukhamed Kunayev, was deposed in favour of a new administration under Gennadi Kolbin, a prot?g? of the reformist Soviet leader, Mikhail Gorbachev. He was replaced in 1989 by Nursultan Nazarbayev, the most prominent ethnic Kazakh in the Kremlin. Following the attempted coup against Gorbachev in August 1991, Nazarbayev quickly guided Kazakhstan to independence within the Commonwealth of Independent States, while the Kazakh Communist Party split from the Moscow-based Communist Party and re-established itself as the Socialist Party of Kazakhstan (SPK).

Meeting in Tashkent in January 1993, the presidents of Uzbekistan, Kazakhstan, Turkmenistan, Kyrgyzstan, and the chairman of Tajikistan's parliament concluded their discussion of common concerns with what they saw to be a momentous declaration. The collective name of the region they shared would no longer be known by the Soviet-era term of "Sredniaia Aziia i Kazakhstan" (Middle Asia and Kazakhstan) but would now become "Tsentral'naia Aziia," or Central Asia. While that may strike the Western reader as little more than a semantic footnote, to those gathered it was a statement of unity, an explicit declaration that the five states now shared a common fate in what one Russian newspaper called a "Central Asian Commonwealth."(1) For more than seventy years now, many in Central Asia have dreamed of such unity, while policy make, in Russia have expended far greater energies to impede them from achieving their goal.

PROFESSIONAL ACTIVITIES
A lan L. Bain was the keynote speaker at the Second Documenting Japan International Seminar held in Tokyo in January of 1998. Bain spoke about the Smithsonian Institution, its Archives, and digital imaging projects in the Department of Anthropology at NMNH. While in Japan, Bain spoke before a group of students and faculty about archives at Tokyo Gakugei University, visited the archives program at the Okinawa Prefecture Archives, and was given a demonstration of the Hitachi digital image system at Hitachi in Totsuka, Japan. In April, Bain met with a visiting delegation from Kazakhstan that included Bakhit U. Tokbergenova, Teacher of History, University of World Languages, Almaty; Nickolay Osipov Ivanovitch, Professor of History, West Kazakhstan Humanities University, Uralsk; Yuri Pikunov, Associate Professor of American Studies, East-Kazakhstan University, Ust-Kamenogorsk; and Valeri Bushlanov, Senior Teacher of U. S. History and Literature, North Kazakhstan University, Petropavlovsk. The group discussed resources on American culture and history and the role of the Smithsonian as a museum and research institution.

... Massmedia.kz UNESCO Almaty Office History UNESCO, the United Nations Education Science and Cultural Organization, opened the office in Almaty, in December 1994. Since that time the office has been conducting activities throughout the Central Asian Region. UNESCO, as per its mandate, engages in a wide range of activities, some of which are better known of than others. UNESCO works with governments, national and international partners towards attaining its goals. The primary goals are to provide policy guidance, technical assistance and advisory services to Central Asian countries in the areas of competence of ED and CII sectors. UNESCO Cluster Office, Almaty also has the responsibility for provision of technical support, policy formulation and operational action in our host country and in all areas of competence of the organization, as part its contribution to sustainable human development in Kazakhstan. Jorge Sequeira, the Head of Office and Regional Education Advisor, took up his post in December 1998. Mr. Sequeira moved to Almaty from UNESCO PROAP Office, in Bangkok. Since his arrival to the region UNESCO has taken a lead role in promoting Education for All in Kazakhstan and throughout the region: Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Armenia, Azerbaijan, Georgia and Mongolia. Other projects that UNESCO Cluster Office has been responsible for providing services and support to activities including: promotion of integrated early childhood education, inclusive education for children with special needs, promotion of science and technology education, HIV/AIDS awareness, awareness raising on freedom of expression, and democratization of media.

Central Asia Region The Central Asia region mainly consists of the five Central Asian republics - Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. The region is located in the center of the Eurasian continent. It is bordered on the north by the Russian Federation, on the south by Iran and Afghanistan, and on the east by the Xinjiang Uygur Autonomous Region of the People's Republic of China (PRC). Mongolia lies on the upper portion of the PRC; Azerbaijan, a member of the Caucasus, lies on the western side of the region near Turkmenistan. In too many ways, the Central Asia region is not an easy territory. Great ideas may have connected Eastern and Western civilizations by way of the Silk Road, which is actually a network of routes rather than a single byway, but the variegated terrain of Central Asia is as physically daunting as its history is legendary. From east to west, the region stretches nearly 4,500 kilometers and occupies a land area about the size of Europe, exclusive of the former Soviet Union.

The institute is preparing a major study for the European Commission on Europe's interests in East Asia, and RFE/RL spoke to the think tank's research fellow, Sebastian Bersick, about how Central Asia might be affected.

Cassandra Cavanaugh holds a Ph.D. in Russian history from Columbia University (2001), and has written on the role of public health in Russian and Soviet colonization Central Asia. Dr. Cavanaugh has taught Russian and Central Asian history at the College of the Holy Cross, and from 1998-2001 was Senior Researcher for Central Asia at Human Rights Watch, for which she carried out investigations in Uzbekistan, Kazakhstan, Turkmenistan, Azerbaijan and the North Caucasus. She has testified before Congress on human rights in Central Asia several times, and has published opinion pieces and commentary in the Washington Post and Financial Times.
