ReSET typically supports three-year projects. Below is the list of projects started in 2003 and scheduled to conclude in 2006. Teaching Anthropology—Means and Meanings
(“Babes Bolyai” University, Cluj-Napoca, Romania)
The project aims to facilitate the development of cultural and social anthropology as academic disciplines in the post-communist region. The participants are exploring effective methods of teaching and learning and mastering not only theoretical knowledge about research strategies, but also skills of fieldwork, empirical data-analysis and interpretation. The program focuses on Anthropological Reflections on Current Social Problems, Anthropological Approaches on Ethnicity - Cultural and Social Identities, and Anthropological Perspectives on Urban and Rural Restructuring. Among the expected project outcomes are the renewal of anthropology curricula, laying the basis of teaching resource centers in the region, active and effective involvement of Anthropology students and faculty in research and exchange throughout and beyond the region.

As Pavel Lobochov looked on, the police hauled away financial records and the computer hard drive from his organization, Echo—one of thirteen nongovernmental democracy organizations in Kazakhstan that recently worked together to stage an advocacy campaign supported by the Eurasia Foundation. The groups each received separate grants, but worked in concert to promote legislation on local self-governance. Coordinated by the national Center for Support of Democracy, the campaign exemplified the type of partnership that the Eurasia Foundation seeks among local organizations. Judging by the experience of Echo and the campaign’s five other organizations that also received visits from tax authorities, the groups are clea

Back to Kazakhstan National Security Kazakstan's national security policy remains closely associated with that of Russia, partly because the military forces of Kazakstan have developed more slowly than planned and partly because of long-standing habits of interdependence. The internal security organization of police, prisons, intelligence gathering, and criminal justice remains substantially as it was in the Soviet era.
    Military Establishment
At independence Kazakstan had no army because defense and security needs always had been met by the Soviet army. Initially Nazarbayev, unlike many of his fellow new presidents, argued that his country should function without an independent army, assuming that collective security needs would continue to be met by armies under CIS command. Even when the Russian military establishment changed its oath of service to refer solely to Russia rather than to the CIS, Nazarbayev continued the policy of drafting youth into the CIS forces rather than those of the republic. Even though the republic's strategic thinkers saw Kazakstan as the intersection of three potential military theatersEurope, the Near East, and the Far Eastin the first years of independence, the republic was thought to require only a national guard of no more than 2,500 men, whose duties were envisioned as primarily ceremonial.

    Otrar Tobe
Otrar Tobe, or town, is the largest and most important of the remains of six mediaeval towns located in the Otrar Oasis in south-west Kazakhstan at the confluence of the Arys and Syr Darya rivers.
Otrar Tobe - 14th century Palace © UNESCO First excavated in 1969, the site comprises the spectacular mud-brick remains of a typical Central Asian settlement of the period, including a central citadel shahristan, and a central town area (rabat), suburbs, and earthen fortifications. Since all six towns, and particularly Otrar itself, flourished over a very long period, essentially from the first to the fifteenth century A.D., studying their monuments and remains helps us to grasp the complex history of the region. In addition, the Otrar Oasis is situated at an important junction on the Silk Roads , a trading network dating from the third century B.C. that linked the Mediterranean and China. For this reason too, Otrar tobe and its is a significant part of the culture and history both of Kazakhstan and the region as a whole.

Central Asia: Fears over China's power
    By Antoine Blua
PRAGUE - China's rise as a "great power" is raising fears in Central Asia that Beijing will eventually dominate the region both economically and militarily.
These fears come despite the friendly relations that have developed between regional governments over the past decade. China has repeatedly stressed that it wants to offer cooperation, not domination. But such assurances have not kept Central Asians such as Dushanbe resident Abdelmalek Tordeli from worrying about the long-term consequences of a Chinese superpower. "In my opinion China will be one of the superpowers in the future. [But] I do not feel any threat for Tajikistan right now," he said.
Beijing's intensified diplomatic activity in the region was highlighted this month when Chinese President Hu Jintao visited Kazakhstan as part of his first foreign trip as head of state. After talks with Hu, President Nursultan Nazarbaev told reporters, "There are no unsolved social, economic or political issues between Kazakhstan and China today."

Journey into Kazakhstan: The True Face of the Nazarbayev Regime , by Alexandra George
Since independence in 1991, Kazakhstan, the second largest of the former 15 Soviet Republics, stretching across 3500 kilometers, has been descending into a social and economic abyss. The decline is more tragic because it was the most Westernized of the Soviet Central Asian republics. In "Journey into Kazakhstan" the author travels to different regions - the Aral Sea, the Caspian region, the vast central steppelands, the Semipalatinsk Nuclear Polygon, Karaganda, built by Stalin labour camp prisoners, ravaged industrial towns like Shymkent and Kentau, and collapsing state farms. Through on-the-spot reporting the reader will witness how an entire society is descending rapidly back to the pre-industrial era on account of misgovernance and malfeasance and the collapse of education and social welfare. Kazakhstan: Unfulfilled Promise , edited by Martha Brill Olcott
At the outset of independence in 1991, Kazakhstan's leaders promised that the country's rich natural resources, with oil and gas reserves among the largest in the world, would soon bring economic prosperity, and it appeared that democracy was beginning to take hold in this newly independent state. A decade later, economic reform is mired in widespread corruption. A regime that flirted with democracy is now laying the foundation for family-based, authoritarian rule. This book examines the development of this ethnically diverse and strategically vital nation. The book also looks at shortcomings of U.S. policy in the region and at the future challenges that Kazakhstan will pose to the United States and international institutions.

ENVIRONMENTAL INFORMATION SYSTEMS IN KAZAKHSTAN (Draft) Maira A. Zhunusova Ministry of Ecology and Bioresources of the Republic of Kazakhstan Expert group on establishing a Republican environmental information system in Kazakhstan Introduction Background Status of EIS Assessment of Needs ... Annex 3 1. INTRODUCTION Agenda 21, Chapter 40, on information to support decision making specifies the necessity of improving information control with a view to making environmental information more accessible. The UNEP Environmental Assessment Programme (EAP) has a mandate to:
    • give the world community access to significant data and information;
    • help governments make a much wider use of environmental information to control the nature conservation process and rational use of natural resources.
To meet these needs, UNEP/EAP shall provide assistance to developing countries and countries in transition to a market economy so as to facilitate environmental data and information management. The end product of the programme will be the global operational environmental information network. The UNEP approach involves a number of measures that will be implemented in four stages (Assessment - Implementation - Execution - Operation) for which appropriate guidelines have been drawn up. A general review of environmental information in the country will be given at the assessment stage. This Report has been drawn up in compliance with the GRID-Arendal-Manager recommendations on the programme in the countries of Eastern Europe and developing countries made by Doctor Otto Simonett.
