    Native Kazakhs , a mix of Turkic and Mongol nomadic tribes who migrated into the region in the 13th century , were rarely united as a single nation. The area was conquered by Russia in the 18th century and Kazakhstan became a Soviet Republic in Alash Orda State in Kazakhstan and Kyrgyzstan During the and agricultural " Virgin Lands " program, Soviet citizens were encouraged to help cultivate Kazakhstan's northern pastures. This influx of immigrants (mostly Russians , but also some other deported nationalities ) skewed the ethnic mixture and enabled non-Kazakhs to outnumber natives. Independence in caused many of these newcomers to emigrate. Current issues include: developing a cohesive national identity; expanding the development of the country's vast energy resources and exporting them to world markets; achieving a sustainable economic growth outside the oil, gas, and mining sectors; and strengthening relations with neighboring states and other foreign powers.

Kazakstan is located deep within the Asian continent, with coastline only on the landlocked Caspian Sea. The proximity of unstable countries such as Afghanistan, Tajikistan, and Azerbaijan to the west and south further isolates Kazakstan. In the mid-1990s, Russia remained the most valuable sponsor of Kazakstan in economic and national security matters, but in such matters Nazarbayev also backed the strengthening of the multinational structures of the Commonwealth of Independent States, the loose confederation that succeeded the Soviet Union. As sensitive ethnic, national security, and economic issues cooled relations with Russia in the 1990s, Nazarbayev cultivated relations with China, the other Central Asian nations, and the West. Nevertheless, Kazakstan remains principally dependent on Russia. Kazakstan entered the 1990s with large natural resources, an underdeveloped industrial infrastructure, a stable but rigid political structure, a small and ethnically separated population, and a commercially disadvantageous geographic position. In the mid-1990s, the balance of those qualities remained quite uncertain.

    With the revival of academic and political interest in Central Asia, the vacuum of thought about the region, formerly contained by the firm structure of the Cold War, has been filled in recent years by a surfeit of predictions about its future. Many of these derive from historical extrapolation (the "new Silk Road" and the "new Great Game"); others from a peculiar fascination with natural resources (the "next Saudi Arabia").     After the year's break, the Championship of the Republic of Kazakhstan is held again in the two leagues, i.e. the first division still plays to takes two places for to reach the super league. However, the number of teams in the super league was reduced. "Automobilist" (Shortandy) became the debutante for the super league in 1997, having won the championship of Kazakhstan for physical training groups in 1996. The victory at the VI Football Championship Of the Republic of Kazakhstan was 3 points; draw - 1. The teams losers got no points. All teams wishing to play in the first league were welcome. The best footballers and the best teams were recognized due to the teams' head coaches.
