  • Pre-conference Preparations Preparations for the conference were centred on the following activities:
    • As part of acknowledging the initiative an announcement of the undertaking was made by the executive committee of ZaMEA.
    • Effectively this announcement consisted of the formation of the Organising Committee for PASMEC2001 and putting out a Call for Presentations among the Music/Music Education fraternity.
    • The next step was the initiation of the mobilisation effort of resources for the organisation of the conference.
  • Conference Announcement IIn announcing the conference undertaking, ZaMEA put in place an organising committee. The committee decided on August as being the most appropriate time to hold the conference for a variety of reasons (AU meeting, national elections, the weather, etc.). The committee then sent out a call for presentations. Following are the details:

    MONDAY, 22 OCTOBER 2001
    The first meeting of the Ad Hoc Open-ended Working Group on Access and Benefit-sharing (ABS) under the Convention on Biological Diversity (CBD) began its deliberations, as delegates heard opening statements and considered organizational matters in a morning Plenary. In the afternoon, two Sub-Working Groups convened to address substantive issues. Sub-Working Group I (SWG-I) discussed the development of draft international guidelines on ABS, and Sub-Working Group II (SWG-II) discussed an action plan for capacity building. PLENARY OPENING STATEMENTS: Ruben Olembo, on behalf of Noah Katana Ngala, COP-5 Bureau President and Minister of Environment and Natural Resources of the Republic of Kenya, opened the meeting. He highlighted developing countries’ interests in ABS guidelines, especially for poverty reduction and sustainable development. He reviewed previous work under the Experts’ Panel and the Conference of the Parties and noted Saudi Arabia’s recent accession to the CBD.

    Half measure
    In the wake of the Aceh peace accord , the Indonesian government has pledged to take a step in resolving its other regional conflict by installing a popular assembly in West Papua. The creation of such an assembly was mandated by a 2001 "special autonomy" law but has never been put into effect. Its installation will be a significant step in resolving the conflict - not least because it will provide Jakarta with an opposite number in further negotiations - but there are signs that the Indonesian government may not allow it to fulfill its originally intended purpose: Critics have said, however, that the government was buying time in setting up the MRP, as it appeared reluctant to give it wide-ranging powers as mandated by a 2001 Law on special autonomy for Papua [...] Under the 2001 Papuan Special Autonomy Law, the MRP is authorised to deal with various problems in the province, ranging from rampant human right abuses, to coping with the social, cultural and economic gaps being faced by its indigenous people. The assembly that will be inaugurated next month may prove to be one with scaled-down authority. In addition, the short time frame remaining before the assembly is installed - its swearing-in is scheduled for October 7 or 8 - indicates that it will be appointed rather than elected. As such, even if this legislature is granted all the powers it is supposed to have under the autonomy law, its members will likely represent Jakarta at least as much as the West Papuan people. The Indonesian government will have to do better if it plans on reaching a final settlement anytime soon.

Tokyo Cairo At the request of the Egyptian government in 1994, JICA conducted a development study for bridge construction in 1995, and the Japanese government made a cabinet decision to extend grant assistance in 1997 for the bridge. Construction began in May 1998 and was completed at a cost of approximately US$180 million, 60% of which was covered by Japan and the remainder by Egypt. A Japanese consortium was involved in building a major portion of the bridge, including two huge concrete pylons each measuring 154 meters in height, a steel girder serving four-lane traffic, cables, and high-pier approach roads. The girder of the cable-stayed bridge rises 70 meters above the surface of the water, the highest in the world, thus allowing ships to pass beneath. The H-shaped pylons were designed to resemble ancient Egyptian obelisks. The construction went ahead without a single accident in thousands of man-hours. With its sublime appearance, it is hoped the bridge will become a symbol of peace in the Middle East by providing a key conduit for increased economic activity between Egypt and the Sinai Peninsula.

      "Million Dollar Man" finds riches in Christ
      Ted DiBiase, previously a well-known professional wrestler, has become a Christian. "No amount of money in the world can persuade me to return to that sport," says DiBiase, now a preacher. When his contract with World Championship Wrestling expired, he left the sport completely. Despite remaining one of the sport's best-known personalities, having won three Team World Championships, he says "Wrestling has changed. Today, it is vulgar, without morals or values, and the wrestlers are a cross between entertainer and athlete." 45-year-old DiBiase now travels with 'Heart of David Ministries', speaking in churches and schools. "Ego, pride and money were the center of my life," he says. However, most of imperialist forces were motivated by hidden agendas, such as to gain cheap labor, new territories, and, most importantly, raw materials.
    Is it true that the people from the underdeveloped countries are really underdeveloped? Will these people soon be extinct without the aid of the imperialists, or will they sink into chaos and poverty? According to Michael Parenti "people in third world countries do not need to be taught how to farm. They need the land and the implements to farm. They do not need to be taught how to fish. They need the boats and the nets and access to shore frontage, bays, and oceans. . . . They need to be given back their land and labor so that they might work for themselves and grow food for their own consumption."

    When I say this is a work in five movements, I am NOT trying to be "pretentious"; rather I am trying invoke a concept from Western classical music.
    Those who are familiar with the structure of symphonies know what I am talking about.
    I am using the term Movement in that musical sense, but not in that literal classical musical sense, but more in that evocative sense that the way this essay is STRUCTURED is not as slapdash and haphazard as casual browsers often imagine.     The prospects for peace in Angola seem remote. The current crisis, which began in December 1998, continues despite calls for peace from international, religious and grassroots groups. Fighting between government and UNITA forces has been reported in most provinces during the reporting period and consequently the long-term humanitarian situation has not improved significantly. According to the OCHA database, approximately 2.5 million persons have been displaced since December 1998. Of these, more than one million people have been officially registered as IDPs by a UN agency or NGO. The IDPs are currently settled in 120 locations of which 36 remain inaccessible to the international community (OCHA - 18/06/00). Guerrilla activities persist in many parts of the country, perpetuating the prevailing insecurity among the population and considerably reducing the amount of humanitarian assistance that can be delivered by road. As a result most relief is delivered by airlifts, which are extremely expensive. Nutritional Situation An FAO/WFP Crop and Food Supply Assessment Mission to Angola in April indicated that cereal production is about 5% lower than last year, due mainly to unfavourable rain patterns, reduced access to land, and shortages of essential inputs. The mission, which visited every province where food aid is distributed, estimated that some 1.86 million people will require food aid in 2000-20001. The mission noted that although Angola used to be self-sufficient in major food crops, and even a net exporter of staples, the impact of the protracted civil war has reduced the country's total cereal production to less than 40% of the country's total requirement. This was felt to underscore the acute food insecurity of the populations, IDPs and residents alike (FAO/WFP - 17/05/00).
