She presents frequently for the International Reading Association and at other international education conferences. Dr. Garber-Miller consults and provides in-service training for K-12 schools in the Kansas City area. Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    The mission of KCTF is to increase the number of outstanding individuals who become public school teachers and to give them the tools to maximize their impact on student achievement. These statements are grounded in the belief that our community's top minds will commit themselves to teaching and improving public education if they are given the opportunity and support they need. The program was created with this fundamental objective in mind. Because we seek to identify individuals who will work relentlessly to ensure that all students will meet high academic expectations, the process is selective in nature. People selected for the program will become part of a cohort of professionals who are all working toward a common group of goals. Upon acceptance into the program, Fellows attend an intensive summer institute which consists of seven weeks of pre-service training. Upon completion of the summer institute, Fellows will be assigned a placement in the Kansas City, Kansas school district which consists of location, grade and subject if applicable. Fellows train during the summer and begin teaching in their own classroom in the fall. They will be assigned a mentor teacher and most likely placed in a school building with other Fellows. During the next two-year period, Fellows will work toward their Master's degree and/or certification while teaching. Upon completion of the program, Fellows will have earned their teacher certification and/or their Master's degree, depending on the selected program of studies.

    English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    According to State Education Agencies (SEAs) and state information from the Teachers of English to Speakers of Other Languages (TESOL) Web site, 42 states and the District of Columbia offer ESL teacher certification or endorsement, while 27 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement.
