(external link) Legislative Report - July 2, 2005 The Kansas Legislature was called to session to respond to an extraordinary June 3 ruling by the Kansas Supreme Court which found existing school funding inadequate to meet the needs of Kansas school children and provide them with a "suitable" education. The ruling also ordered a stay of all local funding options. The Court ordered the Legislature to add no less than $143 million in additional funding for the 2005-2006 school year and an additional $568 million for the 2006-07 school year. The Kansas Senate moved quickly to develop a school funding plan which would provide an additional $160 million, including increased spending on "at-risk" and special education students. The bill split the remainder of the money equally between funding the school finance formula, re-establishing correlation weighting (which benefits larger districts) and providing more equalization of local option budget and capital outlay authority. This bill, SB 3, passed the Senate on the first day (June 22) of the special session. However, the companion bill to pay for the plan by allowing some state owned casinos and slot machines at the tracks, failed. SB 1603, a proposed constitutional amendment barring the Supreme Court from ordering the Legislature to appropriate money for any purpose, passed the Senate on a 30-10 vote and would have been submitted to the voters around Labor Day.

General Information Accreditation Disabled Student Services Law Building Law Library ... Resource Center History In 1895, three young lawyers with energy and vision, William P. Borland, Edward D. Ellison and Elmer N. Powell, founded the Kansas City School of Law with the active assistance of leading members of the bench and bar. Borland, the first dean of the school, was elected to Congress in 1910 and was succeeded by Ellison, who served as dean until the School of Law merged with the University of Kansas City in 1938. After affiliation with the University of Missouri System in 1963, the school assumed its present name as the University of Missouri-Kansas City School of Law. Accreditation The school is accredited by the American Bar Association and is a member of the Association of American Law Schools. Law Building Nestled among giant oak trees on the corner of 52nd and Oak Streets, at the center of Kansas City and at the center of the nation, is the UMKC School of Law. Among the unique features of this building are "virtual office" suites shared by faculty and students. The School of Law continues to take great pride in its efforts to foster faculty-student interaction. Many LL.M. students are assigned to student offices or carrels located within suites that also house their professors' offices. This "intellectual migration" was designed to foster the exchange of ideas and more generally to promote collegiality between faculty and staff. As a further step, the tax, business, and estate planning suite houses a virtual office featuring state-of-the-art computers linked to primary servers in the Law Library's Virtual Classroom, in a conference-style setting.

"Nobody was smarter than anybody else," the attorneys quoted Vonnegut as writing. "Nobody was better looking than anybody else. But in a telephone interview Wednesday, Vonnegut told the Journal-World that the students' attorneys may have misinterpreted his story. "It's about intelligence and talent, and wealth is not a demonstration of either one," said Vonnegut, 82, of New York. He said he wouldn't want schoolchildren deprived of a quality education because they were poor. "Kansas is apparently handicapping schoolchildren, no matter how gifted and talented, with lousy educations if their parents are poor," he said.

Team Role The School Improvement and Accreditation Team assists and monitors K-12 public and private schools participating in Quality Performance Accreditation (QPA). Additional responsibilities include development of curricular standards, instructional support materials, and professional development related to curriculum and school improvement issues. Select members of the team work with the Center for Education Testing and Evaluation in the development, administration and interpretation of the Kansas Assessment Program.
