Overview Homeschooling is perfectly legal in the state of Kansas. Unfortunately, Kansas’s statutes do not mention homeschooling specifically, and thus some confusion exists on this issue, especially among public school officials and occasionally among local legal authorities. However, among the state's legal authorities, which includes the Kansas Attorney General, the Department of Social and Rehabilitation Services (SRS), the legal staff of the Kansas State Board of Education, and numerous district courts, the legality of homeschooling in Kansas is fairly well settled. Kansas Statutes The 1996 Kansas Legislature amended K.S.A. 72-1111, the statute pertaining to compulsory school attendance in Kansas, to read as follows: Additionally, K.S.A. 72-53,101 imposes a one-time registration requirement at the establishment of a private school in Kansas: "72-53,101.Each official custodian of a private elementary or secondary school shall register the name and address of the private elementary or secondary school with the state board of education."

Destroyed by fire, Jan. 3, 1997. Plevna is located in Reno [RN] County a couple of miles north of the North Fork of the Ninnescah River. Highway US 50 runs on the North edge of Plevna; an older road from Abbyville to Sylvia runs through Plevna. As you come into Plevna from the east, the highway has to bend around the old brick auditorium that now houses the city offices. There is playground equipment on the east side of this building. The Santa Fe railroad still serves Plevna, and the State Bank of Plevna is still in business. For many years the Plevna General Store was a well-known gathering place and local landmark; sadly, it burned January 3, 1997. History Plevna, in Bulgaria, was the site of an important 1878 battle in the Russo-Turkish War. There is also a Plevna in Montana and Ontario. Schools

At the September meeting, State Board members reviewed and debated portions of the proposed Health Standards. The board members debated whether or not students should "opt in" or have signed parent permission forms to attend the sex education portion of the health curriculum.
Currently in most schools, students attend the classes unless parents "opt them out." The districts are not bound by the State Boards' recommendations concerning the Health Standards. The standards are only recommendations to the school districts because the state does not test students on health standards as part of district accreditation.
There were two motions and votes on the "opt in" or "opt out" options. The board split 5-5 on both votes. Kathy Martin from Clay Center voted with the moderates on the board to continue the current "opt out" system. Ms Martin said that the "opt in" procedure would be too cumbersome on districts that are already stretched for time to complete required paperwork.

School Violence Is Target Of New National Campaign
Jefferson City, Mo. Attorney General Jay Nixon announced that his office is launching Missouri's portion of a national "keep schools safe" campaign to address the potential of deadly violence in schools. The safe schools campaign is spearheaded by the National Association of Attorneys General (NAAG) and the National School Boards Association (NSBA).
"Schools need to be safe havens of learning for all students," Nixon said. "Law enforcement agencies and schools need to work together with parents, children and teachers to take the proactive steps to prevent acts of violence in our schools."
Nixon outlined the following steps that have been or are being undertaken by his office:

The new web site, "Keep Schools Safe" features the best available resources for educators and parents about school safety, such as a detailed plan for school security, tips on how parents can help to spot potential problems and hundreds of other resources. AN ACT relating to the government of schools in Kansas City, Kan., and to amend section 6290 of General Statutes of 1901. Be it enacted by the Legislature of the State of Kansas: SECTION 1. That section 6290, being also section 182, article 10, chapter 92, of the General Statutes 1901, entitled "An act for the regulation and support of common schools," be and the same is hereby amended so that the same shall read and be as follows: Sec. 182. The Kansas Meadowlark July 2, 2005 Kansas Supreme Court to Close Kansas Schools? A press conference was scheduled by the Kansas Supreme Court at 2 PM on Saturday near the fountains on the north side of the Kansas Judicial Center. The splash of water from the fountains made hearing the court's statement and questions and answers from the press quite difficult. This battle is all over what a "suitable education" means, and has become a constitution battle between the Kansas legislature and the Kansas Supreme Court. Ron Keefover , who is the education and information officer for the Office of Judicial Administration, passed out a two-page order from the Kansas Supreme Court , which was signed by Chief Justice Kay McFarland: The order announced a hearing at 9 AM, July 8 for the parties of the Ryan Montory, et al, case to show cause why the court should not issue an injunction. The court's order said "Specifically, counsel should demonstrate why this Court should not enter an ORDER enjoining the expenditure and distribution of funds for the operation of Kansas schools."

The McPherson Unified School District 418 is recognized as one of the leading school districts in Kansas. The McPherson schools are served by three central office administrators, a full-time special education director, nine building administrators, a food service director, a buildings and grounds director, 249 certified staff and 253 classified staff.
The district operates an early education center, four elementary schools, a middle school, a high school, an alternative high school program, and is also the sponsoring district of the McPherson County Special Education Cooperative. Enrollment (K-12) in the McPherson schools is approximately 2550.

New Kansas Requirements for Fine Arts
Thanks to the efforts of hundreds of arts advocates in our state, the Kansas State Department of Education recently approved new regulations for high school graduation that included one unit of fine arts. Requirements for fine arts programs in Kansas schools include several other stipulations:
  • A component of the new QPA/ESEA regulations specifies that districts must “have in place…quality assurance measures” at both the elementary and secondary levels programs to support learning and growth. Included in these are the computer literacy, counseling services, fine arts, language arts, library services, mathematics, physical education, science, services for students with special needs, and history and government. (SBR 91-31-17) One-hundred percent of those teaching core subjects must be fully certified/licensed in the subject they teach, including music, art and drama/speech. Local boards of education will decide which courses may be included as a fine art (as they do mathematics, science, etc.). The regulatory language that the board agreed upon states, “One unit of fine arts, which may include art, music, dance, theatre, debate and other similar studies selected by a local board of education.” (We’re working to have the word “debate” exchanged for “forensics.”) The fine arts graduation requirement will be in effect for freshman entering high school in 2005-2006, with an option to begin as early as 2003/04
