How can state laws "trump" a United States Supreme Court decision? In short, they don't. They exist independently. Here are two things most of you already know: First, in its 1988 decision, Hazelwood School District v. Kuhlmeier , the U.S Supreme Court significantly cut back on the First Amendment rights of most high school student journalists when working on school-sponsored publications. Second, so far, six states (Arkansas, California, Colorado, Iowa, Kansas, Massachusetts) have passed student free expression laws and a number of local school districts have enacted student publication policies that limit the ability of school officials to their censor student media. By Peter Slevin Washington Post Staff Writer Friday, May 6, 2005; Page A01 TOPEKA, Kan., May 5 Debating a question that the scientific establishment considers settled, Kansas education authorities put evolutionary theory on trial Thursday in a hearing marked by sharp exchanges over Earth's origins and what students should be taught in science class. Scientists who support the idea of intelligent design, a set of assumptions that challenges established scientific thinking, told an approving Kansas State Board of Education subcommittee that modern Darwinian theory relies too much on unproven reasoning. Gaps in the science, they argued, leave open the possibility that a creator, or an unidentified "designing mind," is responsible for earthly development.
The debate draws a range of people, including, from left, John Yost, Dick Unruh, Wayne Stringer and Greg Lassey.

KANSAS CITY MAYOR RECOGNIZED NATIONALLY FOR COMMUNITY LEADERSHIP Points of Light Foundation Presents Award at National Conference Mayor Carol Marinovich was honored for her leadership and proactive efforts to institute positive and lasting change in Kansas City, Kansas (KCK). While Mayor Marinovich believes in the importance of partnering with government agencies, local and state, she also believes that it's important to work closely with neighborhood groups-what she calls "the mainstay to the longevity of positive change." Since she became Mayor, citizen involvement in the life of the city-a real measure of the health of a city-has grown significantly, with the number of KCK neighborhood organizations growing from 30 to more than 100. In 1997, Marinovich chaired the KCK delegation to the Presidents' Summit on America's Future in Philadelphia. Following the Summit, she was instrumental in the establishment of Kansas City's Promise and co-chaired the effort in its formative years, providing leadership in Wyandotte County and across the metropolitan area. The Points of Light Foundation Community Leadership Award was established in 1992 to recognize the outstanding citizen volunteer in the mmunity that is host to the National Conference on Community Volunteering and National Service.

Volunteers take a break from painting a D.C. school to pose with the JOIN HANDS DAY mascot.
"Is this Candid Camera?" Kelly Jander, volunteer coordinator of the Rosedale Development Association in Kansas City, Kan., asked this question when she learned she has been awarded a $1,500 grant, one week before her JOIN HANDS DAY project. "It came at the right time," said Linda Wright, office manager of the Rosedale Development Association. "We were going to nix a major part of the project because of not enough money. But then it just came! The project just turned out awesome." This year, on May 7, 2005, adults and youth joined hands across the country to participate in volunteer projects. Foundation staff directly participated in JOIN HANDS DAY by sending a team to help beautify 33 public schools in the district, in partnership with Hands on DC, an all-volunteer, one-day, work-a-thon each spring that improves conditions in the D.C. public schools and raises money for college scholarships. The Rosedale Development Association in Kansas City, Kan., (Rosedale) called their JOIN HANDS DAY project "Operation Rosedale Paradise." After a communal breakfast, 70 volunteers transformed a bare lot behind the building into a green area surrounded by flowers and a wooden fence. Volunteers built a stage-deck and two round picnic tables, and painted a nearby playground with bright colors.
