Special collections of court and court-related materials. The library is a U.S. Federal Depository Library ACCESS TO THE COLLECTION: Anyone can use the library on the premises. HOW TO BECOME A NEWTON PUBLIC LIBRARY CARDHOLDER
Library cards are issued to residents of Kansas without charge. Courtesy cards are issued to college students who are not residents of Kansas but attending an area college. An Adult library card is issued to an applicant age 18 or older with the personal presentation of identification. Identification accepted: Adults: Valid Kansas Driver's License with current address or Kansas ID card or two identifications, one which verifies current address. Childrens: Parent's/Guardian's signature with parent's/guardian's identification as per above qualifications.

Patti Butcher Named South Carolina State Library Director
Patti J. Butcher of Lawrence, Kansas, has been named South Carolina State Library Director effective July 1. She replaces Jim Johnson who retired at the end of June. Butcher was library development coordinator at the Northeast Kansas Library System in Lawrence. Educated at the Emporia State University and the University of Kansas, Butcher has worked as director of library information technology at the Kansas State Library and as department head for reference and interlibrary loan at the Central Kansas Library System in Great Bend, Kansas. Butcher was awarded the Kansas Library Association "President's Award to New Professional" in 1996. She is a member of the American Library Association, Kansas Library Association, Public Library Association, Mountain Plains Library Association and Beta Phi Mu. She has participated in numerous professional activities for library including serving as president and vice-president of the Kansas Library Association. "Patti brings many qualities to the director's position," said B.G. Stephens, chairman of the Board of Trustees. "The board of trustees is confident that her expertise and experiences will be an asset to the South Carolina State Library and its employees."

INTERLIBRARY LOAN WHAT IS IT Borrow BOOKS from WITHIN KANSAS WHAT CAN BE BORROWED? WHERE DO I RETURN AN ITEM? ... ARTICLE ILL REQUEST FORM WHAT IS INTERLIBRARY LOAN? This is a service offered by the Southwestern College Library. If we don't have a book or article in our databases or housed in paper form in the main campus library, we will borrow it from another library and mail it to you. 95% of the time, we are successful in locating the item for you. Note that this is a service restricted to Southwestern College students, faculty, and staff. Members of the general public should inquire at their local public libraries for availability of interlibrary loan services through the local public library system. This service usually takes between 8-14 days because it relies on shipping and receiving books through the US Postal Service. Once the item has arrived, a photocopy of a journal article is yours to keep forever. A book must be mailed to or dropped off at the Main Campus library so that we can return it to the library from which it was borrowed. WHAT CAN BE BORROWED?

Introduction
In 1995, The Kansas Disaster Recovery Assistance Network (K-DRAN) was created by the Kansas Library Network Board in order to meet the goal of "preparing for disasters that threaten information resources." At that time, the state of Kansas was divided into three semi-autonomous regions for faster response to emergencies. During the summer of 1997, Michael Kelly, Curator of Special Collections at Wichita State University, and Whitney Baker, a consultant from the Preservation and Conservation Studies Program at the University of Texas at Austin, laid the foundation for one region's response efforts. The network, named "D-RISK" (Disaster Recovery in Southwestern Kansas), was designed to incorporate all repositories of paper-based collections in south central and southwestern Kansas, including historical societies, county records agencies, libraries, and museums. The creation of D-RISK was met with some formidable challenges. First, with the exception of Wichita (population 500,000) and a few other cities, the region was mainly rural and sparsely populated. D-RISK encompassed thirty-five counties; a drive across the region from east to west would take at least six hours on a clear, spring day. Given such a large geographical expanse, there was legitimate concern about the network's ability to respond quickly to disasters that might be located hours away from a large population center. Additional challenges for the D-RISK team included overcoming a lack of regional preservation and conservation expertise and a dearth of financial support. Despite these weighty concerns, a successful regional coalition was developed that could serve as a model for other rural networks.
