  • The first library was started in Concordia in 1892, and there has been continuous library service to residents for 100 years. The Frank Carlson Library is governed by a seven-member Board of Trustees appointed by the City Commission. Who may serve, length of term, and other details are regulated by State Statute. The City of Concordia is the Library's taxing authority because the Library Board is not empowered to levy tax. The amount of support required is addressed in the State Statutes. The Frank Carlson Library receives the majority of its funds, but not all, from the City. Other funding sources include the Central Kansas Library System and the State of Kansas (State Aid). CKLS accounts for about 10% of funds, State Aid represents about 2.25%. If City support falls below a specified level, CKLS and State Aid funds are jeopardized. Additional funding comes through grants, donations, memorial gifts, and through other means. Each major funding source has restrictions attached to the monies provided. Each must be accounted for separately. Detailed expenditure reports are filed with the City (through the annual audit), the Central Kansas Library System, and the State of Kansas.

Most of the magazines the Library subscribes to are available full text with pictures. For a general search choose the Expanded Academic ASAP. OCLC First Search combines magazine and journal articles with other databases. World Cat is a world wide listing of books held by libraries, GPO (Government Publications Office) is a great place for government information and pamphlets. Also available: World Almanac, ERIC and Medline. For a general search through magazines like the library subscribes to try Article First or Wilson's Select. Sirs Discoverer netLibrary contains electronic books on a variety of academic and business topics. You will need to create an account for yourself, although there is no charge for the service.
