MARTINEZ ANNOUNCES $376,953 IN GRANTS TO HELP KANSAS FAMILIES Funding Aimed at Making Families Employable, Self-Sufficients
KANSAS CITY, KS - Housing and Urban Development Secretary Mel Martinez announced $376,953 in grants today to ten housing authorities in Kansas that will be used for job training and placement for low-income citizens. "This funding will help hundreds of citizens in Kansas find employment and eventually become economically independent," said HUD Secretary Mel Martinez. "HUD is committed to revitalizing communities through job advocacy, training programs and economic development." A total of 771 housing authorities in all 50 states, the District of Columbia, Guam and Puerto Rico will receive $47,688,000 in HUD Family Self-Sufficiency (FSS) Program grants.

This organization provides social services to Latino immigrants living in the Kansas City metropolitan area. The FDIC-El Centro partnership focuses on the following goals: assimilate Latino immigrants into the American financial system; enable Latino immigrants to open bank accounts; foster access to asset building opportunities for Latino immigrants; provide guidance to banks on serving Latino clientele; and promote awareness of the Latino market to financial institutions. FDIC's partnership with El Centro employs a comprehensive asset building strategy. Those benefiting from financial education classes may also access complementary services that enable immigrants to accumulate wealth. El Centro clients can deposit the refunds they secure from the free tax preparation services to Individual Development Accounts, and in turn use account monies to purchase an inexpensive home through one of El Centro's targeted mortgage loans.

Federal Family Violence Prevention And Services Grant (FVPSA)
Federal Family Violence Prevention And Services Grant (FVPSA)
Purpose To prevent incidents of family violence and to provide immediate shelter and related assistance for victims of family violence and their dependents in order to prevent future incidents. Eligible Applicants Funds are available to support community-based not for profit organizations whose primary purpose is to operate programs and shelters for victims of domestic violence and their dependents and which provide counseling, advocacy and self-help services to victims and their children. All programs must be accredited by the Kansas Coalition Against Sexual and Domestic Violence. Federal guidelines require a 20% non-federal cash match for existing programs and a 35% non-federal cash match for new programs. Funding Sources 2004 Grant Awards Number of Victims Served July 1, 2001 - June 30, 2002 15,711 women, children and men receiving services

Here are just a few measures Todd has supported that provide record funding for veterans programs:
  • The FY2004 Consolidated Appropriations bill (P.L. 108-199), which contained the VA-HUD Appropriations Act provides $27.2 in total budgetary resources for the Veterans Health Administration, a $1.4 billion increase over last year and approximately the President's request. This appropriations package includes:15.8 billion to fund medical services for veterans with service connected health needs; $5.1 billion for VA's medical administrative costs; $4 billion for VA medical facilities; $1.9 billion for medical care for non-service connected veterans; $408 million for veterans' medical and prosthetic research The Veterans' Compensation Cost-of-Living Adjustment Act was signed into law December 3, 2003. This increases disability compensation rates to veterans with service-connected disabilities as well as dependency and indemnity compensation rates for survivors of certain service-connected disabilities.

The Successful Families Program
July 2003 The Successful Families Program has services for low income families including the following:
  • Cash assistance, also known as Temporary Assistance for Families (TAF)
    Helps adults with their problems in getting a job
    Provides support services for work, training, work activities, and education
The program helps families increase their skills, build on their strengths, and keep children in their homes. To receive help from Successful Families, a family must have at least one child in the home under the age of 18. The child may also be an unborn baby. The child may live with a parent or a relative. The child may also live with a person named by a court to take care of the child, such as a guardian, conservator, or custodian. Families must also have low income and resources. The income of all children and their parents in the home is counted. Some types of income and resources are not counted, such as the following:

CHECK News This is admittedly a clever program, which may in fact be completely legal under the existing statutory framework. MPS have managed to establish what is effectively a state-funded school voucher program for homeschoolers without the Kansas Legislature's direct consent. To the best of our knowledge, there has been no official reaction to the MKIA program from any state-level authority. CHECK Chairman David Barfield contacted Rod Bieker, general counsel for the Kansas Dept. of Education, to inquire if MKIA's program had been approved. Mr. Bieker replied that it had not. In his view, MKIA's reimbursement of expenditures made by parents is not authorized, but he could not state unequivocally that this is the case. The KDOE is apparently seeking an opinion from the Kansas Attorney General as to whether the MKIA program can be funded. He also speculated that a lawsuit might be necessary to resolve the issue. MPS Superintendent Rustin Clark has been speaking with homeschooling families and support groups all over the state, and word of this program is beginning to spread through the grapevine. According to hearsay reports, perhaps as many as 50 homeschooling families have already signed on.

The field trip held in conjunction with the Coalition for Community Schools National Conference "Building the Movement for Community Schools" provided insight into this movement, how it is evolving in states and localities, as well as opportunities to learn about community partnerships designed to improve education and service outcomes for children and youth. Field trip participants from the U.S. Department of Education’s Office of Elementary and Secondary Education, and 21 st Century Community Learning Centers Program; Health and Human Services Regional Administration for Children and Family Programs; the office of Senator Christopher Bond; the House Committee on Education and the Workforce; the District of Columbia Public Schools; and the David and Lucile Packard Foundation:
  • Attended conference activities highlighting models, such as Beacons, Children’s Aid Society (CAS) community schools, California After School Partnerships, the United Way’s Bridges to Success, and Communities in Schools. (See AYPF field trip report, "Community School and Beacon Models in New York City," March 1, 2000 for a discussion of a CAS school, and a Beacon.) Explored issues affecting community and after-school programming (such as sustainability, financing, the capacity of organizations to implement these programs, managing and governing partnerships) with practitioners and policymakers.
