KSDE-Student Support Services
Para Notes Parent Rights Is My Student Eligible for Special Education?
September 6, 2005
The Shawnee Mission School District follows the Kansas State Department of Education process for determining eligibility for special education services. This article will briefly review this intervention process and give parents a contact person for more information.
If parents or the school staff members have a concern that a student is failing to make educational progress the school Student Improvement Team (SIT) or the General Education Intervention (GEI) team develops a plan for addressing the student concerns.
The school staff members carry out the intervention plan and collect data on how the plan is impacting the student's progress. The team may determine to continue with the intervention plan for an indefinite time period. It is suggested the school team review annually to see if the plan is still required and is being effective. The school team may find a need for further evaluation in order to determine if special education services are required and will refer the case on to special services.
If the team does refer the student for an initial evaluation for special education services, the parents are invited to a meeting at the school. The school team develops an assessment plan with the parent and asks for parent consent for conducting the evaluation. At this meeting parents are given an approximate timeline for completing the evaluation, but it is typically completed within 60 school days. Parents are invited to a follow-up meeting when the assessment process is complete and the results of all evaluations are reviewed and the parents receive a written report. If the team determines a student is eligible and has need for special education an Individual Special Education Program plan (IEP) is written and the parents will receive a copy of it as well. At this point parents are asked to give written consent before special education services begin.

Milestones for the 2004 - 2005 School Year! * HLC/NCA Institutional Accreditation - Receipt of the maximum possible award of 10 years with no other requirements or reports. This totally clean award is almost unheard of today. 90%+ of the colleges and universities in HLC/NCA from Minnesota to Arizona receive a lesser award. * Student Learning Assessment Program - Under the direction of the FALC committee led by chair Mike Westerhaus, PCC has a model learning assessment program. This program was a critical piece of the HLC/NCA success. North Central evaluators have told PCC that over 80% of their institutional evaluations get citations on this issue alone. PCC has received high praise as a model program. Congratulations to FALC and Chair Westerhaus and to all faculty who are using the assessment system in their programs and classes. *National program accreditations (Automotive Technology, Business and Nursing)
