TOPEKA Reversing a decision that sparked international criticism and 18 months of tension, the Kansas Board of Education on Wednesday approved new science standards that emphasize evolution. A feeling of relief settled in the packed meeting room after the vote, but several board members and observers said the debate was far from finished. "I'm really gratified that this chapter is over," said John Staver, a Kansas State University professor and co-chairman of the 27-member committee of science educators who wrote the new standards. But, he said, "the book is not closed." Businessman Dave Raffel of Shawnee, an evolution supporter, said, "This is one step down along a long road that there doesn't seem to be any end to." Critics of the board's vote said the Kansas debate had opened a floodgate that couldn't be closed.

KANSAS RESIDENCY FOR TUITION PURPOSES Qualifying for Kansas residency for tuition purposes at state universities is frequently misunderstood. Students from out-of-state can be misled into thinking they can establish Kansas residency when, in fact, it is extremely difficult to do while they are students. The pertinent laws and regulations are quoted in this document and are in italics type. Abbreviations used: K.S.A. stands for Kansas Statutes Annotated, and K.A.R. stands for Kansas Administrative Regulation.
INSTRUCTIONS for filling out the Application for Resident Classification (Completely read Rules and Regulations below prior to filling out the application) I've lived in Kansas over a year. Why do I have to fill out this long form?
Qualifying as a resident for tuition purposes requires more than just being present in the state for a year. And a change in residence classification has significant financial ramifications. We have to be able to justify each change with the auditors. This form provides, in one place, all the information we need to make, and justify, an informed residency decision. It also gives us more current information than we usually have on other forms that you filled out weeks or months earlier, and it provides your signed (and notorized) affirmation that all the information provided on it is true. This form was developed with the attorney for the Kansas Board of Regents by representatives from all the state universities in Kansas, and all of the state universities use the same form.

Washington, D.C. Mr. Chairman and Members of the Subcommittee: I appreciate this opportunity to testify in support of the Goals 2000: Educate America Act . This hearing is taking place at a critical time, because education is more important to the Nation than ever before, and because we are starting to show important progress in education achievement and performance. SAT scores are up. Students are taking tougher courses and, as a result, math and science scores have gone up. But we still have a long way to go. Now is the time for those of us at the Federal level to do everything we can to help move education forward in this country. Supporting the continued implementation of Goals 2000 is one very important step.

Awarding of professional development points. (a) In awarding professional development points, each educational agency shall designate that one professional development point is equal to one clock hour of inservice education. (b) If a person documents completion of an inservice activity, the person shall be awarded professional development points equal to the number of clock hours completed. (c) If a person who has earned points for completion of an inservice activity later verifies that he or she has applied the skills or knowledge gained, the person shall be awarded two times the number of professional development points that were earned for completion of the inservice activity. (a) The board of regents may adopt rules and regulations for the admission of students at the state educational institutions. Effective for the 2001-02 academic year and thereafter, the rules and regulations shall include the following: Each Kansas resident who has graduated from an accredited Kansas high school and who is seeking admission to a state educational institution shall be admitted if the applicant for admission has achieved at least one of the following: (A) The applicant has completed the precollege curriculum prescribed by the board of regents with a minimum grade point average of 2.0 on a 4.0 scale or has been recognized by the board of regents as having attained a functionally equivalent level of education; or

the applicant has a composite American college testing program (ACT) score of not less than 21 points; or

An application to apply for Kansas "residency for fee purposes" follows these guidelines. You must read the guidelines first. If you feel you may qualify for "residency for fee purposes," please complete and return the application. (Updated 7/98) INSTRUCTIONS TO STUDENTS SEEKING TO ESTABLISH KANSAS RESIDENCE FOR FEE PURPOSES IN STATE EDUCATIONAL INSTITUTIONS GOVERNED BY THE KANSAS BOARD OF REGENTS Permanent Administrative Regulations The Statute Notwithstanding the foregoing provision of this section, the Kansas Board of Regents may adopt rules and regulations authorizing the following to pay an amount equal to resident fees: (1) Employees of the state educational institution and their dependents, (2) Persons in the military and their dependents, (3) Persons who establish domiciliary residence in Kansas within 30 days of honorable discharge or retirement from the military and who served in Kansas not less than two years, (4) Other classes of persons having special domestic relation circumstances, and (5) Persons who have lost their resident status within six months of their enrollment.
