Final Report Kansas Class Size / CaseLoad Study May 1993 Jim Wheeler Northeast Kansas Education Service Center Executive Summary The intent of this study was to determine if current regulations which use simple head counts and assumptions about the relative severity of different area of exceptionality to determine maximum caseloads would predict teachers' perceptions of their program capacity as well as a weighted multi-factor approach. In a preliminary research project conducted by project PRIME at the Northeast Kansas Education Service Center data suggested that teachers ranked by their weighted factors were similarly ranked by their supervisors in terms of program capacity and caseloads. This study is a n attempt to further validate the use of a weighted formula for determining minimim and maximum case laods. Another research question studied the relationship between the teachers' perception of the average level of their student's learning difficulties and their average student FTE. This question related to the severity of student learning problems in relationship to FTE. It has been assumed for sometime that FTE was a good measure of the severity of a special education student's learning difficulties. The result of this study supported this assumption. Students rated as the least severe in terms of learning difficulty had average FTEs in the .10 range while those students who were rated as most severe had FTEs in the .30 range and higher. The same significant relationships were also noted with regard to the teacher's ratings of the students on their caseload in the area of behavior difficulties.

Contact KNEA December State Board News State Board Passes QPA Regulations The State Board, on an 8-2 vote, passed new regulations for the Quality Performance Accreditation system in Kansas. Voting for the regulations package were Steve Abrams, Sue Gamble, Sonny Rundell, Carol Rupe, Harold Voth, Bill Wagnon, Janet Waugh, and Bruce Wyatt. John Bacon and Val DeFever explained their "no" votes as opposition to the 3rd science credit in the graduation requirements section of the regulations. The regulations package, which will go into effect on July 1, 2005, (to coincide with the date when ESEA provisions become effective for all schools) contains only a few changes from the proposed regulations that were submitted for public comment and review. The biggest change is a reduction in accreditation levels from seven to four. The Board did not change its position on graduation requirements. Graduation Requirements At the public hearing on Tuesday, December 10, seventeen people addressed the Board. Eight of the conferees, mostly superintendents, expressed concern about or opposition to the increased graduation requirements, especially in light of the State's fiscal crisis and the potential budgetary implications for school districts to increase mathematics, science and fine arts offerings at the high school level.

History is Made! New Kansas Requirements for Fine Arts Thanks to the efforts of hundreds of arts advocates in our state, the Kansas State Department of Education recently approved new regulations for high school graduation that included one unit of fine arts. Requirements for fine arts programs in Kansas schools include several other stipulations: A component of the new QPA/ESEA regulations specifies that districts must “have in place quality assurance measures” at both the elementary and secondary levels programs to support learning and growth. Included in these are the computer literacy, counseling services, fine arts, language arts, library services, mathematics, physical education, science, services for students with special needs, and history and government. (SBR 91-31-17) One-hundred percent of those teaching core subjects must be fully certified/licensed in the subject they teach, including music, art and drama/speech. Local boards of education will decide which courses may be included as a fine art (as they do mathematics, science, etc.). The regulatory language that the board agreed upon states, “One unit of fine arts, which may include art, music, dance, theatre, debate and other similar studies selected by a local board of education.” (We’re working to have the word “debate” exchanged for “forensics.”) The fine arts graduation requirement will be in effect for freshman entering high school in 2005-2006, with an option to begin as early as 2003/04
