KANSAS PTA FACT SHEET MEMBERSHIP Nearly 34,000 members in Kansas and more than 6 million members nationally. Members include parents, school administrators, students and other child advocates. PURPOSE The KANSAS PTA is chartered under the National PTA and shares the same purposes. It is a volunteer organization seeking to unite home, school and community in promoting the education, health and safety of children, youth and families. HISTORY The Kansas Congress of Parents and Teachers was formed in 1914 when several branches of nationally chartered local PTA units from all over the state of Kansas came together in Topeka to form a state branch of the National Congress of Parents and Teachers. Relatives As Parents Program
A Program for Grandparents and Other Relatives Serving as Caregivers For Children
Who We Are Several agencies concerned with the welfare of older adults, children and youth are coming together to begin the Relatives As Parents Program. Referred to as "RAPP", this program will work to help relatives who are raising children; especially as it relates to grandparents raising grandchildren. Why We Exist RAPP exists to let grandparents and relatives know that "You are not alone!" Problems that we encounter in everyday life can affect our families. More and more today, parents are unable to care for their children. Grandparents and other relatives frequently take on that responsibility in an effort to help.
In Kansas, as in the entire United States, there has been a steady
increase in the number of children living with grandparents and other
relatives. The 2000 Census Bureau Report shows that 2.4 millions grandparents are taking on primary responsibility for their grandchildren's needs, many without a parent in the home. In Kansas, 17,873 grandparents reported that they are raising their grandchildren. This is not just a caregiver issue, however. According to 2000 Census data, in the United States, more than six million children, approximately 1 in 12 children, are living in households headed by grandparents or other relatives. Of these, close to 20% are in the formal foster care system. The remaining 80% and the caregivers who are responsible for them receive little assistance, and may encounter systems that make it difficult to access even basic services, such as health care and educational services. Kansas has 35,274 children living in households headed by grandparents or other relatives.

Agency Description Sponsoring Agency The Early Head Start/PAT program is a project of Blue Valley Community Action Inc. (BVCA). Blue Valley Community Action Inc. (BVCA) History/Background Founded in 1966, Blue Valley Community Action Inc. (BVCA) is a private nonprofit 501 (c) (3) corporation serving children, families and communities in Nebraska and Kansas. The first program operated by Blue Valley Community Action was a summer Head Start program. In addition to Head Start and Early Head Start, Blue Valley Community Action operates over 30 programs designed to meet the diverse needs of people living in the service area. This area includes nine Nebraska counties (Butler, Fillmore, Gage, Jefferson, Polk, Saline, Seward, Thayer and York) and two Kansas counties (Jewell and Smith). Programs include emergency services (food pantries, homeless shelters, domestic violence and sexual assault crisis intervention), transitional services (transitional housing, case coordination) and support services (housing, nutrition, transportation, health care access, case coordination, information and referral). These services make BVCA an initial one-stop-shop to Head Start eligible families.

Drug Abuse Resistance Education (D.A.R.E.)... The Statewide D.A.R.E (Drug Abuse Resistance Education) Program was created by the legislature in1999. The program has two staff members, whose duties include assisting and providing resources to D.A.R.E. officers across the state, making school visits, and coordinating the training required before officers can teach the lessons. D.A.R.E. was established in 1983 and continues to be an active partnership between parents, schools, and law enforcement. The program has grown to be the most popular and widely used prevention curriculum in the world. Kansas has 257 D.A.R.E. officers representing 122 law enforcement agencies in 58 counties. In 2001, more than 130,000 Kansas students in 394 schools from 161 districts received the D.A.R.E. program. D.A.R.E. is a school-based prevention curriculum designed to be delivered by uniformed law enforcement officers. Its goal is to assist students in developing knowledge, skills and attitudes that will help them avoid substance abuse and violence. D.A.R.E. is a partnership between schools, families and law enforcement that enhances the protective and social bonding factors in family, school and community. It helps students identify risk factors and works on building skills to avoid those risk factors. The core curriculum is designed for the exit level of elementary school (usually 5th or 6th grade), and consists of a 17-lesson format. The middle school and high school curriculums are each delivered in 10 lessons. All three of these curriculums use a workbook and are based on a cooperative learning strategy.
