About Us
The Service Center at ClearWater will provide exceptional services to enhance educational opportunities and student achievement. ~Bigger ~ Better ~ Stronger History of South Central Kansas Education Service Center In January 1989 the Board of Directors of Interlocal District 619 agreed to sponsor an Education Service Center. The South Central Kansas Education Service Center was formed to provide services to member districts in a collaborative and cost effective manner. The service center is comprised of educational agencies consisting of unified school districts, interlocals, cooperatives and community colleges. The philosophy that “no one of us is as strong as all of us” prevails in attempting to identify needs and to find cost effective ways to meet those needs. In July 1990 the State Board of Education approved the Interlocal Agreement for USD 628, South Central Kansas Education Service Center. The following seven school districts form the current Interlocal Agreement:
  • USD 264 Clearwater USD 262 Valley Center USD 263 Mulvane USD 358 Oxford USD 359 Argonia USD 385 Andover USD 396 Douglass
The service center is governed by a Board of Directors consisting of one member from the board of education of each of the seven Unified School District’s entering into the Interlocal Agreement. Each board of education appoints a representative to the Board of Directors. The term of office of the members of the Board of Directors expires concurrently with their term of office as local board of education members. The Board of Directors meets at least monthly.

U.S. Education Spending: 1999-2000
Nearly $373 billion of revenues were raised to fund public education for grades prekindergarten through 12 in school year 1999–2000. Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each student—an increase of 6.2 percent from $6,508 in school year 1998–99 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information.
