, 816/701-8390, or Shana Paul What is the LEPC? Membership Roster June 2005 Chemicals are used by public and private facilities throughout our metropolitan area. These chemicals are used to provide essential services, like clean water, and to manufacture goods at area industries. Chemicals such as gasoline are transported daily along the area's highway and rail systems. Although companies that handle or transport these chemicals in the Kansas City area have excellent safety records, we need to plan for, and be capable of responding to, accidental releases of these chemicals. The state of Missouri requires each county to form a local emergency planning committee to carry out the requirements of the federal law. Cass, Clay, Jackson, and Ray counties and the city of Kansas City, Missouri, formed a multi-county LEPC in 1987 with administrative support provided by MARC. Platte County joined the Mid-America LEPC in 1996.

The Kansas legislature has determined that “the state can best achieve the proper utilization and control of the water resources of the state through comprehensive planning which coordinates and provides guidance for the management, conservation and development of the state’s water resources.” The Kansas Water Plan is that coordination tool.
The nine state agencies listed below have areas of responsibility contributing to the management of water resources in Kansas. An organization chart is included on the back of this fact sheet, those agencies shown shaded or in bold are represented on the Kansas Water Authority.
Kansas Department of Agriculture - Mission: To administer assigned laws and programs on pesticide use and management and fertilizer use as related to water; and state water resources management and regulation. Division of Water Resources : Administers 28 state laws, including the Kansas Water Appropriation Act, and statutes concerning construction of dams, levees and other changes to streams within Kansas. Water Appropriation - Obtain a water right; apply for a change in a water right; water use reporting.
